Between Civilianization and Cyborganization – a ‘Zeitenwende’ in Depicting German Soldiers on Facebook?
No full textAfter WW2 topics related to the military are sensitive issues in Germany. The civil society is still suspicious regarding armed operations (Jacobs & Pötzschke 2021) and the use of military force. Thus, in his studies on heroism Koch (2021) notices a “trend to civilize the military hero” in Germany: Soldiers may still be presented as strong individuals with exceptional skills, but meanwhile avoiding the use offorce and appear as helper. On the other hand, Shim & Stengel (2017) observe a ‘cyborganization’ of German soldiers, a strong display of technology and weaponry, in the pictures of the Afghanistan mission published by the Bundeswehr. Overall, only few studies deal with the self-representation of the Bundeswehr – and even less with the depiction of German soldiers and armed forces nowadays.However, this is of high interest, because when Russia fully invaded Ukraine in 2022, Chancellor Scholz declared a ‘Zeitenwende’ and correspondingly the political and societal awareness of the military shifted (Graf 2023): The German minister of defense e.g. claimed to get the Bundeswehr combat-ready.Therefore, the question rises, if also the way in which the military represents itself changed. Thus, this contribution proves if Koch’s thesis about the civilianization of military heroes is valid for the selfrepresentation of the Bundeswehr nowadays or if weaponry gains relevance. A visual framing analysis of pictures and videos published by the Bundeswehr on Facebook after March 2022 shows the soldiers are still depicted as helpers in need, but also technical representations gain relevance. This can ease the society’s growing feeling of insecurity, because emphasizing technical aspects insinuates control (Shim & Stengel 2017). Finally, the visual self-representation of the Bundeswehr on Facebook equally addressesthe attempt to avoid armed force and to maintain control in uncertain times

No full textAs early as March 2020, then-Chancellor Angela Merkel described the COVID-19 pandemic as one of the most significant societal challenges since World War II. Three years later, by the time the World Health Organization (WHO) declared the global health emergency over on 05 May 2023, the virus had claimed 173,307 lives in Germany alone. Although COVID-19 is no longer classified as a pandemic, future crises of similar or even greater magnitude will likely occur. Consequently, there is a broad consensus on the need to draw lessons from the pan- demic. This need has also been recognized by the new federal government, which anchored in its 2025 coalition agreement the creation of an Enquete commission to produce an overall picture of the pandemic and to conduct an analysis of government measures. As part of this review, it is essential to examine not only the actions of federal and state governments, but also the role of local administrations, which served as frontline actors during the pandemic
Große Sprachmodelle und Bürokratieabbau
No full textGenerative künstliche Intelligenz und große Sprachmodelle (Large Language Models: LLMs) finden im öffentlichen Sektor zunehmend Anwendung. Diese Abhandlung untersucht, welchen Beitrag LLMs zum Bürokratieabbau leisten können, insbesondere wo sie dazu im Politikzyklus gezielt ansetzen können und welche Handlungsempfehlungen sich daraus ergeben. Nach einer theoretischen Einordnung werden Bürokratieabbau, große Sprachmodelle und der Politikzyklus dargestellt und miteinander verknüpft. Ansatzpunkte für LLMs im sechsstufigen Politikzyklus werden dann identifiziert sowie Chancen und Risiken diskutiert. Daraus resultierende Empfehlungen adressieren den Einsatz von Sprachmodellen in Politik, Gesetzgebung und Verwaltung. Abschließend werden die Erkenntnisse zusammengefasst und offene Forschungsfragen skizziert
Simulating Party Competition in Dynamic Voter Distributions
No full textWe study strategic party interaction in a spatial voting model where voters’ ideological positions may change. Building on a rich empirical and theoretical literature, we assume that voters align their ideology with others who are sufficiently close to them (social influence with bounded confidence) as well as with the party that they support (party attraction). We show that these changes have strong implications on the results of the party competition model by Laver (2005). Two strategies stand out in our simulations: Aggregators, who always follow the mean policy of their supporters, and predators, who always chase the strongest party. Aggregators are most likely to win in a large corridor of the parameter space. However, predators can outperform them if party attraction is strong. This is interesting because predators are on average the worst-performing parties in the static voter distribution benchmark. We argue that these results are connected to real-world debates about how mainstream parties should react to the rise of extremist parties, as the two strategies epitomize debates about focusing on own strengths and supporters (aggregators) vs. adapting towards successful extremists (predators). We also demonstrate that the level of polarization and fragmentation of parties and voters is strongly affected by social influence and party attraction. While medium-sized confidence bounds and party attraction increase the polarization of voters and parties, unconstrained social influence decreases it

No full textIm Kontext nachhaltiger Stadtentwicklung und institutionsübergreifender Kooperation rückt die Ko-Produktion zwischen kommunaler Verwaltung, Wissenschaft und Zivilgesellschaft zunehmend in den Fokus politischer wie wissenschaftlicher Aufmerksamkeit. Anhand eines empirischen Fallbeispiels in einem neu entstehenden Stadtquartier wird untersucht, wie sich Governance-Strukturen und Netzwerkdynamiken entwickeln, wenn vielfältige Akteursgruppen – Verwaltung, engagierte Bürgerschaft, Wissenschaft – gemeinsam an transformativen Planungs- und Umsetzungsprozessen mit-wirken. Der Vortrag geht der Frage nach, welche Rolle und strukturelle Position die engagagierte Bürgerschaft innerhalb des Netzwerks eines Stadtentwicklungsprojekts einnimmt, um nachhaltige und partizipative Ziele des Projekts zu erreichen. Dabei liegt der Fokus auf strukturellen Lücken, die beispielsweise zwischen Verwaltung und der breiten Bürgerschaft entstehen. Die engagierte Bürgerschaft kann so als strukturell-verbindendes Element (Brücke) verstanden werden. Eine qualitative Netzwerkanalyse soll hierbei Kommunikationsflüsse sichtbar machen sowie Aushandlungsprozesse im heterogenen Gefüge der Quartiersentwicklung aufzeigen. Darüber hinaus zeichnen audiovisuelle Aufzeichnungen und Protokolle nach, welche Netzwerkdynamiken zwischen Akteuren der Verwaltung, Wissenschaft und Einzelakteuren aus der engagierten Bürgerschaft entstehen. Der Vortrag liefert einen Beitrag zur Netzwerkforschung, indem er Ko-Produktion nicht nur als normatives Ideal, sondern als konflikthaften, dynamischen Aushandlungsprozess innerhalb urbaner Transformationsnetzwerke versteht. Zugleich werden Bedingungen für tragfähige Partnerschaften identifiziert, die eine strukturelle Verankerung nachhaltiger Entwicklungsziele in kommunalen Planungsprozessen ermöglichen
