Analysing equity and ethical dimensions of water governance challenges in the lower section of the upper Vaal River catchment, Gauteng, South Africa
Poor water governance practices have been identified as one of the root causes of water problems confronting the South African water sector. This is evident in the lower section of the Upper Vaal River Catchment, where ineffective implementation of the regulatory measures has resulted in multiple incidents of illegal discharge of effluent from municipal wastewater treatment works, industrial and mining activities. Pollution and deterioration of water quality is a major challenge in the catchment; the Vaal River is severely polluted beyond acceptable standards and impacts negatively on other water users who have legitimate rights to the water resources. Pollution not only affects human activities and use, but also has negative impacts on ecological health and functionality. Poor water governance practices raise ethical implications for the rights to water for both social and ecological components. Although many water governance challenges in South Africa have implications that border on values and ethics, the relationship between these concepts has hardly been explored. In order to contribute towards filling this gap, this study explores water governance challenges and their ethical implications, and then analyse the equity dimensions of key water challenges among institutional actors in the lower section of the Upper Vaal WMA, Gauteng. The study uses a qualitative research approach which involves several methods of data collection: document analysis, workshops, focus group discussions, key informant interviews and participant observation. The data collected were analysed using thematic analysis, and then applied an ethical framework to distil ethical implications of the identified water governance challenges. There are five water governance challenges that were identified, which are i) failure in the implementation of water legislation and regulations, ii) ineffective leadership and management, iii) cooperative governance and poor accountability, iv) decentralisation and ineffective participation, and v) finance, infrastructure, and technical capacity. The deterioration of water quality and pollution due to ineffective implementation of the regulatory system has ethical implications towards protection of the ecological system and sustainable management of the water resources for the present and future generation. Ineffective implementation of the regulatory measure also raises the issue of distributive equity between different water users and between current and future users. These implications are critical particularly when viewed from the perspective of systemic-relational ethical approach which posit that in social-ecological systems, all components ought to be treated with equal regards, and their inherent worth respected in order to maintain the unity of the SES. The idea of equal regards to the inherent worth of the component implies due respect, in ways that do not undermine the integrity of the entire system. The challenges identified in the system suggest that i) the right of the ecological system to water is undermined due to anthropogenic activities, which may in the long term undermine the functionality of the entire SES; ii) the right of the margined to access to water of the right quality is also undermined, and pollution costs is externalised. These are matters of ethics that thus deserved attention in policy and management considerations. The study analysed equity dimensions (distributive and procedural), targeting the key institutional water users (i.e., mines, industries, agriculture, municipalities, and the wastewater treatment works) in the lower section of the Upper Vaal River Catchment as equity candidates due to their activities that significantly impact the environment and the water resources. The cost of pollution caused by mining activities, industrial activities and the wastewater treatment works is externalised to other users who are not responsible for the pollution. In this regard study identified key drivers that raise concerns linked to distributive equity, which are ) pollution and water quality deterioration, ii) the legacies of mining activities, and iii) poor infrastructure maintenance, vandalism, and theft. Identifying these key drivers of distributive equity concerns is critical in ensuring that the water governance processes are designed in a way that stakeholders and actors reliant on water resources within the catchment have equitable and fair access without the effects of externalised costs from other actors. The identified water governance challenges in the catchment all borders on ethics, thus an ethical framework is crucial in tackling water related problems. The principles of ethics can be used as guidelines to decision-making process for the management and governance of water resources in South Africa. Case-based research on the fedup model for self-help housing
