Norræn samstarfsáætlun á sviði orkumál 2025–2030
Samstarfsáætlunin um orkumál fjallar um pólitísk forgangsverkefni og markmið fyrir norrænt samstarf á sviði orkumála á tímabilinu 2025-2030. Norðurlönd hafa langa reynslu af uppbyggilegu samstarfi á sviði orkumála og þó svo að löndin séu mismunandi er um að ræða einstakt samfélag og markvisst samstarf sem styður það starf að skapa sjálfbærar lausnir og takast á við sameiginlegar áskoranir okkar. Í samstarfsáætluninni eru sett í forgang verkefni til þeirra málaflokka þar sem samstarf landanna getur skilað meiri árangri en löndin geta hvert fyrir sig. Sérstök áhersla er lögð á afhendingaröryggi til norræna neytenda og fyrirtækja, sterkari stöðu Norðurlanda fyrir orkuskiptin og nýsköpun, þróun á skilvirkari norrænum orkumarkaði og sterkari Norðurlönd í alþjóðlegu orkumálasamstarfi.
Nordisk ministerråds samarbeidsprogram for utdanning, forskning og språk 2025–2030
Utdanning, forskning og språk er ett av kjerneområdene til Nordisk ministerråd og spiller en avgjørende rolle for at Norden og det nordiske samarbeidet skal stå bedre rustet overfor fremtidens kriser. Utdanning, forskning og språk bidrar til Norden som en demokratisk region ved å bygge tillit, identitet og fellesskap, og til å styrke mulighet for refleksjon og kritisk meningsutveksling. Samarbeidsprogrammet for Ministerrådet for utdanning og forskning beskriver de nordiske ministrenes politiske prioriteringer og målsettinger for perioden 2025 – 2030.
Nordisk-baltiskt samarbetsprogram för digitalisering 2025–2030
Det nordisk-baltiska samarbetsprogrammet för det nordisk-baltiska samarbetet om digitalisering MR DIGITAL beskriver de politiska prioriteringarna och målen för perioden 2025–2030 och omfattar både de nordiska och de baltiska länderna. Våra samhällen bygger på demokrati, jämlikhet, humankapital och socialt ansvar. Vi måste se till att den digitala omvandlingen följer dessa principer både nu och i framtiden. Digitalisering och teknisk innovation är därför viktiga drivkrafter för utvecklingen av både den privata och den offentliga sektorn samt en viktig möjliggörare för den gröna omställningen. Samarbetet utgörs av regionens gemensamma möjligheter och utmaningar med att skapa en inkluderande och säker digital omställning, stärka konkurrenskraften och den gröna tillväxten samt öka mobiliteten och integrationen i regionen
Så upptäcker barnen de nordiska bilderböckerna : Kvalitativa effekter av stödresurser till läsfrämjare
Hur kan pedagogiska stödmaterial kring bilderböcker vara till hjälp för läsfrämjare som vill ta in böcker på andra nordiska språk i undervisningssituationer och boksamtal med barn? Rapporten "Så upptäcker barnen de nordiska bilderböckerna" presenterar följeforskningsresultat från läsfrämjandeprojektet Den nordiska bokslukaren, som sedan 2021 skapat pedagogiskt stödmaterial till bilderböcker från alla nordiska länder, gratis och på alla nordiska språk. Resultaten visar på att den metod för läsfrämjande som projektet byggt upp tagits emot väl. Läsfrämjarna i referensgruppen uppger att metoden väcker läslust och sporrar analysförmåga hos barnen, att de producerade materialen underlättar användandet av nordiska bilderböcker i lässamtal med barn, att materialet håller hög kvalitet och att projektet som helhet ökat läsfrämjarnas egen kunskap och kännedom om nordiska bilderböcker
Paris Alignment of Export Credit Agencies: Sweden
Perspectives Climate Research utilized its well-established methodology to assess the Swedish Export Credit Agency (EKN) and Swedish Export Credit Corporation (SEK), the official Export Credit Agencies (ECAs) of Sweden, for their alignment with the Paris Climate Agreement. Overall, EKN and SEK were rated with ‘Paris aligned’ with scores of 2.22/3.00 and 2.30/3.00. The main reasons for the score include the successful phase-out of most fossil fuel energy financing over the past years with virtually 100% of energy-related transactions flowing to renewable energy (RE), making Sweden the 4th biggest financier of RE in the Export Finance for Future alliance. Neither ECA scored ‘Transformational’ due to the absence of granular reporting on project-level greenhouse gas emissions data, a clear definition of climate finance and the lack of sectoral emissions reduction targets
Towards pay equity: Regulations, reporting and practical application in the Nordic region
Today, women in the Nordics are among the most active labour market participants in the world, but the goal of equal conditions in the labour market is far from being achieved. One of the clearest indicators of this are pay differentials between women and men. To help reduce the pay differentials the Nordic Council of Ministers has initiated a project on pay equity. This report describes legislation and policy initiatives in the Nordic countries, including a discussion about the implementation of the EU Pay Transparency Directive. The report also provides a brief overview of Nordic labour market models and highlights differences for possibilities to advance work towards equal pay for equal work and work of equal value. Special attention is paid to the interaction between legislation, collective wage agreements and requirements for reporting wage statistics related to the ISCO standard
Decarbonisation of the building stock
