Konkretisierung einer europäischen Datenstrategie – Ansätze zur Wiederverwendung von Daten des öffentlichen Sektors
No full textIm Mittelpunkt dieser Arbeit steht die Frage, wie eine europäische Datenstrategie konkretisiert werden muss, um die Wiederverwendung der Daten des öffentlichen Sektors zu ermöglichen. Hierbei geht es auch um die Potenziale des Internets der Dinge und wie diese sicher und zielgerichtet genutzt werden können. Als Methode wird die Literatur-analyse, Experteninterviews und eine Analyse angewendet, um Potenziale des Internets der Dinge zu erforschen, Probleme zu lokalisieren und Lösungsvorschläge zu formulieren. Daher wird die Fragestellung in eine administrative, soziokulturelle, rechtliche, unternehmerische und technologische Dimension aufgegliedert und ein Vergleich zwischen Vision und Ist-Zustand erarbeitet. Zusammen mit Experteninterviews und der Analyse von spezifischen Konzepten über den Zeitverlauf, zeigt diese Arbeit, dass der öffentliche Sektor vor nie dagewesenen Veränderungen steht. Die Arbeit demonstriert außerdem, dass ein neues Verständnis für Daten, Plattformen und Technologien innerhalb des öffentlichen Sektors benötigt wird
Institutional design and biases in evaluation reports by international organizations
No full textGovernments spend hundreds of millions on evaluations to assess the performance of public organizations. In this article, we scrutinize whether variation in the institutional design of evaluation systems leads to biases in evaluation findings. Biases may emerge because influence over evaluation processes could enable the bureaucracy to present its work in a more positive way. We study evaluation reports published by nine international organizations (IOs) of the United Nations system. We use deep learning to measure the share of positive assessments at the sentence level per evaluation report as a proxy for the positivity of evaluation results. Analyzing 1082 evaluation reports, we find that reports commissioned by operative units, as compared to central evaluation units, systematically contain more positive assessments. Theoretically, this link between institutional design choices and evaluation outcomes may explain why policymakers perceive similar tools for evidence-based policymaking as functional in some organizations, and politicized in others

Individual credit market experience and beliefs about bank lending policy: evidence from a firm survey
No full textUsing the Austrian Business Survey between 2011 and 2016, we study how firms' individual credit market experiences influence their beliefs about the bank lending policy. Firms that have recently experienced a loan rejection are more likely to believe that the lending policy is restrictive. We see similar effects for firms that were granted loans, but with conditions worse than anticipated. Exploiting the panel structure shows that firms without recent credit market experience are less likely to change their beliefs, which converge towards the middle category. Our findings are in line with theories of rational inattention and with asymmetric experience effects
