STRATEGIC BASIS OF CREDITING INNOVATIVE DEVELOPMENT IN EUROPE
Abstract:
Attention has been paid to the strategic basis of crediting innovative projects. The types, main
context and possible results of different innovative and credit strategies have been pointed out.
The viewpoints of political economy classics upon the essence, nature and possible effectiveness
of practical use of innovative strategies have been observed. According the researches
into the nature of financial strategies, the peculiarities of credit strategies which have not been
developed at the macrolevel, have been defined.
The theoretical issues of researches into the innovative and credit strategies have been
combined with the practical experience of crediting innovative projects in some European countries.
Furthermore, the trends in the innovative development of foreign countries have been compared
with the dynamics and possibilities of their credit systems. Based on the statistics of leading international
organizations, the position of national economies on the international credit and innovative
markets has been given consideration. The possibilities of comparison and combination of different
kinds of innovative strategies with national peculiarities of crediting have been researched.
On the basis of the authors' matrix of strategic basis of crediting innovative projects of some
European countries, recommendations have been given about the practice and possibilities for
improvement of national innovative and credit strategies. In the authors' opinion this will help to
preserve, stabilize and improve to some extent the position of national economies on the international
market. Conclusions have been drawn about the strategic basis of crediting innovative development
of some European countries. The importance of using the practices and experience of these countries
for strategic development of Ukraine's economy innovative and credit components has been accentuated
THE PROBLEM OF SUSTAINABLE DEVELOPMENT AND THE INTEGRATED MODEL OF ECO-ECONOMIC MANAGEMENT UNDER THE GLOBAL CRISIS
Abstract:
The problem of sustainable development has the following aspects: systematic, synergetic,
ecological, economic, mathematical, informational, philosophical, legal, educational and so on. The paradigm
of sustainable development requires a shift from the study of some isolated operating systems
to the study of integral evolving systems, updating and strengthening system-synergetic links of the
open system and its environment. The problem of sustainable development and the innovation
approach to integrated modelling in managing technogenic objects and processes (TOP) as a system
of socio-environmental, economic and humanitarian type (SEEHS) has been studied. Based on the
use of information and innovative technologies, integrated stochastic models of objects and processes
suitable for systemic crisis have been designed and tested with a view to predicting nonlinear
dynamics of eco-economic and sociol-humanitarian systems. The integration of 4 areas and operation
of modern complex systems has been researched. A common conceptual integrated model
has been proposed, a synergetic model of dynamics considering different uncertainty (random and
chaotic components) has been generalized. Note that when modelling the dynamics of labor, resources
and other factors, the generalized logistic Ferhyulst equation and others have been used.
Most of the previously created models of the dynamics of the ecological, economic and sociohumanitarian
systems and processes that operate and develop under difficult nonlinear conditions,
instabilities and crises are of theoretical and determined nature and quite problematic in terms of adequacy
and availability of information for their implementation. In this regard, the task of managing
TOP causes an objective necessity for improvement of methods, models and information technologies
based on stochastic equations to control SEEHS
APPLICATION OF ORGANIC AND MINERAL FERTILIZERS AS PART OF FORMING PROFITABLE PRODUCTION OF VEGETABLES
Abstract:
The usage of organic and mineral fertilizers in agricultural production has been examined and their advantages
have been proved. Modern agricultural production is impossible without fertilizing. An increase in gross yield happens
thanks to appropriate following agricultural principles, especially, providing plants with optimal nourishment that
is performed only through fertilizing. However, in recent years, there has been an evident tendency towards reduction
of fertilizing, thus, there has been a decrease in soil fertility and in crop production capacity. At the same time, there has
been a considerable increase in cost for buying and using mineral fertilizers at agricultural enterprises due to a major
increase in their purchase prices.
In the authors' opinion, organic and mineral fertilizers have ecological, agrochemical and economic advantages
when compared to standard forms of fertilizers. Researches of leading scientists have found that their usage is effective,
it contributes to higher productivity and improvement of soil properties, their usage doesn't pollute environment.
The proposed solution to the problem is the usage of organic and mineral fertilizers in production at agricultural
enterprises. The economic effectiveness of the use of this type of fertilizers has been calculated based on the vegetable
production. A recommendation has been given to optimize the process of fertilizing at the enterprise. A comparative
calculation of profitability and income level of the main open ground vegetables has been made.

MODELLING THE CONSUMER ECONOMIC SECURITY MANAGEMENT IN THE HOUSING AND UTILITIES SECTOR: THE CASE OF THE CITY OF KHARKIV
Abstract:
The consumer economic security management in the housing and utilities sector (HUS) of Kharkiv has been
researched as a process involving a comprehensive assessment of the housing and communal services market business
environment, with detailed description of the current problems in the HUS, evaluation of the impact of real and potential
dangers, identification of internal and external economic threats inherent in the public utilities sector that negatively affect
consumer interests, as well as practical steps providing an appropriate security level.
An active position of the subjects of consumer economic security management in the public utilities sector has
been proved to contribute to the territory development, minimization of the impact of negative factors, optimization and
more rational use of the enterprise financial potential, stability of heat and water supply systems, wastewater disposal
systems, reduced energy consumption, solving environmental problems, raising the awareness and certainty of the
future, providing manageability and efficiency of change.
