    INTEGRATED IT SYSTEMS AND THEIR INFLUENCE ON MANAGING THE FINANCES

    This paper describes the properties and components of integrated hospital IT systems, and the correlations of those comprehensive systems with the use of tools supporting financial management of the units. The first part discusses the essence of Integrated IT Systems and attempts to apply the system’s logic to the traditional model of hospital functioning. The second part analyses current information about IT sector trends and possible applications of modern technologies in healthcare units. The third part of the paper discusses the potential of computerising the medical sector as an element of helping hospitals function more effectively

    RULES OF CONTRACTING DEBT BY TERRITORIAL SELF-GOVERNMENT UNITS

    Self-governments are given new tasks without guaranteeing resources for their completion, an example of which is lowering the school obligation age. There are also some savings of the state budget at the expense of territorial selfgovernment. All these and other changes, including those planned in the near future, take place without compensating for the incomes lost by self-governments or additional costs. All this leads to serious tensions in self-government budgets, limiting their ability to finance investment. The Regulation of the Minister of Finance from 23rd December 2010 on detailed ways of classifying debt titles included in state public debt, also treasury debt (Journal of Law from 2010, No 252, position 1692) was issued on the basis of specially changed article 72, section 2 of the Act of 27th August 2009 on Public Finance (Journal of Law No 157, position 1240 with subsequent amendments)

    RESEARCH INTO THE FINANCIAL KNOWLEDGE OF EMPLOYEES OF LOCAL GOVERNMENT UNITS AT COMMUNE LEVEL IN PODKARPACIE

    The aim of this article is to present the results of a study on the level of financial knowledge among staff at local public administration offices. The study was conducted using the technique of Computer Assisted Telephone Interviews (CATI) on a representative sample of commune level offices in the Podkarpackie Province. Study participants described a definite strength of financial knowledge within the work tasks that they do, however they indicated that their actual knowledge level is intermediate, and to a great degree their actions are based on general knowledge rather than specialist knowledge. The article presents a diagnosis of the level of financial knowledge among staff at local public administration offices at the commune level in the Podkarpackie, describing the most common barriers to gaining financial knowledge and preferences in the forms of learning

    The article is based on the results of author’s study survey conducted on a representative sample of municipalities of Podkarpackie voivodship. Based on the results of research, the article will present both the current state of insurance in local government units (LGUs) of the municipal level, as well as the associated changes directly affecting the functioning of the insurance business in LGUs. The primary objective of this paper is to determine the procedures for concluding the insurance in LGUs, and also defining the types of insurance most often executed by these entities, and indication of the intermediaries, whose services are most commonly used by examined LGU

    APPLYING THE WARD METHOD IN THE ANALYSIS OF FINANCIAL SITUATION OF COMMERCIAL BANKS

    The article presents the evaluation of the financial situation of commercial banks in Poland. The ratio analysis shows that the biggest variations between analyzed units were in productivity of tangible fixed assets, share of non-performing loans and overall liquidity. The financial indicators constituted the basis for the process of grouping banks into clusters of similar financial standing. The use of Ward method enabled us to differentiate five clusters. The most profitable banks belong to the first cluster, while the most productive ones are from the fourth cluster. The third cluster comprises the banks with the relatively worst financial situation

    The article presents conclusions drawn from the analysis of regulations concerning the issue of the content of business valuation engagement letter. The analysis covered regulations appearing in eight business valuation standards used in Australia, New Zealand, Hong Kong, Canada and the USA. Author also took into consideration two international standards. The first part of the article reviews business valuation standards valid in selected countries. The second part presents regulations valid while signing a contract for business valuation, included in analyzed standards. The final part of the article compares identified regulations, focusing on information that should be included in business valuation engagement letter

    Higher education in Europe goes through rapid changes that are strictly connected with the idea of building a European Higher Education Area. This article has emerged as an effect of reflection about the situation of financing the highest educational system in the modern world. In parallel with an increased number of students, increased level of financial investments were observed. Poland looks very weak when taking into account different kinds of higher education financial coefficients. Annual expenditure on educational institutions per student in tertiary education set Poland on the very end among OECD countries. In the report of this institution, diversification of funding sources for higher education in our country is discussed. It seems now that only the introduction of a universal payment for undergraduate studies may become a financial tool to stimulate the development of Polish higher education
