    Case in modern standard Arabic

    This thesis provides a novel account of case checking in Modern Standard Arabic (henceforth MSA). It argues against the concept that nominative case in topic and comment structures is default. Default or inherent case is not related to case filter, nor is it assigned by any syntactic method. Some linguists claim that the default case in Arabic language is employed only when no case assigner is available. I argue, in light of the minimalist program (henceforth MP), that default (inherent) case is always a problem for syntactic theory and that the nominative case which the topic and comment sentences bear is valued by a functional head. The topic and comment constructions contain a predicational head (Pred)- a functional head, that is equivalent to vP which occurs in verbal constructions. The head of PredP is accountable for nominative case value on the topic and comment structures. This thesis also provides a novel paradigm regarding the clitics that appear at the end of verbs in MSA. This paradigm proves that these clitics are not agreement, tense, nor mood markers but rather Verbal Case markers and it provides a minimalist program account to explain case checking on verbs in MSA. Regarding sentence initial DP, and contra to the proposal that in SVO sentence initial DP is a subject, I have scrutinised the nature of this DP and provided enough evidence that it is a topic. Additionally, I have investigated the relationship between agreement asymmetry and the position of the subject in MSA from the minimalist feature inheritance account viewpoint. Mainly, I reviewed null pro hypothesis which proved to be redundant to account for the derivation of VSO or SVO word orders. I have also proved what were considered agreement markers are not agreement markers but resumptive pronouns. Finally, I proved that there is not agreement asymmetry in MSA. Agreement pattern in MSA results from the agree operation and it is achieved under Probe-Goal alignment; regardless of whether the Goal is raised up to Spec-TP or remains in situ (Spec-VP), the agreement is not supposed to change.     Capital mobility and economic growth in South Africa

    The South African current account balance has been deteriorating over the years. An investigation of the correlation between capital mobility and economic growth is of interest as South Africa is heavily reliant on capital inflows to finance the current account deficit. This research topic is of importance as there is need to devise policies that maximise the benefits the nation derives from capital mobility. The benefits that capital flows provide economies, theoretically outweigh the disadvantages, provided that capital flows are absorbed productively. The topic is also of interest in the light of the magnitude of shocks to the South African economy such as the rand crisis, dotcom bubble, stock market bubble, inflation targeting, commodity super cycle, global financial crisis, the Covid-19 pandemic and Russo-Ukrainian War, as these shocks have translated to slower economic growth and higher levels of inflation. These shocks have equally revealed that countries need to have sound macroeconomic policies in order to survive the impact of any crises. The vision 2030 secretariat has identified capital markets as the key providers of capital required for achieving social economic blueprint. The empirical evidence locally is limited in comparison to the empirical evidence from outside of South Africa. This topic is of importance as South African studies on this topic are not as recent and this study aims to bridge that gap. Data were obtained from the South African Reserve Bank Quarterly Bulletin and the World Bank database for the period 1990 to 2022. The Autoregressive Distribution Lag model was employed in order to determine the relationship. This study relied on the supply-leading theory which posits capital markets may positively or negatively affect key indicators of economic growth. The study found that there is a positive long run relationship between net capital flows, saving-investment ratio and economic growth and a negative long run relationship between the degree of trade openness and economic growth. The findings will allow opportunity to address capital flow surges and in turn boost investor confidence. Capital flow management measures can help manage destabilizing exchange rate movements and capital flows coupled with macroprudential tools helping reduce the domestic buildup of vulnerabilities.Thesis (MCom) -- Faculty of Commerce, Economics and Economic History, 202

    Evaluating perceptions of co-management on small-scale fisheries in the Wild Coast of South Africa