This report investigates approaches for monitoring decarbonisation of the building stock and for setting whole life carbon limit values for buildings. It provides an overview of the approaches for monitoring decarbonisation and their strengths and weaknesses, such as data requirements and accuracy of assessment. The assessment of setting limit values looks into aspects such as scope and coverage of the limit values and how such different aspects may affect the derivation of limit values. The report presents a set of recommendations for further advancing this. Thus, providing a foundation for further activities on monitoring decarbonization and setting limit values in and across the Nordic countries and Estonia
Policy Brief: Nordic Cities and GHG Emissions Reduction – Aligning with the Mitigation Work Programme for Climate-Resilient Urban Development
This publication highlights how cities, responsible for 70% of global greenhouse gas emissions, can transition toward sustainability. Drawing on Nordic examples, the brief outlines three key areas for reducing urban emissions: spatial planning with low-carbon infrastructure, electrification of energy systems, and enhancing carbon storage through green and blue spaces. Nordic countries showcase how integrating ambitious climate policies into urban planning can support net-zero goals. However, challenges like regulatory barriers, grid capacity, and balancing land use require coordinated efforts and investment. The recommendations aim to inspire global cities to adopt similar strategies

Menntamál, rannsóknir og tungumál eru eitt af helstu málefnasviðum Norrænu ráðherranefndarinnar sem skiptir sköpum svo að Norðurlönd verði betur í stakk búin til þess að mæta krísum framtíðarinnar. Menntun, rannsóknir og tungumál stuðla að lýðræði á Norðurlöndum með því að byggja upp traust, sjálfsmynd og samstöðu ásamt því að efla gagnrýna hugsun og skoðanaskipti. Í samstarfsáætlun Norrænu ráðherranefndarinnar um menntamál og rannsóknir er fjallað um pólitískar áherslur norrænu ráðherranna og markmið fyrir árin 2025–2030.
Microcredentials in a Nordic perspective
This investigation on microcredentials (hereafter MCs) in a Nordic perspective has been carried out under the remit of NLL expert network on validation. The investigation, from mid-2023 till end of 2024, concerns the occurrence, proliferation and development of MCs in a Nordic perspective. The investigation is financed by the Nordic Council of Ministers.The investigation has been informed and inspired by several recent initiatives in the EU and in European countries regarding the emergence and operation of MCs. The EU initiative on MCs, including the European Council’s Recommendation on the development of MCs, and the extensive Research by Cedefop has been followed with great interest by the NLL investigation in particular. With few exemptions, the term, MC is not formally used in Nordic countries and self-governing regions. Though, in Sweden, small learning experiences are entitled Mikromeritter and Aalborg University, in Denmark, has developed and provided small add-on learning units, named MCs. In the present investigation, the mapping part has been led by the EU definition of MC, having resulted in a variety of learning examples which, in some respects, however not fully, are associated with characteristics of the EU definition. Hence, the aim of the study has been to identify development in learning provided for labour market and society’s objectives, and to examine the added value of this way of addressing current and future needs and requirements in the labour market and society in a situation of rapid and determining changes in jobs and lives. Identified changes related to trends and megatrends, mapping results and Good Practice cases are analysed and assessed as to their potential to actually provide benefits for end-users. In general, the investigation demonstrates that, smaller learning experiences/MCs should be regarded within the current situation of changes, calling for requirements such as responsiveness and timeliness, together with flexibility and options for individual planning and achievement of the described learning outcomes of the MCs. Thus, forming an option of a complementary career pathway at the learner’s own pace. For the mapped examples and cases, aims and purposes are typically defined as for upskilling and reskilling as responses to changes in jobs and work, lack of qualified workforce and for inclusion of target groups being, currently, outside jobs and education.The mapped examples of smaller learning experiences/MCs are developed and provided in various formats as stand-alone, add-ons to former skills and series of MCs, divided into smaller parts. Hence when taken together, these formats reflect various means and methods for the application of the achieved MCs in work life and society. Two general questions have been thoroughly investigated in the study: the question of the added value of the smaller learning experiences/MCs and the question of benefits for end-users.While it is assessed and concluded that the mapped Examples and Good Practice Cases in various respects provide an added value – for instance, in terms of responsiveness, timeliness and flexibility, the question of benefits for end-users is considered in terms of the aspects of strengths and requirements. A strong stakeholder collaboration for development and provision adds significantly to legitimacy, trust and transparency for the validity and recognition of the achieved learning outcomes. Concerning the aspects of portability and stackability, limitations are seen in terms of national systems and frameworks, like some NQFs being less open to non-formal learning, and some national systems for VPL being restricted to assessment towards formal education programmes.Besides, in general, evidence for the benefits achieved is scarce.Aspects such as these are included in the Recommendations for the development of MCs
