    Ornella Labriola: the loneliness of an irreducible memory

    This paper aims at analyzing the particular case concerning Ornella Labriola (1908-1991), who lived between Italy and Soviet Union. She was a guest of the famous hotel “Lux” in Moscow, the dwelling place of international Communism during the years of Stalinism. In that place, happened her love story with Giuseppe Rimola (1905-1938), delegate of Italian young communists in the Kjm (the Young Communist International). He was arrested and condemned to death as ”people’s enemy” in the gyre concerning he terror of Stalinism. During all her life, Ornella Labriola only desired to show people the truth about the death of her own partner, also to rescue the sense of her own existence and choices. The biographical approach of our research permits to emphasize witness’s feelings, believes, values and auto-reflexivity. Labriola was interviewed a year before her death. Her narration is focused on her relationship with ideology, with the revolutionary time when she grew, with the political treat as it was perceived during the thirties and forties; but also she talked about her love relation with her partner in a cultural context in which it was normal to sacrifice own private life on the altar of revolutionary necessities

    By decision no. 32 of 2015, “On the establishment of a special parliamentary commission for the implementation of the issues in the resolution on the agreement between the majority and the opposition in the Albanian Parliament” was approved the establishment of a special parliamentary commission for the implementation of the resolution adopted on 24 December 2014, which, among other things, foresaw the commitment of the parties involved to work together with consensus, supported by the European Union, on the issue of individuals with criminal records, who hold a public post or seek to be elected or appointed to one, based on European standards and the assistance of the Venice Commission. On 17 December 2015, Members of the Albanian Parliament adopt by consensus the constitutional amendments and legislative framework which are necessary to introduce in our country a clear mechanism for the exclusion of criminal offenders from public offices. In this paper we examine regulatory issues relating to the legal framework necessary to guarantee the integrity of public officials, the verification and ascertainment of the prohibition of exercising public functions and the implementation of the prohibitive measures provided for by law no. 138/2015 “On guaranteeing the integrity of the persons elected and/or appointed to, or exercising public functions”, the so called “decriminalisation” law

    IMPROVING QUALITY TEACHING IN TEACHER EDUCATION PROGRAMS

    Quality teaching in teacher education programs is crucial to improve student’s achievements in all levels. In this basic paper there have been presented the main issues on teacher education programs around the Europe but not only, including Albania. Results and conclusions of the paper showed teachers need to help students acquire not only the skills that are easiest to teach and easiest to test but more importantly, ways of thinking: (1) ways of working, (2) tools for working and (3) life skills. In Albania there is a new law for teaching professionalism in pre-university education system, as well as a Code of Conduct, and a license system for teachers’ certification after their studies at universities. Some core competences that all teachers need include: (1) sound knowledge frameworks; (2) a deep knowledge of how to teach specific subjects; (3) classroom teaching/management skills and strategies; (4) interpersonal, reflective and research skill; (5) critical attitudes towards their own professional actions; (6) positive attitudes to continuous professional development, collaboration, diversity and inclusion; (7) the capability of adapting plans and practices to students’ needs. Research suggests a number of factors for effective initial teacher education: (a) an extensive, structured teaching practice; (b) sustained, structured mentoring; (c) an individualized focus on student teachers as reflective learners; (d) opportunities for student teachers’ reflective practice; (e) an integrated initial teacher education curriculum; (f) effective partnerships between initial teacher education providers/universities and schools. A good balance between theory and practice of teacher education curricula enables teaching to be viewed as a problem-solving or research-in-action activity, closely linked to students’ learning and progress. The amount and sequence of teaching practice are key, to help develop teachers’ practical wisdom as related to professional values. Since 2011 graduated teachers from universities in Albania do a year professional practice, where a mentor has a significant role during professional practice. The benefits of a continuum approach that aligns initial teacher education with induction and continuing professional development are confirmed by evidence, which recommends: (1) mentoring of student teachers; (2) dialogue and collaboration of school and university communities; (3) innovation and creativity in teaching and learning

    Kosovo is internationally regarded as a rural destination because of its natural heritage. Rural Tourism is increasingly viewed as a factor for increasing economic viability, stimulating social regeneration and improving the living conditions of rural communities. This thesis explores the development of rural tourism in Nashec,Prizren. It explores how the local community perceives their involvment in a development of rural tourism and look to identify the benefits of rural tourism for host community. The study also evaluates the village in terms of potential of beeing used for tourism. To adress these objectives, different methodologies are used. From analysis in previous years to the synthesis for future development, as well as a sample of 122 respondents drawn from locals and visitors on a weekend day in Nashec. Local communities enjoy beeing involved in this sector of tourism because it improves income resources and quality of life

