    Stolen wages, corruption, and selective application of the law: Is APUNCAC a solution?

    APUNCAC is a draft international convention designed to address systemic corruption, strengthening UNCAC’s provisions and adding mechanisms to make it more effective. ‘Corruption’ includes public officials abusing their powers. This article addresses an especially insidious form: when laws are created and applied to deny equal protection under the law. Ruling elites control the executive and parliament, to pass laws that selectively target and disadvantage a segment of the population. Our empirical data comes from a historical case, massive government-sanctioned wage theft from Western Australian Aboriginal workers between 1901 and 1972. We use these data to analyse how this kind of corruption works in practice, to evaluate APUNCAC’s measures and strategies, to see what specific measures might be used or modified, and where APUNCAC might need supplementing. We argue that Article 4(3) could have a major impact, especially supported by other Articles and processes, such as dedicated independent courts and strategic engagement with local courts. We evaluate two scenarios: The first scenario is prospective, assuming that APUNCAC is adopted. We evaluate the possible impact of APUNCAC in deterring future corruption involving selective application of the law. The second scenario is retrospective. We evaluate the possible support that APUNCAC might provide regarding court actions that seek redress for potential litigants, such as WA Aboriginal people who were injured in the past

    Carbohydrate partitioning, growth and ionic compartmentalisation of wheat grown under boron toxic and salt degraded land

    Cultivation of crops in salt-affected soils is a major challenge for growers. Despite the use of multiple amendments, salinity stresses adversely affect the crops to some extent. On the other hand, imbalance in the use of boron (B) as a nutrient also creates toxicity. Mismanagement of B fertilizer application decreases the growth and yield of crops. It is necessary to study in depth the adverse effects of salinity and B toxicity. This is why the current research work was conducted in a glass house at Murdoch University, Perth, Australia. The aim of study was to investigate the influence of salinity and B toxicity on carbohydrate partitioning, growth, and ionic composition of two Australian wheat varieties. There were four treatments, i.e., control, high B (15 kg ha−1), salinity (15 dS m−1), and B + salinity. The results showed that the salt-tolerant Halberd (HB) variety accumulated more Na+, B, and Cl− in their leaf sheath and kept the leaf blades free of these toxic ions as compared to the sensitive variety Westonia (WS). Water-soluble carbohydrate (WSC; i.e., glucose, sucrose, fructose, and fructans) concentration increased in response to individual as well as combined constrains of soil salinity and toxic B in the leaf blade of both tolerant and sensitive wheat varieties, but the increase was higher in the tolerant variety as compared to the sensitive one. The concentration of WSCs in leaf sheath of the salt-tolerant wheat variety was increased in response to stress conditions, but those remained low in salt-sensitive ones. Therefore, the salt-tolerant HB genotype was found to be a good source for future wheat breeding programs or to be grown by farmers in B toxic, saline, and B toxic–saline conditions

    An institutional view on the relationship between high-performance work system and organizational performance: the role of country of origin

    Purpose This paper extends the institution theory to examine the relationship between high-performance work system (HPWS) and organizational performance (OP), and analyzes how country of origin interacts with performance measures and industrial affiliation in moderating the HPWS–OP relationship. Design/methodology/approach The paper collects data of 60,142 firms and establishments in 252 studies published up to December 2021 and employs meta-analysis techniques to test hypotheses on the role of country of origin in moderating the HPWS–OP relationship in conjunction with performance measures and industrial affiliation. Findings The paper finds that, firstly, there is a positive relationship between HPWS and OP, but the relationship is much stronger in developing than advanced countries. Secondly, the relationship is stronger when OP is measured in operational than financial term in both developing and advanced countries, but the moderating effect of performance measures is stronger in developing than advanced countries. Thirdly, the relationship is stronger in service than manufacturing industries in developing countries, but no such variation is found in advanced countries. Originality/value The study for the first time unveils the important role of country of origin in interacting with performance measures and industry affiliation to condition the HPWS–OP relationship, and provides a coherent explanation based on institutional theory. The study sheds fresh light on the HPWS–OP relationship, and has important implications for managers

