Frameworks of Recovery: Exploring the Intersection of Policy & Decision-Making Processes After Hurricane Katrina
This study seeks to understand how local and national newspaper articles and African American residents frame obstacles to returning to New Orleans after Hurricane Katrina. It explores how recovery planning processes and policy changes influenced the decision-making processes of African Americans displaced to Houston through a content analysis of the media and qualitative interviews with displaced and returned residents. The study shows the media and participants framed disaster recovery policies as creating opportunities and gaps in assistance that varied by location. Participants described how policy decisions that created gaps in assistance compounded the difficulty of returning for working- and middle-class African Americans. The findings suggest planners and policy makers need to consider how disaster recovery policy changes may intersect to create obstacles that impede residents\u27 ability to return and rebuild after disasters.

Hydrodynamic Controls on the Morphodynamic Evolution of Subaqueous Landforms
The southern Chandeleur Islands are an ideal setting to study shoal evolution given their history of submergence and re-emergence. Here, numerical models shed light on the attendant processes contributing to shoal recovery/reemergence following a destructive storm event. Simulations of a synthetic winter storm along a cross-shore profile using Xbeach shows that convergence of wave-induced sediment transport associated with repeated passage of cold-fronts initiates aggradation, but does not lead to reemergence. A Delft3d model of the entire island chain shows that as these landforms aggrade alongshore processes driven by incident wave refraction on the shoal platform, backbarrier circulation and resulting transport become increasingly important for continued aggradation and eventual emergence. Aggradation magnitudes are a function of depth ranging from 2 – 10 mm per event (onset to recovery to near mean sea level). In the absence of big storms, this modest aggradation can be more than one meter in a few years
Ex Pats in the Big Easy: Shia Women from Southern Iraq
Farah Alkafaf writes about her experience as a “first generation Shia woman from Iraq living as a minority in the southern United States.” Her mother, Ikbal Mohammed, relates her experiences in Iraq during the Iran-Iraq war in the 1980s that caused her leave and establish a new life in New Orleans. Mohammed explains the sociopolitical context of the war and how it impacted her daily life. She also speaks to the pressures of assimilation and how she maintained her faith and core cultural values through connection with the New Orleans Muslim community. In dialogue with her mother’s story, Alkhafaf explores her own upbringing, values, and her role in her faith community

Lorvelis Madueño immigrated from Venezuela to New Orleans with her sister and her sister’s wife seeking stability after the 2014 Venezuelan protests. Madueño describes the sociopolitical climate of Venezuela, different race and ethnic understandings in the United States, gender and sexuality, and the gaita style of Venezuelan folk music. In conversations with her sister Loraine, Madueño reveals the similarities and differences in their upbringing and immigration experiences. Validating a Universal Model of Particle Transport Lengths with Laboratory Measurements of Suspended Grain Motions
t The mechanics of sediment transport are of fundamental importance for fluvio-deltaic morphodynamics. The present study focuses on quantifying particle motions and trajectories across a wide range of flow conditions. In particular, a continuous model is presented that predicts particle travel distances for saltation and suspension based on Rouse number and relative grain roughness. By utilizing a series of eight video cameras in a plexiglass flume direct measurements of the distributions of particle travel distances (excursion lengths) were obtained. To this end, experiments were carried out in dark under black lights with fluorescent painted plastic and quartz sand particles. For relatively high Rouse numbers indicating bed load dominant transport regime (P is greater than or equal to 2:5), particle motion is governed by the effect of gravitational forces (settling velocities) and measured excursion lengths closely follow a Gaussian distribution. For P=2:5, particle motion is equally subjected to both gravitational and turbulent forces. Consequently, measured excursion lengths exhibit a bimodal distribution with two distinct peaks. As turbulent fluctuations increase and dominate particle motion over gravity (P \u3c 2:5), distributions of excursion lengths become unimodal and negative-skewed with mean values deviating from the modes. The predicted trend of linearly increasing excursion lengths with decreasing Rouse numbers is consistent with measured excursion lengths across a wide range of Rouse numbers (P=1.8 - 8.9). Furthermore, measured excursion lengths are observed to fit within the predicted range of excursion lengths with no significant difference between measured excursion lengths of plastic and quartz sand particle

Determination of Single Pole Breaker Reclose Time and System Performance Using Real Time Simulation
This thesis investigates single pole reclosing in series capacitor compensated line. An algorithm is developed to determine the optimal dead time required for single pole reclose of circuit breakers and to reduce the randomness of reclosing time. The algorithm considers conditions of system, fault, voltage zero crossing, arc, and IEEE C37.104-2012 standard de-ionization time. This study also addresses difficulties of single pole reclose operation such as over-voltages at the line, secondary arc extinguishing time, dead time, over-voltages across the series capacitor, and negative sequence current. The system performance is evaluated using a set of metrics based on those operation difficulties. Methods used in the industry such as shunt reactor with the neutral reactor, surge arrester, and MOV are modelled and simulated to capture their effect on the operation difficulties. Comparative analysis is made to rank the effectiveness of each element against difficulties in operating single pole reclosing of circuit breakers

Hostages contains two interwoven analyses of the author’s visual investigations. Living Figurative discusses the psychological space in which figurative and literal may become confused, and the way in which figurative threats operate beyond their natural boundaries. The result is a cycle of delusion, blame, and deflection, perpetuated through verbal nonsense, which is then validated through spectacle. Apocalyptic literature and conspiracy theories function through this method. While most of society believes Nobody is to blame for cultural conflict, the extremist uses the force of Not-Me, the ability to make a caricature from oneself and place it on another. Photojournalism uses this same mode to turn its subjects into dignified caricatures. Worse as a Picture contends that the artist can help viewers disarm internalized, figurative threats through exposure to the concept of death. This should be done through gradual, subliminal means, as there is no way to fully comprehend finality
Tidal Creek Equilibrium: Barataria Bay
Louisiana’s wetlands are losing land in response to sea level changes, anthropogenic influences and natural marine processes. Historical satellite image analysis reveals that between 2005 and 2015, fifteen tidal creeks in Barataria Bay, Louisiana eroded at the rate of 1.80 m/yr (± 1.98 m), and the open water area behind these creeks enlarged at the rate of 530.00 m2/yr (± 204.80 m2). This research revealed that selected tidal creeks within the estuary have cross-sectional areas larger (2639% larger) than established ocean-inlet equilibrium models would predict. This work suggests that tidal prism to tidal creek cross-sectional area relationships in Barataria Bay are most strongly shaped by creek exposure to waves and secondarily by tide range and currents. A trend of increased inlet erosion rates due to large fetch distances is evident, but impacts from storm driven subtidal variations also play an important role