    Confrontation Between Judicial Activism and State of Exception

    The judiciary has excelled in the international and national scene, reaching role of great importance, thus creating opposition to the legislative and executive powers. The center of gravity of the sovereign power of the state moves toward the judiciary, that happens to have a more active role and controlling of the others powers, but also appears as a great defender of social and fundamental rights causes, seeking to make an effective constitution. Its great public notoriety has attracted great distrust of various sectors of society, especially by the two powers that have an increasing interference. Arises, therefore, a speech that the judiciary would be reversing into a big and uncontrollable power, increasing the suspicion that now it would be living in a real dictatorship of the judiciary through judicial activism. There is a growing concern with the expansion of activism and the role of the judiciary. The purpose of this work is to conceptualize and approach the judicial activism and the state of exception to search and reveal if there is any similarity, to then draw up a possible answer to the concern of forming a dictatorship of the judiciary. The state of exception is one of the rule of law paradoxes, while activism is a political manifestation of the judiciary. The similarity between the institutes appears as appalling in a dynamic expansion of political power of a state institution exercising judicial function, putting in check who would be the sovereign in a rule of law and democratic state

    The Role of Interreligious and Interfaith Dialogue in the Post-Secular World

    Today, western liberal democratic societies are secular, or in other words, religion is set apart from the state. However, the beginning of the 21st century has seen a re-politicizing of the religion. This paper argues that religion plays an important role in current global politics and events. Moreover, it has been used as tool to recruit masses for a wrong cause. Hence, Interreligious and interfaith dialog can play a role of catalysts and a future trend in cultural diplomacy. The paper provides definitions of a secular and post secular society. Then, it discusses the general concept of dialogue and explores it from an interreligious and interfaith point of view as a way to mitigate the role religion has undertaken. Finally, it provides examples of what European Union has been doing in that respect

    EVALUATING ENERGY SAVING SCHOOL FEATURES AND STUDENTS’ COMFORT IN CENTRAL PRISTINA STATE SCHOOLS

    Energy management and efficiency along with environmental issues specifically in buildings is a growing concern. Schools as one of the most-spread public buildings can greatly contribute to energy saving and education. However, schools should prove their contributions by practice at first. This practice can be viewed from students’ and staff’ energy behavior to building design, from number of students to energy types used in school buildings since there are several factors affecting a school’s energy performance and efficiency. This thesis deals with school type, students’ shift, building age, the number of buildings, floors and students, total school size, students’ density, floor height, extra building and energy types used in the schools to find out energy saving school features for the state primary and secondary schools in Pristina Central Municipality. The research results show that state schools investigated consume considerably less energy and produce a smaller amount of carbon dioxide than the schools in the European Union. However, stunningly lower levels of energy consumptions and carbon dioxide emissions cannot be considered as a success since providing students comfortable environment presents another aspect of school energy practice success. Thus, as the second stage of the research, this thesis also compares the highest and the lowest energy consuming state primary and secondary schools in Pristina Central Municipality from the point of students’ comfort levels with the help of Örebro Survey. The comparisons are carried out to find out complaint level differences based on students’ location in their classrooms and the number of attended lessons. between the two groups of the schools. The comparative research results indicate that school energy performances specifically in low energy consuming schools should be handled together with students’ health, well-being and comfort along with environmental issues

    Audience Perception of Hate Speech and Foul Language in the Social Media in Nigeria: Implications for Morality and Law

    This paper examined the phenomenon of hate speech and foul language on social media platforms in Nigeria, and assessed their moral and legal consequences in the society and to journalism practice. It used both quantitative and qualitative methodology to investigate the phenomenon. In the first place, the paper employed the survey research methodology to sample 384 respondents using questionnaire and focus group discussion as instruments for data collection. Findings from the research indicate that promoting hate speech and foul language on social media have moral and legal consequences in the society and to journalism practice. Findings also show that although, the respondents understand that hate speech and foul language attract legal consequences, they do not know what obligations are created by law against perpetrators of hate speech and foul language in Nigeria. The paper therefore, adopted the qualitative, doctrinal and analytical methodology to discuss the legal consequences and obligations created against perpetrators of hate speech and foul language in Nigeria. The paper concluded based on the findings that hate speech and foul language is prevalent on social media platforms in Nigeria and that there are adequate legal provisions to curb the phenomenon in Nigeria. It recommends among others things that the Nigerian government and NGOs should sponsor monitoring projects like the UMATI in Kenya to better understand the use of hate speech and that monitoring agencies set up under the legal regime should adopt mechanisms to identify and remove hate speech content on social media platforms in Nigeria