In South Africa, the government subsidises the building of starter homes to meet the demand for housing for people with lower incomes. However, it is necessary for the state to revise its efforts to meet the demand for housing in the country. Self-help housing is a model that can be used as an alternative to state housing subsidies. The present research study investigates the essential aspects of sustainable self-help housing in the central region of South Africa. The present study aimed to address the central research topic by eliciting responses from participants: How can self-help provision become sustainable in the central region of South Africa? In response to the question, an effective self-help housing support model was developed, the aim of which is to outline how self-help housing projects could be improved. The literature findings demonstrate the potential of this model as a viable alternative to the existing housing delivery mechanism in South Africa. This assertion is supported by a study of self-help housing trajectories and an examination of relevant South African housing policies. However, there has been a lack of emphasis on the simplification of current models to accommodate the needs of implementers, government entities, and beneficiaries of self-help housing initiatives. This study aimed to address the highlighted gaps by utilising a qualitative methodology and drawing upon the data obtained. The data collection techniques included semi-structured interviews, structured observations, and focus-group discussions. A total of 25 semi-structured interviews were conducted with key stakeholders in human settlements, while the focus-group discussions involved 50 participants. A total of 5 focus group discussions were conducted with each group consisting of 10 participants. Moreover, the researcher conducted a document analysis, observations, and questionnaire survey. The data collected were analysed thematically. The results revealed that there are still challenges with implementing self-help housing. Moreover, the results are attributed mainly to a mismatch of the roles and responsibilities and not understanding the Enhanced People’s Housing Process (EPHP) policy. The principal contribution of the thesis is that housing policies, programmes and sector plans must encourage beneficiaries to play an active role. This study found that weak or unclear project vi specifications lead to contractor misunderstandings or discrepancies in housing project implementation, resulting in poor-quality work or delays. The conventional contractor-driven housing-delivery model also has issues like poor construction, corruption and mismanagement, profit-driven contractors, high contractor rates, project delays/incomplete projects, illegal occupation of incomplete projects, riots and disputes, ineffective project specifications, and beneficiary disengagement. In this study, it is demonstrated how a positive social impact on housing could be the outcome of an improved self-help approach. Consequently, the research suggests the adoption of an effective self-help housing support model, which may effectively address the challenges posed by informal settlements while enhancing the execution of self-help housing projects. The model has the potential to make contemporary contributions to the public housing policy model in South Africa. This study contributes to the broader discourse on sustainable housing alternatives, providing insights into the various obstacles, potential advantages, and recommended strategies within the realm of selfhelp housing. The study's qualitative approach facilitated a comprehensive examination of the lived experiences and viewpoints of diverse stakeholders. MeerKAT observations of three high-redshift galaxy clusters
Galaxy clusters are the largest, gravitationally-bound structures in the Universe, formed through the hierarchical merger of smaller structures. The most accepted view is that the merging process injects energy into the intracluster medium (ICM) and re-accelerates pre-existing particles and compresses magnetic fields, generating, eventually, synchrotron emission. Such radio emission appears as radio halos, i.e. central Mpc-size diffuse structures, mostly visible in merging or unrelaxed clusters and with a spatial correspondence with the thermal gas component of the ICM. Observations have probed radio halo properties mostly for clusters withM500 > 6×1014 M⊙ at intermediate redshifts (0.3 < z < 0.4), providing support to their connection between mergers, which provide the necessary energy to re-accelerate particles via turbulence. Probing the redshift evolution of radio halos is an important test of the turbulent re-acceleration scenario, as fewer halos are expected at high redshift, given the same mass interval. In this thesis, we present MeerKAT observations at 1.28 GHz of three high-redshift (PSZ2G254.08- 58.45, PSZ2G255.60-46.18 and PSZ2G277.76-51.74, in the 0.42 ≲ z ≲ 0.46 range) clusters, with masses M500 ≳ 6.2 × 1014 M⊙, selected for their disturbed dynamical state – inferred from existing X-ray observations. Our observations reached rms noise values between 20 and 23.5 μJy beam−1, with ∼ 4′′ angular resolution. No evidence of diffuse emission is found at ii full resolution. Low-resolution (∼ 30′′) images achieved rms noise levels of 30-50 μJy beam−1, amongst the deepest observations of high-redshift targets. One radio halo was detected in the least massive cluster PSZ2G254.08-58.45 extending over ∼ 500 kpc, with a 1.20 } 0.08 mJy integrated flux density. We placed a ∼1 mJy upper limit at 95% confidence level on the radio halo flux density for the other two targets. The radio-halo detection is consistent with the recent P1.4 GHz − M500 correlation from Cuciti et al. (2021b), while the upper limit on PSZ2G255.60-46.18 is consistent with being on the correlation. On the other hand, the upper limit on PSZ2G277.76-51.74 places the radio halo well below the correlation. Recently a 1.5 GHz survey (Giovannini et al., 2020) detected a slightly higher fraction of radio halos in clusters in the same redshift range, with power and size typically higher than what we found in our observations. Both observations are, however, not inconsistent with each other. Our results, although with limited statistics, do not disfavour the current scenario of radiohalo formation based on the turbulent re-acceleration model.Thesis (MSc) -- Faculty of Science, Physics and Electronics, 202
Township economy performance and contribution towards economic development in Nelson Mandela Bay: Assessment using the circular flow of money