    Shared perceptions by stakeholders can improve the understanding of managing natural resources. This study aimed to evaluate stakeholders’ perceptions towards co-management of small-scale fisheries to improve the management of these resources. Eleven participants were purposively sampled from government agencies, non-profit organisations and community representatives from Coffee Bay, Port St Johns, Lusikisiki and Xolobeni on the Wild Coast of South Africa. Predetermined themes derived from the literature were used to develop the interview schedule. Semi-structured, one-on-one interviews were conducted to probe the participants’ understanding of the term “co-management” and its objectives, benefits, processes, and outcomes. Data were recorded and transcribed into text, and thematic analysis was used to detect themes that emerged from the data. The results indicated that all participants perceived co-management of Small-scale fisheries as beneficial. Securing access rights through fishing permits was a benefit that was exclusive to the fishers, whereas self-regulation, sharing of information, and mobilising and utilising the strengths of different stakeholders were the benefits noted by all stakeholder participants. Government representatives viewed the involvement of government in the co-management structures of SSF as necessary, whereas the other representatives’ views were that government should be excluded. Incorporating the traditional and government regulatory systems was recommended to manage fisheries resources effectively.     Rhodes University Honorary Doctorate Citation (5 April 2024) Tandabantu Tennyson August: 1980s. South Africa. In the Bantustans of the time, like the Transkei, the youth have little reason for hope. They have much reason for despair. Their choices seem limited to the politics of struggle or to crime, an attempt to gain some kind of advantage from the meagre and unacceptable options on offer. In those bleak times, what was needed was visionaries. People who could see beyond the current circumstances to a different future and imagine how best to prepare for it. Not as idealists, but as pragmatists. What would happen once circumstances change, once the struggle had succeeded? Would we be ready for it? What qualities would the youth need to have in order to both benefit from and participate in a new dispensation? One such visionary was Tandabantu Tennyson August, and it is my distinct pleasure to have the opportunity to tell you more about him. Born in 1948, Mr. August matriculated from Healdtown High School, before pursuing higher education at the University of Transkei, where obtained a Bachelor of Arts degree majoring in English and Geography. This was followed by Comparative Curriculum Studies at the University of South Africa, alongside obtaining teaching certificates from Lovedale and Cicira teacher training colleges, with majors in Physical Science, Mathematics, Science, and Mathematics. This solid educational foundation laid the groundwork for his impactful career in education. He taught at Wongalethu High, St Johns College and was deputy principal at Norwood, before taking up his first principalship, at Thanga High School in 1980. From 1984 to 1990 he was principal of Ndamase High School. During his tenure there, the matric pass rate never fell below 90%. From 1991 to 1995 he was principal Isivivane High School during which time the school was promoted from a primary to a high school. Following his distinguished service at schools, he worked at the Eastern Cape Department of Basic Education, first as a deputy chief education specialist (1996 – 2006) and then as chief education specialist (2006-2010). During that time, he played a pivotal role in establishing (in conjunction with Rhodes University) and being the provincial coordinator the Advanced Certificate in Education in English, followed by ACEs in mathematical literacy and life orientation. In 2016 he received a provincial teaching award for excellence. In 2017 he was awarded the Kade Asmal award for excellence in teaching. To this day, he remains an Executive member of the eastern cape Education advisory council. Quite a career. But there’s something I haven’t mentioned. He was also an accomplished rugby player of international standing. While at Lovedale College, he was selected to represent Border and then the South African African Rugby Board, playing England in Gqeberha in 1972, in a team that would later be known as the black springboks. He eventually received his green and gold springbok blazer as just recognition of his achievement. He incorporated his love of sport into his vision for the youth under his care, as part of his overriding mission of educating the whole person. He got everyone involved in sport, if not as a player, then as a supporter. Especially during his time as principal of Ndamase High School, I am led to believe, it was extremely intimidating for opposing teams to play them. Not only at Ndamase home games, but especially at their away games. There would be one bus for the team players, and six buses for the supporters. From 1986 – 1990: he was president of the Transkei schools` sports union (TSSU). But there’s yet another thing I haven’t mentioned. In 1981, just as his career as an educational leader was really taking off, he was involved in a terrible motor vehicle accident. It left him permanently disabled and, for much of his life, a wheelchair user. Rather than stopping him, it simply added another string to his bow, now as an advocate for the disabled. From 2012 – 2022: Chairperson Eastern Cape South African National Association For Special Education (SANASE): this organization cater for the education and wellbeing of learners with disabilities and special needs. In 2023, he was the national deputy president of the same organisation. From 2013 – to date: he is a Board Member on the National Council of & for persons with disabilities (NCPD). I had the pleasure of an extensive conversation with one of Mr August’s former pupils at Ndamase High, Professor Deyi Mbelani, the current director of Rhodes University’s Institute for the Study of Englishes in Africa. He told me many stories about Mr August’s leadership, that I only wish I had time to share with you now. I put it to Professor Mbelani that, having read about Mr August, the word that stood out for me was “dedication.” He agreed that “dedication” was the word, but that I must not leave out another: “vision”. It is Mr August’s status as a visionary that best defines him, he said. Going back over the above, I think he is right.     Collective bargaining challenges in the public service sector

    The concept of collective bargaining is a very old employment relations concept that has evolved and developed over the years. The concept originated in the British trade union and other related labour movement,1 but it was Samuel Gompers, an American labour leader, who developed its common use in his country. Over the years the use and development of collective bargaining has spread over the world and therefore “collective bargaining has a long history, evidenced by developments in different countries, as well as by the importance it has played in granting workers a greater voice in organizations”.2 The Labour Relations Act, 66 of 1995 (“LRA”) was enacted with the view to facilitate collective bargaining3 between employers, employers' organizations, trade unions, and employees in order to set working conditions, develop industrial policy, and deal with other issues that are of common interest.4 In practice, collective bargaining involves demand and concession between parties up until a compromise can be found.5 Hence, collective bargaining may not be reduced to mere consultations, as it requires each party to not simply attend to and consider the representations of the other, but also sacrifice fixed positions whenever possible in order to reach a compromise.6 Notably, traditional collective bargaining is a mechanism to negotiate the terms and conditions of employment and is not a vehicle to facilitate joint decision making.7 The greatest net benefit from collective bargaining can be obtained when a system that promotes good faith bargaining and the efficient enforcement of collective agreements is in placeThesis (LLM) -- Faculty of Law, Department of Mercantile Law, 202