The research has made it possible for the author to define the general set and the meaningful content of functions
of managing consumer economic security in the HUS that give an idea of how management process is effectuated and
how it reflects the organizing impact of the management subject on the management object. As a result of the research,
a model of consumer economic security management in the public utilities sector has been developed, this model
showing the interaction of its elements (management subjects and objects, functions and methods with their formulation,
place and significance clearly defined by the author), with a view to justifying and providing a proper level of economic
security meeting the sector norms, regulations and standards
THE IMPROVEMENT OF THE INSTITUTIONAL COMPONENT OF THE STATE REGULATION OF THE NATIONAL LABOR MARKET BALANCE
Abstract:
The main prerequisite for the successful functioning of the national economy is the availability of sufficient labor potential
harmonized with the current state of the labor market and with the targets of its development. Such harmonized condition
should be traceable at all stages of the labor resource reproduction and it should reveal itself in the lack of imbalances and
institutional traps in the labor market functioning. In view of this the problem of achieving and maintaining the desired level of
market balance becomes relevant.
The development of the theoretical and methodological component for the formation and regulation of the state control
of the national labor market balance has been investigated, this component being oriented to the improvement of the
available labor market institutions and establishement of an optimal interrelation between the parameters of these institutions
and the labor market characteristics. The author's hypothesis presupposes the reduction of state regulation to the
maximization of the employment potential through harmonization of, first, the countervailing vectors of the national economy
development and, secondly, the antagonistic interests of the labor market participants.
The meaning of the labor market balance has been expanded by entering an additional list of proportions and rational
correlations between different parameters of the labor market operation and development; the fractal and hierarchical approach
to determining the characteristics of the labor market balance has been used; the system of classification criteria of
the labor market balance has been introduced; the strategic component of achieving the national labor market long-term
balance has been researched; the balance of the labor market has been considered in the context of overcoming the existing
imbalances of the labor market and in the way of maximizing the economic security of this market.
A distinctive feature of the proposals consists in adopting the concept of bounded rationality and rejection of the possibility
of achieving an equilibrium state of the labor market in favor of the concept of dynamic imbalance. Another difference
is the focus on the cumulative impact of the labor market disproportions in different periods of time on the characteristics of
economic development. This cumulative impact has been demonstrated via the model of system dynamics which has been
extended by the characteristic of strategic delay in the national labor market balancing

This article presents the results of study regarding the decentralization process, which is currentlyunderway in the Republic of Moldova. The purpose of the study is to highlight the fundamental concept ofdecentralization, the areas of administrative decentralization, the forms of manifestation of financialdecentralization (fiscal decentralization and budget decentralization), to identify the priorities of thedecentralization process, and to establish the indicators for measuring the degree of decentralization. Inbase of the statistical analysis and synthesis method, it was determined the current state of the art in theadministrative-territorial entities in the course of the decentralization process in relation to the publicfinance management reform. ANALYSIS OF DEPOSITS IN THE BANKING SYSTEM OF THE REPUBLIC OF MOLDOVA
Abstract:
In this paper is made the analysis of bank deposits from the last two years of the banking system of theRepublic of Moldova. There are identified banks that hold the largest market share of bank deposits. Also, thetypes of deposits of banks that hold substantial proportion in deposits of the banking system of natural personsare analyzed, the information in respect of deposits guaranteed by the deposit guarantee Fund of naturalpersons from the banking system of the Republic of Moldova is presented. The goal of research is representedby the analysis of deposits from the banking system of the Republic of Moldova and identifying the best typedeposit for clients. The methodology of research. In order to obtain the expected results, the author applied themethods and techniques recognized and applied in the economic investigations so as: the comparative method,statistical method and method of logical analysis. The research results allow formulating conclusions andrecommendations which aim is oriented to create attractive banking deposits products
ТHE MANAGEMENT OF FINANCIAL STABILITY IN NATIONAL STRATEGIES
Abstract:
In this article authors provide an overview of national strategies that directly or indirectly
consider the management of financial stability. The actuality of this research topic is based on several
factors. Firstly, the depth of the global financial crisis that started in 2007 has shown that financial
stability must be ensured and monitored by competent authorities. Secondly, the situation of the national economy has been worsened since 2015, as a result of massive dilapidation of funds and serious violations with regard to preserving the systemic financial stability of the Republic of Moldova. Under the present state the issue of ensuring financial stability becomes more significant and important. The purpose of the research is to analyze and synthesize national strategies which reflect the management of financial stability and to detect the existing gaps. The scientific methods used are the following: systemic approach, analysis and synthesis, induction and deduction, logical analysis, critical analysis, etc. The research has found that the policy of preserving the systemic financial stability is missing from the current national strategies, and there is a huge gap with regard to banking supervision and the objective of ensuring systemic financial stabilit
THE INFLUENCE OF INSTITUTIONAL CHANGES ON THE INVESTMENT ATTRACTIVENESS OF THE AGRICULTURAL SECTOR OF UKRAINIAN ECONOMY
Abstract:
Successful development of the Ukrainian economy, its agro-industrial segment requires a largescale
and efficient investment provision and favourable investment climate. In this regard, the actual task
of the scientific community is the study of the influence of institutions on the development of investment
policy, the formation of investment processes in the country. The purpose of this article is the study of
institutional basis for further development of the investment processes in the agricultural sector of
Ukrainian economy under conditions of integration into Europe. In the study process author used general scientific methods, in particular statistical method, method of extrapolation, analogy, institutional
analysis, abstract-logical method, methods of descriptive simulation. Results of the study are as follows.
The influence of formal institutions (legal regulations for the ‘rules of play’) was assessed on the
investment efficiency. The ponderability of the formal institutions was identified in the investment success of the big agricultural business of Ukraine. The main causes of the low investment attractiveness of small and medium-sized business in the agrarian sector of the Ukrainian economy were defined. The ways were substantiated for development of the non-formal institutions. It was accentuated that asset capitalization of the small and medium-sized companies would be important for development of the investment processes in Ukraine
