    Using the Travertine Wastes in Denizli and its Surroundings as an Additive of Cement

    It is intended to minimize the damage to agriculture of travertine wastes, which are one of the most important export products in Denizli, to reduce the waste piles, to minimize the waste costs of travertine factories and to improve the mechanical properties of concrete in this study. In this experimental study, travertine has been used in concrete instead of 5%, 10%, 15%, 20%, 25% and 30% of cement. Compressive strength and flexural strength has been tested after 28 days from the production of concrete. The travertine doped samples were compared with natural models. Through this study, optimum travertine percentages had found and a waste, which harms the agriculture, had used in concrete as an additive material. And producing concrete pavings and curbs with this optimum percentages is planned

    A novel underground heating system for deicing applications

    Due to the snow and ice on the roads in winter season, difficulties in transportation and accidents are unavoidable. Municipalities and residents put all their effort to clean up the streets and highways. Mechanical cleaning, salt and chemical applications, thermal heating are some common deicing and anti-icing methods currently used. Many of these methods have some disadvantages. While the salt and chemicals harm the concrete and steel reinforcement, thermal methods are quite expensive and difficult to install. Mechanical cleaning is labor extensive and costly. Environmental effects of using salt and chemical in long term cannot be neglected. Once all deicing techniques are reviewed, it is obvious that low-cost, efficient deicing technologies needed to be developed. In this study, for deicing and anti-icing purposes concrete was heated using carbon fiber electrical resistance technique. Heating panels were placed into the concrete and their heating performance was tested in different ambient temperatures. The effect of heat panel depth, carbon fiber form, power density and ambient temperature on the heating performance was studied. Once experimental study was completed, field application of the heating system was constructed and tested. It was concluded that carbon fiber heating system offers a viable solution for icing and snow accumulation problems

    THE SPACE OF THE HALL in “MODERNISM” Type characters and construction forms

    In the twentieth century, the place of the public building was identified, in several architectures, with the space of the hall. Starting from the generality of hall typology, it can be achieved many different types of architectures. Through the constructive process we can research the most appropriate forms to reveal the meaning of the building. The exact form of single elements and the exactness of the relationships between themselves define the character of the spaces, which must be the most appropriate to their function and to the context in which they are built. In this way, we would compare three buildings of three “modernist” masters of architecture: - Asplund’s Stockholm library assumes the constructive system of the wall. Asplund builds a sequence of rooms distinguished by different spatial characters, in order to organize the composition and to declare the centrality of the reading great hall. - Mies van der Rohe’s Chicago Convention Hall assumes the reticular structure as constructive system. In this architecture, we can find the theme of inside-outside continuity and the theme of the relationship between the elements that build the space: the roof and the enclosure. - Tessenow’s project for the “Kraft durch Freude” (“Strength through Joy”) festival hall on the German island of Rugen, assumes the trilithic constructive system, in which the main element is the column. Through the analogy with the woods, in which the clearings are rooms, identified by the rarefaction of tree trunks, Tessenow builds the inner space of this architecture by the rarefaction of the columns, clearing a field. Mies, Asplund and Tessenow decline the same architectural typology in three different ways, through the constructive process. In these projects, construction becomes an expressive instrument, able to represent the character of each building and to give it a specific identity

    Global security challenges and their impact on the Security Strategy of Kosova

    Security is a fundamental prerequisite for the existence and development of humans and their society. Its scientific research and understanding is focused both on the State as a single entity, and on the international politics, as a System of States. At the current level of social development, security policy is implemented through various security systems, which analyze the possibilities and degrees of organization to perform security function in contemporary society. It is part of the Comprehensive State Policy as a whole, and implemented through a host of National Security Goals. This means that, in order to formulate and develop a security concept, any state, must take under consideration both internal and external factors, both traditional and non-traditional factors. Contemporary concept of the security policy is seen as a combination of objectives, interests, and actions in economy on one hand, and of the Strategy of the Armed Forces, on the other hand, including international cooperation and coordination. Kosova has fallen behind in this field, because it still misses some documents of crucial importance, i.e. “Comprehensive Security Strategy”, a Comprehensive document defining the National Critical Infrastructure. These two documents are supposed to define the basic national interests of Kosova, as crucial elements of the National Being, and define institutions and actions for their preservation and development. To make the situation even more difficult, Kosova is still missing a clear definition of its security environment, whereas the entire security policy is based on the capability of KFOR, EULEX and other international presence, to provide their support. The presence of parallel structures, and even criminal groups, sponsored, or instigated, by the official Government of Serbia, have a serious impact on the situation. Those structures and groups are a constant challenge against legal institutions of Kosova, in their efforts to execute the sovereignty throughout its territory

    BOT Contract through the optics of Albanian legal provisions - Issues of the implementation and transfer framework

    The last years have resulted in an increase of concession contracts in Albania, followed by a revised modern legal framework. Beside the debate on whether the government should perform most of the activities itself instead of giving them to the private sector through a concession contract, the concession contracts are nowadays a reality and as such they should be studied and analysed carefully. The scope of this article is limited to the provisions of the Albanian legislation and its approach to the international provisions regarding BOT (build – operate - transfer) concession contract. A detailed analyse will drive to the conclusionas to what extent the Albanian concession legislation does compile with the international accepted principles of Public Private Partnership concerning mainly implementation and transfer phase of a BOT contract. Albanian Public Private Partnershiplegislation has gone through many revisions and amendments during the last twenty years, resulting in a challenging situation for everybody that deals with any aspects of a concession. Having a detailed understanding of the legal provisions is indeed the core element toward a successful implementation process of any concession, resulting in the highest profitability for concession parties, the public entity and the private investor, and consequently culminating to the best interest of the population

    Kosovo - An Atypical Parliamentary Republic

    The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic

This paper focus on the main features present into a utopian or dystopian novel. The paper briefly revises the concept and the main contributors of the genre, its main features and the fictitious reality being created in these novels. In this context the study shows the will of having a qualitative Educational System, by applying the main principle of fairness, technology and transparency of both public and private sector universities. Moreover, the focus and attention of Albanian Higher Educational System is unfortunately in the hands of some people that are covered by the cloak of the state and in the hands of rich people. Performance of both public and private sectors was and is a topic that will have always pro and against arguments. Majority of the students that are graduated every year in Albanian universities do not have the possibility of the labour market. This study finds that quantity of universities in Albania doesn‘t bring free market, competition, concurrence and quality.     Length of proceedings as standard of due process of law in the practise of the Constitutional Court of Albania

    ECHR, as an international treaty is part of the Albanian legal system. Among international law instruments, the ECHR enjoys a privileged status in the Albanian legal system by virtue of Article 17 paragraph 2 of the Constitution according to which restrictions to human rights and freedoms cannot infringe the substance of those rights and freedoms and in no case can exceed the restrictions provided for in the ECHR. Article 1 of the Convention requires States to secure the substance of the rights to those in their jurisdiction. The effect of Article 13 is thus to require the provision of a domestic remedy to deal with the substance of an arguable complaint under the Convention and to grant appropriate relief. The scope of this paper is to analyse the effectiveness of the complaint to the Constitutional Court with regard to length of proceedings as part of due process of law in terms of proceedings during the court trial and after the process has been finalized and the final decision should be executed