The study sought to explore township economic performance and contribution towards economic development in Nelson Mandela Bay, using the circular flow of money model. The study surveyed households and businesses in one of the townships in Nelson Mandela Bay (Kwazakhele). The survey reached out to 100 households and 100 businesses, totalling 200 participants. Data were analysed using descriptive and inferential statistics. The current state of the township economy is not a desirable one. There are more leakages than injections into the township economy. More township residents (especially high-income earners) choose to shop outside the township for goods because the township does not have the goods that residents need. Key findings show that township businesses are small in nature, primarily sole propriety and operate informally in the streets. Most people who work, earn R3500 and below and spend most of their income on food and groceries. Supply for the most consumed products in the township comes mainly from outside the township, and there is no circular flow in the township economy. However, there are more people working inside the township than those who work outside the township. More essential goods are found in the township than before, so residents do not have to travel outside the township to get basic groceries and food. Other findings show that the government is not intervening enough to help the township businesses through policy implementation and financial aid. Businesses in the township do not pay taxes, and this can limit what the government can do to help them. There are other business constraints that are prohibiting the township businesses to reach the optimum level, and the top cited constraint is Crime. The study recommended that government should intervene by passing a bill like the Gauteng Township Economy Bill that aims at assisting township businesses. Households should come up with other streams of income through entrepreneurship so that they can not only depend on government social grants for income. Businesses should form bulk buying groups to increase buying power to be competitive. Lastly, businesses should seek alternative sources of power because electricity is expensive, and the load-shedding is prohibiting township businesses from running efficiently.Thesis (MA) -- Faculty of Faculty of Business and Economic Sciences, 202
An Analysis of the Impact of Platinum mining strikes on the South African Economy and exchange rate volatility
The platinum group metals (PGM) mining sector is the largest component of the South African mining sector based on its contribution to GDP, employment and its overall contribution to the South African economy. Over the past decades South African production of PGMs has been declining, but post global financial crisis the country’s production growth has reduced due to the significant labour disruptions the industry has faced since late 2010. This paper aims to analyse the impact of these industrial strikes on the South African economy for the period 1 January 2008 to 31 December 2016 given the availability of data and significant strikes in that period. An examination of the impact strikes has had on the South African economy by running regressions using the generalized autoregressive conditional heteroskedasticity (GARCH) technique. The study also looked at economic variables such as exchange rate, interest rate and the platinum index to determine the effect on the platinum mining sector. The effectiveness of bank debt financing on the growth of small and medium enterprises (SMEs) in Namibia
Globally, SMEs are valued for their contribution to economic growth and development as well as for driving employment. To succeed, small firms require support especially in terms of obtaining funding and financial services that can enable them to meet day to day operational needs. Commercial banks play an important role for the financing of SMEs as small firms generally depend on bank loans to obtain external finance. However, despite the support and contribution, very little attention is given to the actual forms of finance used by small and medium-sized enterprises, the available finance made by lending institutions or investors and the relation between the use of the said debt finance and enterprise performance. Furthermore, several research studies carried out focusing on the effect of debt financing on performance of firms are inconsistent. Thus, this study sought to determine the effectiveness of bank debt finance on the growth of SMEs in Namibia. To achieve the objective of the study, it was important to have it rooted in the pragmatism paradigm; followed by both the deductive and inductive approaches. Interviews were conducted with the six SME owners and structured questionnaires were completed by the seven staff of the selected bank. The study used thematic analysis to analyze primary data from interviews by following three steps namely: reducing the data referred to as coding, analyzing data by creating patterns, and generating themes and drawing conclusion. Data from self-administered questionnaires was populated and textually analyzed aided by tables. The main findings of the study were that: (1) debt financing contributed to the growth and performance of SMEs as all firms under the study who made use of debt had experienced growth in terms of generated profits and acquired assets, (2) during the assessment and approving process, the bank looked at various lending factors and that collateral was not considered as prime to accessing funding, (3) the SMEs were not sufficiently funded and that there was no appropriate funding option for SMEs, (4) in terms of relationships, there was a lack of engagement and support between the bank and the SMEs. Design and development of mobile-based e-Marketing application for communal farmers in Eastern Cape. South Africa.
