No full textSuomen ja Ahvenanmaan puheenjohtajuuden otsikkona Pohjoismaiden ministerineuvostossa on Pohjola 2025 – yhtenäinen ja vahva. Puheenjohtajuuskauden lähtökohtana on tukea yhteistä visiotamme Pohjolasta maailman kestävimpänä ja integroituneimpana alueena vuoteen 2030 mennessä. Suomi ja Ahvenanmaa kiinnittävät lisäksi erityistä huomiota yhteiskuntaturvallisuuden edistämiseen. Puheenjohtajuuskauden tavoitteena on vahvistaa entisestään Pohjoismaiden kriisinkestävyyttä sekä edistää kokonaisvaltaista ja laaja-alaista varautumista erilaisiin siviilikriiseihin ja hybridiuhkiin. Toinen puheenjohtajuuskauden painotus on lapset ja nuoret. Pohjoismaiden välisen vapaan liikkuvuuden ja integraation edistäminen on myös Suomelle ja Ahvenanmaalle tärkeä tavoite. Puheenjohtajuuskaudella edistetään lisäksi Pohjolan kilpailukykyä vahvistamalla yhteistyötä muun muassa innovaatioiden ja kestävien ratkaisujen aloilla

No full textThis policy brief explores the current status, key characteristics, and distribution of peripheral higher education institutions located in smaller towns and rural regions across the Nordic countries. It aims to increase knowledge about the types of students who are attracted to these institutions and the factors influencing their choices. The analysis in this policy brief draws on statistical data, a literature review, results from focus group discussions, and a survey conducted among young adults in the Nordic countries.
Protecting the Skagerrak for biodiversity, food and climate
No full textThe Skagerrak is a productive miniature deep sea with diverse habitat and nature types harbouring distinct marine populations. Marine protection in Skagerrak is weak overall, especially considering areas with regulation of bottom-contacting fisheries. Marine protected areas in Skagerrak (MPAs) are largely restricted to shallow coastal areas, meaning that vulnerable and ecologically important deep-water habitat types are poorly protected. The deepest parts of the Skagerrak are situated in the Norwegian Trench, which is home to vulnerable marine ecosystems, and constitute the most important carbon sink in the greater North Sea region. Establishment of a coherent network of MPAs in the Skagerrak will require international coordination, where marine spatial planning should consider the benefits of protection to biodiversity, fisheries and climate change adaptation and mitigation.
Sustainability Education in the Nordic Countries
No full textSustainable Education in the Nordic Countries (SENC) aims at moving compulsory education in the Nordic countries closer to sustainability. The objective of the current work was to create a knowledge base on the situation as it currently is in the Nordic countries. To do this, a group of experts in the field of sustainability education was created with each country and autonomous area appointing an expert in the field. The group of experts also included representatives from teacher unions and teacher students to include the voices of current and future teacher. Among the task undertaken was to send a survey to teachers in all the Nordic countries, in seven languages, to gather information about the status of sustainability education. Findings show a mixed picture. The work has opened up diverse issues highly relevant for a re-visioned Nordic perspective on sustainability education
Flying green - A Nordic policy roadmap for the implementation of electric aviation
No full textElectric aviation (EA) has emerged as a promising alternative to mitigate the climate impacts of aviation. The Nordic countries aspire to lead the way in adoption of this new technology and have set ambitious targets for its implementation in the near future. However, numerous open questions and challenges must still be addressed before electric aviation can become reality. Is the political commitment in the Nordic Region sufficient to support those initiatives? Where will the necessary funding come from? Are the required technological advancements and infrastructure in place? These are among the key issues addressed in this policy brief that takes stock of the primary obstacles to implementing electric aviation and explores actionable solutions and introduces a policy roadmap outlining the critical steps required to make electric aviation reality in the coming years

No full textIdag är kvinnor i Norden bland de mest yrkesverksamma i världen, men målet om lika villkor i arbetslivet är långt ifrån uppnått. En av de tydligaste indikatorerna på det är löneskillnaderna mellan kvinnor och män som kvarstår. För att bidra till att minska löneskillnaderna har Nordiska ministerrådet tagit initiativ till ett projekt om lika lön för likvärdigt arbete i Norden, som resulterat i denna publikation. Den beskriver lagstiftning och politiska initiativ i Norden, och det förs en diskussion om implementeringen av EU:s lönetransparensdirektiv. Rapporten ger också en enkel överblick över de nordiska arbetsmarknadsmodellerna och belyser skillnader för möjligheterna att arbeta för lika lön för lika och likvärdigt arbete. Särskild uppmärksammas samspelet mellan lagstiftning, lönekollektivavtalen och krav på rapportering av lönestatistik relaterad till ISCO-standarden

A Beyond-GDP View of Nordic Performance
No full textThis report critiques GDP as a measure of national welfare and explores alternative frameworks, analyzing the Nordic countries' performance using three key metrics: the Sustainable Development Index (SDI), the Transition Performance Index (TPI), and Doughnut Economy Indicators. It highlights strong social outcomes in Nordic countries but at great ecological cost; every Nordic country is significantly overshooting the planetary boundaries which must be maintained to avoid environmental breakdown. Recommendations include better alignment across the beyond-GDP metrics field, stronger integration of alternative metrics into governance, and exploring alternative ecological interventions such as sufficiency solutions for a balanced approach to social and environmental progress
The Digital Backlash and the Paradoxes of Disconnection
No full text“The digital backlash” covers a range of social and cultural practices of digital disconnection, as well as critiques of the impact of digital technologies and platforms in the world today. Through calls for more restrictive, or more “mindful”, uses of digital technologies, “mobile-free” schools, work regulations along the lines of a “right to disconnect” framework, the rise of new entrepreneurs in the growing “digital detox” industry, as well as critiques of the role of Big Tech – society is deliberating on the stakes of the digital for the human condition. The digital backlash can best be described as a kind of zeitgeist: a moment in history in which the norms about digital behaviour, consumption, and habits are being questioned, and where the early hype of the digital era beginning in the 1990s is being challenged. This edited volume offers a collection of empirical and theoretical analyses of the digital backlash as it manifests across national, institutional, and everyday contexts. The contributions span analyses of discourses and public debates around disconnection and the so-called techlash, the ambiguities and tensions of digital connectivity for work, labour, and productivity, the reordering of family and school life along with the perceived negative consequences of digital connectivity for the well-being of children and young people, as well as the playful and sometimes subversive recreational practices that people reinvent in search of authenticity as a response to all things digital. A distinct focus is placed on social practices and dilemmas related to new ways that people adapt to, appropriate, and push back against digital technologies in everyday life.
Analysis of needs for enforcement of PFAS in articles and chemical products
No full textPer- and polyfluoroalkyl substances (PFAS) are a large group of substances that have been widely used for decades due to their surface-active properties. However, their characteristic resistance to degradation in combination with other properties of concern for human health and the environment has resulted in regulatory actions such as restrictions towards this group of substances, in the EU and globally. Compliance with restrictions as well as enforcement by authorities is key to reduce intentional use of restricted PFAS in articles and chemical products. To analyse PFAS accurately, robust and reliable analytical methods are required. This report evaluates the current situation related to PFAS-analyses and enforcement (including challenges and needs) and propose measures/strategies to enable and/or improve enforcement of, and compliance with current and future, PFAS restrictions