    Reasonable accommodation for persons with disabilities at the workplace

    In recent years, there has been a growing recognition of the importance of inclusivity and equal opportunities for individuals with disabilities in the workplace. This thesis aims to contribute to this discourse by examining the issue of reasonable accommodation for disabled employees, with a specific focus on the South African context. The International Labour Organisation (ILO) and the United Nations (UN) Convention on the Rights of Persons with Disabilities provide important frameworks for promoting inclusivity and equal opportunities for disabled individuals in employment. These global standards emphasise the need for reasonable accommodation, which refers to the adjustments and modifications made to the work environment or job duties to enable disabled employees to perform their tasks effectively. In South Africa, the Employment Equity Act 55 of 1998 (EEA) and the Labour Relations Act 66 of 1995 (LRA) serve as the legal framework for addressing disability rights in the workplace. These acts outline the obligations of employers to provide reasonable accommodation and protect disabled employees from discrimination. By analysing the specific provisions within the EEA and LRA, this research aims to gain insights into how South Africa addresses and implements reasonable accommodation measures. By synthesizing the perspectives of the ILO, the UN Convention, and the South African legal framework, this study aims to provide a comprehensive understanding of the challenges, successes, and potential areas for improvement in achieving workplace inclusivity for individuals with disabilities. It will examine the barriers that disabled employees face in accessing reasonable accommodation, such as attitudinal barriers, lack of awareness, and financial constraints.     Factors contributing to stress and coping strategies used by police officers in the Eastern Cape (EC) Province

    Police officers work under demanding circumstances that could cause stress. Isolating factors that contribute to stress and identifying coping strategies used to deal with stress, could inform interventions and inform management practices. The purpose of the study was to determine factors causing stress among police officers in the Eastern Cape Province, and the coping strategies used. Study motivation: Police officers are faced with significant challenges as they fulfill their duty to prevent, investigate and combat crime. The study was necessary due to environmental, organizational, and role pressures experienced by police officers. A positivistic paradigm was adopted, and a quantitative research approach was chosen for this study. A survey in the form of a questionnaire was conducted among members of the South African Police Service in various clusters in the province, who were performing operational duties. A statistical investigation was conducted to examine the relationships between factors using correlation analysis. A lack of management support was ranked as the most prominent factor contributing to stress, followed by job design, training (a lack of), and work-life issues. The results revealed moderate to strong positive and significant correlations between the factors contributing to stress, namely job demand, training, management support, and work/life. A practical link between coping strategies and stress factors could not be established. All the coping strategies were positively and significantly correlated. Managerial implications and practicality: Direct managers of police officers should demonstrate more care for police officers and give them recognition. Efforts should be taken to reduce the impact of job demand and career development conversations with police officers are required as part of performance management.     Conceptual framework of African immigrant entrepreneurship in South Africa

    Most previous research on immigrant entrepreneurship has focused on investigating and describing immigrant entrepreneurship challenges, characteristics, and drivers of success. Immigrant entrepreneurship research that focuses on Africa, includes the challenges African immigrant entrepreneurs face, and their innate ability to start new ventures in their host countries compared to their native-born counterparts. However, literature on the conceptual framework explaining African immigrant entrepreneurship in South Africa is still nascent. This study assisted to develop a framework that will explain African immigrant entrepreneurship in South Africa. The purpose of this study was to develop a conceptual framework of African immigrant entrepreneurship in South Africa. The aim was achieved through a qualitative research approach that provided insights into African immigrant entrepreneurs and their perceptions thereof; the home country context, the entrepreneur, the resources, business opportunities, the immigrant entrepreneurial ecosystem, new business creation and operations, and the contributions to economic development to the South African economy were explored. Data was collected from a total of twenty-two participants using semi-structured interviews. The interviews were self-administered on a face-to-face contact by the researcher. Participants included African immigrant entrepreneurs; owner/managers and their employees comprised of twelve African immigrant entrepreneurs and ten employees. Data was collected using an interview guide and analysed by means of content and thematic analyses. A conceptual framework of African immigrant entrepreneurship in South Africa was created from the literature, and the collected data was then fitted to match the components of the model. The findings reveal how the different components of home country context, entrepreneur, resources, business opportunity, immigrant entrepreneurial ecosystem, new business creation and operations, were all interlinked to contribute to the economic development of South Africa. Furthermore, the findings revealed that African immigrant social ethnic groups provides support to their members such as “njangi”, loans, emotional support, protection, information, and helping them adjust to their new surroundings. These supports might promote African immigrant entrepreneurship and the creation of a new business in a host country like South Africa.     Investigating the link between government expenditure in tertiary education and income inequality in South Africa

    This study examines the relationship between government expenditure in tertiary education and income inequality in South Africa between 1990 and 2021. The autoregressive distributed lag (ARDL) method was used in analysing this association. The study indicates that government in tertiary education has an inverse relationship with income inequality in South Africa. The study is underpinned by the work of economists like Smith (1776), Schultz (1961), Mincer (1957), Barker (1964) and Kuznets (1955). This study employed the conventional unit root test, applying the augmented Dickey-Fuller (ADF) and Phillips-Perron (PP) tests for stationarity. The results of this study show that there are both short and long run dynamics present in the estimated models. The Granger causality test found no causal relationship between government expenditure in higher education and income inequality.
