Contested terrain: international development projects and countervailing power for the excluded
No full textConventional international development project approaches to enable participation of the excluded often fall short of building countervailing power, which is key for accountability. This study analyzes possible exceptions to identify causal pathways, as well as long-term effects beyond projects. The methodology combines the identification of positive outliers, process tracing and comparative analysis of five World Bank projects from the 1990s that were also the focus of subsequent academic research. Tangible openings from above that enabled countervailing power took two main forms: 1) institutionalized powersharing over allocation of social funds — at local, subnational and national levels and 2) support for autonomous, multi-level social organizations, including collective titling of ethnic territories. Over the longer term, projects lacked strong national allies and their most innovative contributions were reversed, watered down or at best contained - though these differences mattered to social actors on the ground. The most analytically significant finding is that projects can have not only contested and uneven outcomes (‘‘mixed results”), but also contradictory interaction effects. This poses the methodological challenge of how to measure and explain the relative weights of both countervailing power shifts and elite capture

Specifically, we contextualize the current environment the present pandemic has created by considering how it compares to the most-recent previous pandemics. We then review guidelines disseminated to the courts and the modifications and innovations implemented by the courts in response to the COVID-19 pandemic. Additional challenges related to these recommendations and modifications are identified and discussed

Assessing the relationship between urban structure and the urban heat island: Improving local climate zone mapping and estimating zonal and sub-zonal scale effects on air temperature
No full textThe urban heat island (UHI) effect is the phenomenon that the temperature in an urban area always higher than its surrounding rural area. The magnitude of UHI also varies substantially within the same city, causing unexpected extreme weather in summer, influence human thermal comfort, and hazard human health and local ecology. Local climate zone (LCZ) provides rich information about urban biophysical properties, strongly tracks the spatial variability of UHI. By using high-resolution 2D/3D data and object-based image analysis (OBIA), we generated an LCZ map with 81% overall accuracy. It shows a 17% improvement compared with the LCZ map with 64% overall accuracy by using a common process provided by the Database and Access Portal Tools (WUDAPT) process. In the zonal scale, the LCZ scheme effectively connects urban structures and air temperature by identifying temperature differences between LCZ categories, with daytime F-value = 824.5 and nighttime F-value = 268.3. The greatest inter-LCZ temperature variance is ∆TLCZA-LCZ2 =-3.78℃ at daytime and ∆TLCZA-LCZ2 =2.62℃ at nighttime. The intra-LCZ ∆T is usually 2~4℃. In the sub-zonal scale (10, 30, 60, 90, 120 m), daytime temperature decreases nonlinearly as the increase of pervious surface area and tree canopy. Nighttime temperature decreases nonlinearly as the increase of pervious surface area and linearly increase as the increase of the area of building surface. Feature Ablation Analysis and Alternate Representations Using Machine Learning in Surgical Risk Assessment
No full textThis study applies machine learning methods to create models capable of predicting surgical risk. Gradient boosted trees are applied to 20 preoperative variables from the ACS-NQIP surgical dataset to predict 8 postoperative outcomes. This thesis implements variables utilized by the ACS Universal Surgical Risk Calculator to assess the application of machine learning techniques to predict the same problem set. Additionally, this study assesses one-hot encoding as a method to implement multiple surgical risk procedures, known as CPT codes, into risk assessment and assess performance. This study found that gradient boosted trees perform competitively to other surgical risk tools.
