STEPS IN CONDUCTING THE RESEARCH: 
D~. Ann Seidman, p~oposes to unde~take the o~ganization and 
conduct of this p~oposed ~esea~ch ove~ the next th~ee yea~s in 
coope~ation with the Af~ica Resea~ch P~og~am, unde~ the Di~ecto~, 
P~ofesso~ Dov Ronen, of the Ha~va~d Cente~ fo~ Inte~national 
Affai~s. 
The p~oposal aims to engage southe~n Af~ican schola~s in 
unde~taking ~esea~ch conce~ning the institutional changes ~equ~ed 
to achieve ~egional integ~ation th~ouqh the se~ies of wo~kshops 
and employment of specific individuals as outlined below in the

proposed three year schedule . The first workshop would enable 
southern African scholars to revise and further develop the 
design of the proposed research. Individuals, chosen in 
consultation with southern African researchers, would prepare 
position papers on the state of the existing research in the 
field as background for the workshop deliberations. As 
participants in the on-going research, the research assistants, 
nominated by the participating countries researchers, would 
benefit from participating in the workshop . 
While recently in southern Africa, Dr. Seidman discussed t h e 
proposal for this research with the following individuals who 
indicated their interest: Mr. E. Mopanyane, of the SADCC 
Secretariat, noted the advantages of engaging southern African 
university personnel in this kind of research. 
with Dr. Thomas Tlou, Vice Chancellor of the University of 
Botswana, and the Director of the National Institute of Research 
at the University of Botswana, Dr. !··.I !'·I;: Morepedi, indicated the 
Institute could serve as host the proposed workshops. Mr. 
Nelson Moyo and Dr. Caleb Fundanga, respectively heads of the 
Economics Departments of the Universities of Zimbabwe and Zambia, 
indicated their departments' willingness to cooperate . Dr. 
Joseph Semboja expressed his conviction that the Economic 
Research Bureau of the University of Dar es Salaam would

Studies Institute of the Eduardo Mondelane University has written

that his Institute welcomes the opportunity to cooperate in this 
type of researc h. 
Two important contributions to the research may flow from the 
linkage with the Harvard Center for International Affairs: 
First, it will facilitate drawing toqether and brinqinq to the 
southern African participants the information gathered by 
rese~rchers at the Center relative to problems and possibilities 
encountered in the course of efforts to implement regional 
integration elsewhere in Africa and the world. 
Secondly, every effort will be made to enable southern African 
scholars and practitioners, identified i n the course of the 
research, to come to the Center for varying periods of time. 
There, they could take part in seminars and informal discussions 
with scholars from other parts of the world concerning relevant 
issues. They could reflect on the findings of the research 
and, using the extensive resources available in the area, 
undertake further in-depth research on critical questions.

1st month: Meeting of Africanist scholars at the 
Harvard Center for International Affairs to discuss the

QUALIFICATIONS OF THE CHIEF INVESTIGATOR: 
Dr. Ann Seidman has worked for sev en years in southern African

universities 14 where she served as Professor and Chair of 
the Economics Departments of the University of Zambia for two 
years, and of the University of Zimbabwe for three years, as well 
as external e xaminer for the Universities of Swaziland and 
Botswana . In addition to her own writing and research on the 
topic , she has helped to arrange and participated in innumerable 
southern African regional conferences and research projects. As 
a result , she will easily be able to make the necessary contacts 
with researchers and practitioners concerned with regional 
integration issues in southern Africa (see attached curriculum 
vitae).
