Transition numérique et travail décent dans l 'océan indien: Enjeux, vulnérabilités et leviers pour une transformation juste et inclusive
No full textThe digital transition is now a key factor in economic, social, and professional transformations in the Indian Ocean states. This report provides a consolidated regional analysis covering the Comoros, Madagascar, Mauritius, and the Seychelles, linking digital technology, employment, decent work, skills, and information governance. Designed with the priorities of the International Labor Organization (ILO) and the Indian Ocean Commission (IOC) in mind, it aims to inform public policy and regional cooperation dynamics.The approach used is based on a comparative analysis of national contexts and a cross-cutting reading based on a PESTEL grid enriched with an information dimension (PESTEL+I). This makes it possible to integrate issues relating to infrastructure, usage, employment, skills, and public policy, as well as informational vulnerabilities linked to digital platforms, content circulation, and institutional trust.The results show a shared but uneven digital transition, significant potential in terms of employability and the creation of opportunities for young people, but also risks of precariousness and persistent digital divides. The report highlights the emergence of new forms of digital employment (gig economy) and stresses the need to regulate these dynamics within a framework of decent work. Finally, it emphasizes the challenges of information governance, a dimension that is still largely underestimated but central to social cohesion and institutional dialogue.The document sets out five major regional priorities: developing digital skills, reducing divides, supporting new forms of work, strengthening information governance, and creating a regional center of expertise. It frames the digital transition not as a technical objective, but as a matter of social justice, stability, and sustainable development for the Indian Ocean region.La transition numérique constitue aujourd’hui un facteur structurant des transformations économiques, sociales et professionnelles dans les États de l’océan Indien. Ce rapport propose une analyse régionale consolidée portant sur les Comores, Madagascar, Maurice et les Seychelles, en articulant numérique, emploi, travail décent, compétences et gouvernance informationnelle. Conçu dans la perspective des priorités de l’Organisation internationale du Travail (OIT) et de la Commission de l’Océan Indien (COI), il vise à éclairer l’action publique et les dynamiques de coopération régionale.L’approche mobilisée s’appuie sur une analyse comparative des contextes nationaux et sur une lecture transversale fondée sur une grille PESTEL enrichie d’une dimension informationnelle (PESTEL+I). Elle permet d’intégrer à la fois les enjeux d’infrastructures, d’usages, d’emploi, de compétences, de politiques publiques, ainsi que les vulnérabilités informationnelles liées aux plateformes numériques, à la circulation des contenus et à la confiance institutionnelle.Les résultats montrent une transition numérique partagée mais inégale, un potentiel significatif en matière d’employabilité et de création d’opportunités pour les jeunes, mais également des risques de précarisation et de fractures numériques persistantes. Le rapport met en évidence l’émergence de nouvelles formes d’emploi numérique (gig economy) et souligne la nécessité d’encadrer ces dynamiques dans une logique de travail décent. Il insiste enfin sur les enjeux de gouvernance de l’information, dimension encore largement sous-estimée mais centrale pour la cohésion sociale et le dialogue institutionnel.Le document formule cinq orientations régionales majeures : développement des compétences numériques, réduction des fractures, accompagnement des nouvelles formes de travail, renforcement de la gouvernance informationnelle et création d’un pôle régional d’expertise. Il fait de la transition numérique non pas un objectif technique, mais un enjeu de justice sociale, de stabilité et de développement durable pour la région de l’océan Indie
A Note on Pareto-Optimal Taxation Mechanism in Noncooperative Strategic Bilateral Exchange
No full textInternational audienceThis paper investigates the taxation mechanism implemented in strategic bilateral exchange by Gabszewicz and Grazzini (JPET, 1999). These authors show that endowment taxation with transfers can implement a Pareto-optimal allocation when the preferences of traders are represented by some specific homothetic utility functions. We show that this taxation mechanism can also implement a Pareto-optimal allocation when the preferences of traders are represented by non homothetic utility functions. To this end, we consider a class of quasi-linear utility functions. Furthermore, we illustrate that, with quasi-linear utility functions, by introducing heterogeneity between traders, there are other environments in which this taxation mechanism implements a Pareto-optimal outcome

No full textInternational audienceSince the 2000s, training courses addressing violence against women have developed in France, particularly within the healthcare and social work sectors. By analysing the content of the courses initiated by public authorities, this article examines how knowledge and practices devised by feminist movements are disseminated to actors who work outside the women’s movement. To enlist them in the fight against violence, these training courses promote a form of pragmatic feminism, aiming above all at conveying new professional practices.Depuis les années 2000, la formation à la lutte contre les violences faites aux femmes se développe en France, notamment dans les secteurs de la santé et du travail social. Analysant des contenus de formations initiées par les pouvoirs publics, l’article étudie comment des savoirs et savoir-faire issus des mouvements féministes sont diffusés auprès de tel·les acteur·rices extérieur·es au secteur des droits des femmes. Pour les mobiliser dans la lutte contre les violences, ces formations promeuvent un féminisme pragmatique, visant avant tout à déployer de nouvelles pratiques professionnelles
Is growth at risk from natural disasters? Evidence from quantile local projections
No full textInternational audienceThis paper investigates the heterogeneous and state-dependent effects of natural disasters on GDP per capita growth in developing countries. Using a panel of 67 countries, I apply the Quantile Local Projection (QLP) method to estimate Quantile Impulse Response Functions (QIRFs) following different types of disasters—floods, droughts, storms, and earthquakes. By focusing on the conditional distribution of growth rather than its average, the analysis captures how disasters distort growth distribution at the tails. Results reveal that natural disasters represent a growing downside risk, significantly amplifying the likelihood and depth of recessions at the lower tail of the distribution. In contrast, responses at the upper tail are often expansionary in some contexts, suggesting asymmetric effects. These patterns are shaped by countries’ income levels, institutional quality, and sectoral structure. Overall, the findings highlight the importance of distribution-sensitive approaches to better understand and manage the macroeconomic consequences of climate and disaster shocks

For prehistory, this framework provides an essential tool: in the face of incomplete data, it enables us to narrow down our hypotheses and anchor our analyses in the continuities of life. The book also sheds light on the structural origins of male domination, without denying the ability of human societies to modulate or overcome its effects. By offering a “map” of social invariants, Lahire provides major theoretical support for prehistoric research.Bernard Lahire montre dans Les structures fondamentales des sociétés humaines que deux contraintes biologiques – la procréation sexuée et l’altricialité prolongée – façonnent durablement les organisations sociales humaines. Low-Carbon Hydrogen Deployment Under Trade Liberalization Policies
No full textReaching global net-zero by 2050 requires rapidly scaling low-carbon hydrogen, but deployment is hindered by market uncertainty, high capital costs, and weak supply-demand coordination. This paper examines whether liberalizing international hydrogen and ammonia trade can accelerate deployment and how such policies interact with technological innovation. We develop a hybrid framework combining a global TIMES-based energy-system model (KiNESYS-IFPEN) with a stochastic logistic diffusion model calibrated to historical renewable energy growth under imperfect expectations. We find that trade liberalization alone has limited global impact, and mainly reallocates production geographically: the Middle East, North America, Latin America, and China expand as exporters, while Asia Pacific, Europe and Africa become structural importers. Innovation-driven electrolyzer cost reductions raise significantly global deployment success shifting production toward electrolysis. When policies are combined, innovation dominates, while trade openness reinforces regional specialization. These results underscore the central role of technological progress, credible expectations, and the trade-off between cost-efficient specialization and hydrogen supply security
