Eco-pastoral diagnosis in the Karaburun Peninsula, 15 to 22 May 2016. Conclusions and strategic issues for natural protected areas
Document réalisé dans le cadre du programme BiodivBalkans et en partenariat avec le programme Life+ Mil'Ouv et le Parc National des CévennesThis short report is produced within the frame of the BiodivBalkans project (2012-2016). This project is dedicated to foster rural development in mountainous regions through the construction of Signs of Quality and Origin (SIQO). One of its main outputs was to shed the light on the pastoral and localized livestock systems in Albania and in Balkan's surrounding countries, as a central issue for biodiversity conservation through the maintenance of High Nature Value farming systems. They are an important component of European agriculture not only for the conservation of biodiversity, but also for cultural heritage, quality products, and rural employment. The core experience of this project was (and still is) the creation of a Protected Geographical Indication on the "Hasi goat kid meat" based on stakeholders collective action and knowledge brokering. During that learning process and to effectively enforce the relation between rural development and biodiversity conservation, we used an original Ecological and Pastoral diagnosis method, imported from an EU Life+ program (Mil'Ouv, 2013-2017). This method was pioneered in France, then adapted and tested in Albania, in the Hasi Region first (2015), and this year on the Karaburun peninsula (2016). In both cases, an in-depth analysis of the local livestock's systems is preceding the diagnosis implementation. Pastoralism is a pretty complex issue in that sense that it deals with a high diversity of situations which need local diagnosis at different scales with a decisive implication of local actors, especially the livestock farmers. They are key players in building adequate knowledge of these local situations: problems, opportunities, trends and threats… The originality of this Ecological and Pastoral diagnosis method is precisely to work at different scales (from the pastoral massif to the ecological topo-facies) and to elaborate a practical diagnosis with a trio composed by: a naturalist, a livestock specialist and the breeder himself/ or herself. Our main objective with these field-work notes is to convince local and national institutions in charge of the Albanian natural Protected Areas (PA) that this participatory & multi-scale method is a strong way to enhance & conceive inclusive “management plans”. Indeed, most of the protected areas in Albanian and in the Mediterranean regions of the Balkans include a large share of mountainous and hilly territories where pastoral activity is a major (if not essential) element of the rural and agricultural life and economics, and as such of the environment management
Evaluation of the OILCROP-SUN model for sunflower hybrids under different agro-meteorological conditions of Punjab-Pakistan
International audienceCrop models and decision support system can be useful tools for researchers, teachers, scientists, extension educators, policy makers and planners to help or support the application and evaluation of sustainable and long term alternative management practices. Sunflower is an important oilseed crop that has the potential to bridge the gap between the consumption and domestic production of edible oil in developing countries such as Pakistan. Limited research has been conducted on the application of the OILCROP-SUN model for the simulation of growth and development of sunflower under different environmental conditions, especially in developing countries. Field experiments were conducted in three environments to study the impact of nitrogen (N) fertilizer on grain yield and quality. The objective of the present study was to evaluate the performance of the OILCROP-SUN model and to determine the effect of N on sunflower for three contrasting environments. The results showed that OILCROP-SUN model simulated well for growth, development and yield of sunflower hybrids in these three contrasting environments and under different management practices that included several genotypes and different nitrogen fertilizer application rates. The d values (index of agreement) for leaf area index (LAI) ranged from 88 to 97 under arid, 78 to 85 under semi- arid and 71 to 81 under sub- humid conditions. Similarly, d values for total dry matter (TDM) ranged between 90 and 94 under arid, 81 and 88 under semi-arid and 90 and 96 under sub-humid conditions, respectively while the percentage difference for grain yield ranged from 8.5 to 21% for different ecological conditions. The model also simulated LAI, TDM, grain yield and oil quality well under different environmental conditions of Pakistan and further studies should focus on application of the OILCROP-SUN model for variable agro-climatic regions where sunflower is an important crop

Building Geographical Indications in Western Balkans: countries case studies from Kosovo and Montenegro on Sharri and Pljevlja cheese
Collective report of the Advanced Master “Forest, Nature & Society” Option “Nature and Society Management at an International level”. Teaching module “Environmental assessment of international projects on natural resource management” from 22nd of February to 27th of March 2016The aim of this study was to inform the Geographical Indications (GI) building process in Western Balkans countries though two case studies similar enough to draw some general conclusions in a comparative perspective. Both Kosovo and Montenegro are engaged in the same convergence process with the European Union countries – through a process of acquis communautaire adoption and though an “Europeanization” dynamic. The two countries are at a different stage (potential candidate versus candidate country), however, Geographical Indications implementation is identified as a political priority in both countries for agriculture and rural development. To that end, governments are working to adapt the legal and institutional European frameworks to their national contexts. They are also working to identify some emblematic pilot’s products that could be registered as GI in a near future. Sharri Cheese in Kosovo and Pljevlja Cheese in Montenegro are two traditional livestock products, already benefiting from a local and national (and even regional) reputation based on their origin and quality, and therefore susceptible to be registered as GI. Moreover, these two pastoral products are representative of the current challenges and opportunities faced by rural mountainous territories all over Europe: rural exodus, decreasing territorial attractiveness, mutation of traditional economic activities, and erosion of natural and cultural heritage