The application of Information and Communication Technologies (ICT) in agriculture can augment farmers' production capabilities, this is a perception for all farmers worldwide, but there are some in communal areas who may not be as exposed to ICT tools as their commercial counterparts in urban areas, especially in developed communities. Food security in any society is a vital measure that should always be treated with high priority since humankind's existence is based on food availability. One major challenge with farmers in communal areas has been the marketing of their farm produce effectively to avoid wastage, get more value, and bridge the gap between themselves and urban commercial farmers. This challenge includes food wastage, untimely information, and market accessibility due to distance restraint. ICT can beused to bring a functional platform to assist this challenge. In this context, communal farmers have a challenge. The aim of this research was to design and develop an easy-to-use mobilebased e-marketing application for marketing farm products for communal farmers in Alice community, South Africa. Before design and development, review of challenges of farmers on the reception and communication of sensitive information pertaining to food security. Effective communication of farm produce baseline information on awareness and adaptation of mobile ICT technology of communal farmers was investigated. A mixed method was used through reviews of literature and as well distribution of questionnaires to get an understanding of the present state of communal farmers’ marketing problems. Furthermore, a prototyping methodology was used in the development of the mobile-based application for this research. The result of this research demonstrated the need for communal farmers to market their farm products at their convenience. An easy-to-use mobile-based e-market application was then developed; the application is an android application that will assist communal farmers in marketing their farm products as soon as they are available to avoid food wastage. Activated carbon-decorated polyacrylonitrile fibers and their porphyrin-immobilized composites for removal of methylene blue dye and Ciprofloxacin in water
Photocatalyst adsorbents are an appealing group of materials for environmental applications. Herein, we study a new simple, inexpensive, yet very effective adsorbent photocatalyst based on porphyrin immobilized activated carbon-decorated polyacrylonitrile, InP(PAN/AC), for removal of methylene blue dye and Ciprofloxacin in water under Xe-lamp and sunlight irradiation (the latter for Ciprofloxacin only). Our results shed light on developing the most effective and sustainable adsorbent photocatalysts that can easily be industrialized due to the ease of preparation through electrospinning coupled with the readily available preparation materials. After five cycles, the InP(PAN/AC) maintained high methylene dye removal efficiency and structural integrity. Significantly, we propose the coordinated contribution of singlet oxygen and hydroxyl radical in the photodegradation process and highlight the importance of such an integrated system with adsorption and photodegradation capabilities for water treatment
Community participation in selected public schools of Komani, Eastern Cape
This study is located in Mlungisi Township of Komani in the Eastern Cape - where the aim was to closely examine the role played by this community to build and govern its public schools. The study selected the three biggest schools in the area to examine how the community’s involvement in them has surfaced from their founding up to the present times. The study found that through these three schools, this community managed, under apartheid, to take initiative by mobilising itself for self-development by building these schools and infusing them with a liberation curriculum that was required for the conditions of oppression and resistance at the time. This community in essence turned the intentions of Bantu education around by using these schools as sites of alternative education that was delivered by its own activist teachers to conscientise the student youth about community struggles. Black people in this community used these schools as emancipatory spaces to connect student struggles with community struggles to build community power. In the post-apartheid epoch, much of these traditions and levels of community participation have dropped because of new precarious economies and labour conditions that keep the adult population busy. As a result, present-day community participation is not as politically intentional as it was under apartheid. Theoretically, the study applied Paulo Freire’s Critical Community Pedagogy.
