    ROMANIA TOWARD IRAN – A TRANSVERSAL APPROACH TO A REVISED NATIONAL SECURITY STRATEGY

    Abstract: The unremittingly unstable and dynamic international environment biased the new political forces of change in Romania to consider revising the National Security Strategy and to subsequently approach new actors and paradigms in comparison to the ones that inspired the Romanian National Security Strategy in 2007. The present study interlocks several elements from the current Romanian National Security Strategy with a transversal approach to the regional and extra-regional evolving contexts, and it aims to bring several lucrative guidelines regarding the relation with Iran. For this purpose, several aspects of continuity and also critical elements in Romania’s National Security Strategy 2007 are highlighted, accompanied by a layout of the volatile security environment, energy prospects, economic opportunities and Iran’s stances in these regards. The analysis is eventually framed by several remarks and recommendations for the bilateral relation Iran-Romania and multilateral formulas, from the current status to conceivable adjustments, or even to a reconsideration of paradigm

    Abstract: The emigration of the Romanians to America was determined by a number of reasons: economic, demographic, political and the ”attractive force” exerted by the economic conditions from America. The process of assimilation was a difficult one because it was a process of modification of the characteristics of the immigrant to accord with prevalent American types, psychology and customs.     Abstract: The article elucidates the status of neutrality, which, as history has proven, was not always the guarantee of independence, autonomy or development of the state. For some countries, the status of neutrality has not been clearly defined and enshrined in official documents, which had created a favourable framework for interpretations both in political and academic environment. Some of these issues and others are amply elucidated, in an interdisciplinary manner, in theoretical and methodological approaches of Soviet and Russian scientists. The scientific works of Soviet and Russian researchers include a complex research on the status of neutrality in extensive appearance. Their scientific value constitutes equally an acceptable model of approach, but also it is criticized because of the authors’ subjectivity opposing the expansion of areas of major actors’ influence and affiliation to various geopolitical currents. The author considers that beyond the political choices that period remains to be addressed as one with a central role in mediating and maintaining a dialogue between the parts including regional conflicts, promoting a disarmament and peacekeeping process. The role of neutrality status depends on the conjuncture and the area of influence of neutral states. With reference to some countries of Western and Eastern Europe, the Soviet and Russian authors’ opinions are divided; the political aspect becomes the starting point in defining of this status. Accordingly, the conceptualization of the notion of neutrality in analytical and methodological approaches from USSR and Russia prints a theoretical significance, providing a broad interpretive framework

    REFLECTIONS ON THE LEGALITY OF CRIMINALIZATION OF SEPARATIST ACTIONS WITHIN THE REPUBLIC OF MOLDOVA

    Abstract: Separatism is not a new phenomenon, but the many types and severities of challenges that it presents in modern nations is unprecedented in its history. Many of its modern manifestations hide themselves under the guise of the right to self-determination, or attempt to deflect legal action by being ”technically non-violent”. Combating these elements has presented a significant, but not insurmountable challenge for many modern nations. The Republic of Moldova is currently engaged in a struggle to maintain its sovereignty and integrity in the face of the de facto separation of the Transnistrian region, as well as other separatist movements in the East and South. The potentially devastating consequences of such movements cannot be ignored, as the effects can create international conflicts, exemplified by the dramatic consequences of seperatism in Ukraine. An analysis of the Moldovan Criminal Code highlights several gaps within the framework of safeguarding the nation from the destructive effects of separatism. The current law is only effective in prosecuting separatist actions that are achieved through, or directly call for violent actions. These ”loopholes” can easily be closed within the existing foundation of Moldovan Constitutional law, while maintaining adherence to international law in regard to individual freedom. Such legal safeguards have already been achieved in several states across Europe and the world