    Empathy levels in Australian chiropractic students

    Objective Empathy is an important modifiable quality of health care practitioners that relates to the quality of patient care. The educative process may adversely affect the empathy levels of health care students at key phases of training. This topic remains unexplored in chiropractic students to date. Methods A voluntary and anonymous questionnaire was distributed to all chiropractic students in an Australian university-based program in April 2021. This questionnaire recorded age, sex, year of study, and Toronto Empathy Questionnaire scores. Results Chiropractic student empathy scores approximated those of other Australian health care students. No statistical differences were found when comparing the mean scores of empathy levels across the 5 student cohorts. The empathy levels of female chiropractic students' were significantly higher than those of the male chiropractic students. Conclusion This study provides a baseline from which further explorations on empathy may be conducted in chiropractic students. This holds the potential to improve practitioners' quality of life and patient outcomes and for educators to identify subject matter that may negatively affect empathy levels

    Australian Group on Antimicrobial Resistance (AGAR) Australian Gram-negative Sepsis Outcome Programme (GnSOP) Annual Report 2020

    The Australian Group on Antimicrobial Resistance (AGAR) performs regular period-prevalence studies to monitor changes in antimicrobial resistance in selected enteric gram-negative pathogens. The 2020 survey was the eighth year to focus on bloodstream infections caused by Enterobacterales, and the sixth year in which Pseudomonas aeruginosa and Acinetobacter species were included. Eight thousand seven hundred and fifty-two isolates, comprising Enterobacterales (7,871, 89.9%), P. aeruginosa (771, 8.8%) and Acinetobacter species (110, 1.3%), were tested using commercial automated methods. The results were analysed using Clinical and Laboratory Standards Institute (CLSI) and European Committee on Antimicrobial Susceptibility Testing (EUCAST) breakpoints (January 2021). Of the key resistances, resistance to the third-generation cephalosporin ceftriaxone was found in 13.5%/13.5% (CLSI/EUCAST criteria) of Escherichia coli and 8.7%/8.7% of Klebsiella pneumoniae. Resistance rates to ciprofloxacin were 16.1%/16.1% for E. coli; 9.9%/9.9% for K. pneumoniae; 5.8%/5.8% for Enterobacter cloacae complex; and 4.5%/8.1% for P. aeruginosa. Resistance rates to piperacillin-tazobactam were 2.5%/6.6%; 3.9%/12.5%; 16.9%/26.3%; and 5.5%/14.4% for the same four species respectively. Thirty-two isolates from 32 patients were shown to harbour at least one carbapenemase gene: 19 blaIMP-4, three blaGES-5, two blaNDM-1, two blaNDM-5, two blaOXA-48, two blaOXA-181, one blaIMI-1, and one blaOXA-23+NDM-1

    Barley-Based cropping systems and weed control strategies influence weed infestation, soil properties and barley productivity

    Barley-based cropping systems (BCS) alter barley production by influencing weed infestation rates and soil nutrient dynamics. This two-year field study evaluated the interactive effects of five BCS and five weed control strategies (WCS) on soil properties and the growth and yield of barley. Barley was planted in five different cropping systems, i.e., fallow-barley (FB), maize-barley (MaB), cotton-barley (CB), mungbean-barley (MuB) and sorghum-barley (SB). Similarly, five different WCS, weed-free (control, WF), weedy-check (control, WC), false seedbeds (FS), chemical control (CC) and use of allelopathic water extracts (AWE), were included in the study. The SB system had the highest soil bulk density (1.48 and 1.47 g cm−3 during the period 2017–2018 and 2018–2019, respectively) and lowest total soil porosity (41.40 and 41.07% during the period 2017–2018 and 2018–2019, respectively). However, WCS remained non-significant for bulk density and total soil porosity during both years of the study. Barley with WF had a higher leaf area index (5.28 and 4.75) and specific leaf area (65.5 and 64.9 cm−2 g−1) compared with barley grown under WC. The MuB system under WC had the highest values of extractable NH4-N (5.42 and 5.58 mg kg−1), NO3-N (5.79 and 5.93 mg kg−1), P (19.9 and 19.5 mg kg−1), and K (195.6 and 194.3 mg kg−1) with statistically similar NO3-N in the MaB system under WC and extractable K in the MuB system under FS. Grain yield ranged between 2.8–3.2 and 2.9–3.3 t ha−1 during the period 2017–2018 and 2018–2019, respectively, among different WCS. Similarly, grain yield ranged between 2.9–3.2 and 3.0–3.2 t ha−1 during the period 2017–2018 and 2018–2019, respectively, within different BCS. Among WCS, the highest grain yield (3.29 and 3.32 t ha−1) along with yield-related traits of barley were in WF as compared to WC. Overall, MuB system recorded better yield and yield-related traits, whereas the lowest values of these traits were recorded for FB systems. In conclusion, the MuB system with WF improved soil characteristics and barley yield over other cropping systems. The AWE significantly suppressed weeds and was equally effective as the chemical control. Therefore, MuB and AWE could be used to improve barley productivity and suppress weeds infestation

