The opening editorial Comment in this issue argues that as the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) gets under way, it is imperative to lobby for policies and processes that will empower small-scale fishing communities. How the Guaranis, indigenous people of Morro dos Cavalos in Brazil, are being displaced from their lands to satisfy the interests of politicians and businesses is analyzed in one article, while another details how the Seafood Slavery Risk Tool tracks abuses of labour and human rights in seafood supply chains. The current issue also features a report on the Danish Institute for Human Rights’ meeting on the contribution of human rights to the sustainable development of fisheries. Continuing on the theme of livelihood rights, the article from Indonesia delineates the causes for the poor nutritional intake in Indonesia's coastal communities. On-the-ground reports of two meetings – one on the largest conference on occupational safety and health in the fishing industry, held in Canada, and the other, on the 33rd Session of the FAO Committee on Fisheries (COFI) – provide insights into issues that plague the fisheries sector in different ways. Another article in SAMUDRA Report No. 79 explains how fishermen and scientists are being brought together to track wind and waves, and save lives, through new innovative weather forecasting technology. A report on the Pêcheurs du Monde film festival, held in Lorient, France, and which turns 10 this year, as well as a review of a book on the global implementation of the SSF Guidelines, swing the spotlight to the problems that small-scale fishing communities face around the world. Status of Tuna Resources in the Zambales Coast
This study aimed to generate and assess the 10-year (2003-2012) data on estimated annual yield of tuna, the catch per unit effort (CPUE) of dominant fishing gears, catch composition, seasonality, and size composition of tuna species in Zambales Coast. This is in support to the implementation of the National Tuna Management Plan. Results were based on the landed catch recorded at the identified sampling site in major fish landing centers in Zambales. The tuna catch in Zambales showed an increasing trend from 2005 to 2011,the highest catch was observed in 2011 with 12,968 MT. The major tuna fishing gears observed in the area were purse seine, multiple handline, and ring net. The CPUE of the three dominant tuna fishing gears showed that purse seine, a commercial fishing gear, has the highest average CPUE with 1,678.52 kg/day, followed by ring net with 222.07 kg/day, and multiple handline, which is a municipal fishing gear, with 62.94 kg/day. There were eight species of tuna being caught in Zambales Coast. The most dominant species caught were skipjack tuna (Katsuwonus pelamis), followed by yellowfin tuna (Thunnus albacares), and bigeye tuna (Thunnus obesus). The monthly seasonal distribution of the three dominant tuna species was also assessed. Peak in the catch of Katsuwonus pelamis was recorded in the first quarter of the year. For Thunnus albacares, the highest catch was observed during the second and third quarter. The bulk of catch for Thunnus obesus appeared on every first and second quarter of the year. All of these species were observed to have almost consistent production in the remaining quarters of every year. Data on size composition of tuna revealed that most of the tuna species landed in Zambales were caught before they reach the length at first maturity. Changes in length-weight relationship and condition factor of Talang queenfish (Scomberoides commersonnianus) in the north-west Persian Gulf
The present study, which was conducted on Scomberoides commersonnianus as one of the commercially important fishes of Carangidae, seeks to investigate changes of length-weight relationships in different sexes, seasons and length classes and to calculate condition factor of Talang queenfish. In this study, 563 specimens (292 males, 247 females, and 24 of unknown sex) were collected from the north-west of the Persian Gulf from Oct. 2011 to Jan. 2013. Length-weight relationships and condition factor were determined for each sex in four length classes within different seasons. In general, the growth pattern in this fish was negatively allometric and the length-weight relationship in combined sexes amounted to W=2.9109FL-1.8424. The growth pattern of combined sexes was negatively allometric in spring and autumn and isometric in summer and winter. Also, growth pattern was positively allometric in 8-31 class, negatively allometric in the 31-54 cm and 54-77 cm classes and isometric in the 77-100 cm class among all specimens. Also, the condition factor in males exceeded that of females in spring, autumn and winter; however, it was greater in females than in males during summer. In this season, females were in better condition owing to an increase in the weight of ovaries. The results demonstrate that growth pattern and condition factor vary in different seasons, lengths and sexes probably because of change in feeding intensity and the time of reproduction
Short communication: Identification of by-catch species of tuna purse seiners in Iranian waters of Oman Sea
One of the most visible direct impacts of fishing is the capture of non-target species, known collectively as by-catch. By-catch includes species that are unwanted and discarded (discards) and species that are retained and sold (byproduct) (Stobutzki et al., 2003). Although tuna purse seine fisheries have been shown to be selective, leading to lower levels of by-catch than other fisheries (Alverson et al., 1994; Kelleher, 2005), several species can be incidentally caught and, in some cases, discarded at sea. These include vulnerable and sensitive species such as turtles, mammals, and sharks (Minami et al. 2007; Romanov, 2008b). Tuna purse seine fisheries probably apply the most intensive direct human impact on the tropical epipelagic ecosystems in all oceans. Because of the worldwide scale of purse seine fisheries, an assessment of their impact on associated and dependent species is essential (Romanov, 2002a)