Les réformes agraires postcoloniales au Maghreb : un processus inachevé
National audienceThe article discusses the issue of land reforms in the Maghreb, their statements and actions taken in connection with the colonial agrarian history of these countries. Recalling the legacy of the land settlement, it outlines the initiatives undertaken towards solving the problem of agrarian dualism during the colonial period. Providing an overview of the circumstances prevailing in each country and their strategic choices, the study examines the contents and objectives of the land reforms carried out shortly after independence. It describes the processes and steps that have been taken in this regard, and the provisional outcomes. It attempts to analyse the major causes of the failure of the reforms, focusing on the depeasantization process, social alliances and socio-economic changes induced by the implementation of programs for economic development. These causes led to the breakdown of political coalitions in favour of these reforms. Lastly, the article analyses how these countries gave up on the agrarian issue, leading all the powers to take up the political challenge of the modernization promoted by a class of wealthy farmers, rural entrepreneurs and new economic urban and rural elites.L’article aborde la problématique des réformes agraires au Maghreb, leurs énoncés et les actions mises en œuvre en lien avec l’histoire agraire coloniale de ces pays. Après avoir rappelé l’héritage de la colonisation agraire, il évoque les initiatives prises pour résoudre la question du dualisme agraire au cours de la période coloniale. En retraçant les contextes qui prévalent dans chacun des pays ainsi que les choix stratégiques, l’étude examine les contenus et les objectifs des réformes agraires conduites dès le lendemain des indépendances. Elle décrit les processus engagés, les étapes ainsi que les résultats provisoires enregistrés. Elle tente enfin une analyse des principales raisons à l’origine des échecs de ces réformes en mettant l’accent sur les processus de dépaysannisation, les systèmes d’alliance sociale et les changements socio-économiques induits par la mise en œuvre des premiers plans de développement. Ces causes ont conduit à la rupture des coalitions politiques en faveur des réformes. L’article analyse enfin comment les renoncements observés dans tous les pays sur cette question agraire ont conduit les pouvoirs en place à faire un pari politique en faveur d’une modernisation promue par une classe de paysans aisés, d’entrepreneurs ruraux ou de nouvelles élites économiques d’origine urbaine et rurale
Jeunes, femmes et développement rural : pour des politiques agricoles qui préparent l’avenir

Initiative ENPARD Méditerranée (Commission Européenne)Les jeunes et femmes restent aujourd'hui des groupes vulnérables au regard de leur situation en milieu rural dans la région MENA. Parmi les facteurs communs de vulnérabilité on note leur faible accès à l’ensemble des capitaux nécessaires au développement économique et humain. Ces accès lorsqu’ils leur sont possibles se font essentiellement dans un cadre informel, donc précaire et hors de l’espace public. Paradoxalement, les jeunes et les femmes ont des atouts spécifiques pour l’agriculture et l’organisation du développement des territoires ruraux. Les jeunes sont de plus en plus nombreux dans la population de la région MENA et l’agriculture reste leur première source d’emploi même informelle. Les femmes doivent endosser de plus en plus de responsabilité dans les ménages, en raison des migrations des chefs de famille et de leur plus grande absence du foyer liée à des raisons économiques. Dans ces nouvelles attributions et évolutions à l’oeuvre, les facteurs essentiels de blocage qui se dégagent sont les verrous culturels. Au plan des politiques, peu de priorités semblent être accordées à ces évolutions : il apparaît qu’aucun moyen spécifique à la hauteur des enjeux, qu’aucune politique adaptée ne soit pensée, ni mise en oeuvre pour leur permettre d’assumer et de développer leur participation au développement agricole et rural. Les femmes et les jeunes ruraux se retrouvent ainsi dans des stratégies de contournement des contraintes qu’ils doivent affronter, ce qui loin de résoudre les questions posées, ne fait que renforcer leur situation de vulnérabilité et de précarité et leur marginalisation du système économique formel. Or, ce manque d’intérêt sera à moyen terme lourd de conséquence sur la situation des territoires ruraux et de leur agriculture, voire sur les équilibres sociaux dans la région. Les bouleversements actuels socio‐politiques de la région MENA devraient d’autant plus fortement inciter les pouvoirs publics à entreprendre des réformes en faveur de ces groupes sociaux car ils ont aussi les garants d’une stabilité sociale et économique sur le moyen et sur le long terme
L’Agenda 2030 pour le développement durable en Méditerranée
Chapitre 8International audienceAlors que l’Agenda 2030 est conçu comme un cadre global, peu de discussions ont jusqu’à présent porté sur sa déclinaison en Méditerranée, une région aux caractéristiques uniques, à l’intégration politique limitée et confrontée à des défis particuliers. Malgré de nombreuses avancées pour atteindre les OMD dans la région, plusieurs difficultés demeurent pour garantir à la fois la sécurité alimentaire et inverser le processus de dégradation des ressources naturelles. Le gaspillage de ces dernières constitue un frein majeur au développement rural et agricole durable, tandis que le déficit de connaissances environnementales locales est étroitement lié à leur disparition. Ce chapitre met en lumière les principaux défis auxquels sont confrontées l’agriculture méditerranéenne et les ressources naturelles de la région, dans le contexte de l’Agenda 2030 vers les objectifs du millénaire pour le développement (OMD), en exposant les améliorations notables et les efforts à réaliser pour atteindre les nouveaux objectifs de développement durable (ODD). Il présente en particulier les principales initiatives régionales en matière de durabilité rurale et agricole avant d’aborder en détail les implications et les exigences liées à la mise en oeuvre de l’Agenda 2030 aux échelles régionale, nationale et locale