    Wheat quality formation and its regulatory mechanism

    Elucidation of the composition, functional characteristics, and formation mechanism of wheat quality is critical for the sustainable development of wheat industry. It is well documented that wheat processing quality is largely determined by its seed storage proteins including glutenins and gliadins, which confer wheat dough with unique rheological properties, making it possible to produce a series of foods for human consumption. The proportion of different gluten components has become an important target for wheat quality improvement. In many cases, the processing quality of wheat is closely associated with the nutritional value and healthy effect of the end-products. The components of wheat seed storage proteins can greatly influence wheat quality and some can even cause intestinal inflammatory diseases or allergy in humans. Genetic and environmental factors have great impacts on seed storage protein synthesis and accumulation, and fertilization and irrigation strategies also greatly affect the seed storage protein content and composition, which together determine the final end-use quality of wheat. This review summarizes the recent progress in research on the composition, function, biosynthesis, and regulatory mechanism of wheat storage proteins and their impacts on wheat end-product quality

    Enabling trade in gene-edited produce in Asia and Australasia: The developing regulatory landscape and future perspectives

    Genome- or gene-editing (abbreviated here as ‘GEd’) presents great opportunities for crop improvement. This is especially so for the countries in the Asia-Pacific region, which is home to more than half of the world’s growing population. A brief description of the science of gene-editing is provided with examples of GEd products. For the benefits of GEd technologies to be realized, international policy and regulatory environments must be clarified, otherwise non-tariff trade barriers will result. The status of regulations that relate to GEd crop products in Asian countries and Australasia are described, together with relevant definitions and responsible regulatory bodies. The regulatory landscape is changing rapidly: in some countries, the regulations are clear, in others they are developing, and some countries have yet to develop appropriate policies. There is clearly a need for the harmonization or alignment of GEd regulations in the region: this will promote the path-to-market and enable the benefits of GEd technologies to reach the end-users

    Rurality as a predictor of perinatal mental health and well‐being in an Australian cohort

    Objective Perinatal emotional well-being is more than the presence or absence of depressive and anxiety disorders; it encompasses a wide range of factors that contribute to emotional well-being. This study compares perinatal well-being between women living in metropolitan and rural regions. Design Prospective, longitudinal cohort. Participants/setting Eight hundred and six women from Victoria and Western Australia recruited before 20 weeks of pregnancy and followed up to 12 months postpartum. Main outcome measures Rurality was assessed using the Modified Monash Model (MM Model) with 578 in metropolitan cities MM1, 185 in regional and large rural towns MM2-MM3 and 43 in rural to remote MM4-MM7. The Structured Clinical Interview for DSM-IV (SCID-IV) was administered at recruitment to assess depression, and symptoms of depression and anxiety were measured using the Edinburgh Post-natal Depression Scale and the State and Trait Anxiety Scale, respectively. Other measures included stressful events, diet, exercise, partner support, parenting and sleep. Results The prevalence of depressive disorders did not differ across rurality. There was also no difference in breastfeeding cessation, exercise, sleep or partner support. Women living in rural communities and who also had depression reported significantly higher parenting stress than metropolitan women and lower access to parenting activities. Conclusions Our study suggests while many of the challenges of the perinatal period were shared between women in all areas, there were important differences in parenting stress and access to activities. Furthermore, these findings suggest that guidelines and interventions designed for perinatal mental health should consider rurality
