    Worldwide Appraisal of Knowledge Gaps in the Space Usage of Small Pelagic Fish: Highlights Across Stock Uncertainties and Research Priorities

    International audienceUnderstanding the spatial structure of life cycle components of small pelagic fish (SPF) stocks is key for deciphering population dynamics and ensuring sustainable management. The spatial extent of different life stages and ecologically relevant processes (e.g., reproduction) is temporally dynamic and responds to environmental, genetic, and demographic constraints. Knowledge gaps on within-stock spatial variability of key life cycle processes for SPF worldwide were identified for clupeoid fish (Clupeidae/Engraulidae). From the 3229 Web of Science-indexed articles reviewed, data were systematically extracted from 299. This information was supplemented with another 105 documents and databases from official SPF surveys and stock assessments. Overall, this review compiled information from 111 datasets (77 stocks) involving 17 assessed or commercially relevant species across 19 Large Marine Ecosystems (LMEs) and 38 coastal ecoregions. Only approximately 40% of the stocks used in this study covered the known or presumed stock distribution for at least one life-cycle variable: Adults (feeding area, spawning migration, feeding migration, overwintering migration, spawning area, and presence/biomass), juveniles (presence/biomass, nursery area), and larvae (larval routes). Despite more extensive spatial information from some Eastern Boundary Upwelling Systems (EBUS) and long-managed stocks, some important gaps remain due to information quality, stock identity ambiguity, or spatial data biases. Key information on SPF spatial variability could be extracted from existing surveys, but there were various limitations due to data access and spatiotemporal coverage. The main consequences of the key identified gaps are reviewed, and a series of priority research/monitoring actions are recommended to mitigate these consequences and improve our ability to address spatial variability in SPF stocks

    International audienceThe Local Development Program for the 145 Territories (PDL-145T) aims to increase the effectiveness of public policies and rapidly reduce poverty and spatial inequalities in the DRC. Its funding follows an egalitarian logic : each territory, regardless of the number of its sectors/chiefdoms, its population, and its size, receives the same amount of monetary units to achieve the same objectives. This philosophy is far from equitable and is less suited to the program's goals for obvious reasons. The best criterion for allocating PDL-145T funds is the number of sectors per entity; this criterion minimizes disparities between territories.Le Programme de développement local des 145 territoires (PDL-145T) entend accroître l'efficacité des politiques publiques et réduire rapidement la pauvreté et les inégalités spatiales en RD Congo. Son financement obéit à une logique égalitariste : chaque territoire, quels que soient le nombre de ses secteurs/chefferies, sa population et sa taille, reçoit le même nombre d'unités monétaires pour réaliser les mêmes objectifs. Cette philosophie est loin d'être équitable et moins adaptée aux objectifs du programme pour des raisons évidentes. Le meilleur critère de répartition des fonds du PDL-145T est le nombre de secteurs par entité ; critère qui minimise les écarts entre territoires

    Labelled by the SCO (Space for Climate Observatory) and supported by CNES, the BioEOS project (BIOdiversity Earth Observation and monitoring at regional Scale) aims to use satellite imagery to extract metrics that allow for the quantification and monitoring of coastal biodiversity through proxies. The main objective is to address a real need for spatio-temporal knowledge about biodiversity, particularly highlighted in overseas territories.With additional financial support from a convergence and transformation contract for La Réunion (Prefecture of La Réunion in connection with SGAR and DEAL), the initial focus was on the site of La Réunion for the establishment of processing chains, before applying them to other study sites of the project (Glorieuses, Mayotte, and Bassas Da India). The developments carried out so far have generated spatialized knowledge on bathymetry, seagrasses, and coral reefs using images from various sensors (Pléiades, Pléiades NEO, Sentinel, EnMAP, and PRISMA).The work conducted under the BioEOS project highlights the importance of synergy between in situ data and satellite imagery to produce the richest and most accurate information for the management needs of coastal ecosystems. Other opportunities for further work are anticipated to enrich and improve the quality of information extracted regarding these vulnerable ecosystems, namely seagrasses and coral reefs.Labelisé par le SCO (Space for Climate Observatory) et soutenu par le CNES, le projet BioEOS (BIOdiversity Earth Observation and monitoring at régional Scale) propose d’utiliser l’imagerie satellite pour extraire des métriques permettant de quantifier et suivre, via des proxys, la biodiversité côtière. L’objectif principal, qui est de répondre à un réel besoin de connaissances spatio-temporelles sur la biodiversité, mis en exergue notamment dans les territoires d’outre-mer.Bénéficiant d’un soutien financier complémentaire d’un contrat de convergence et de transformation de La Réunion (Préfecture de La Réunion en lien avec le SGAR et la DEAL), le choix s’est porté dans un premier temps sur le site de La Réunion pour la mise en place des chaînes de traitements, avant de les appliquer sur les autres sites d’étude du projet (Glorieuses, Mayotte et Bassas Da India). Les développements réalisés jusqu’à présent ont permis de générer des connaissances spatialisées sur la bathymétrie, les herbiers et les récifs coralliens en utilisant des images issues de différents capteurs (Pléiades, Pléiades NEO, Sentinel, EnMAP et PRISMA).Les travaux menés dans le cadre de ce projet BioEOS soulignent l’importance de la synergie entre données in situ et imagerie satellite afin de produire les informations les plus riches et les plus précises pour les besoins de gestion des écosystèmes côtiers. D’autres possibilités de travaux sont en perspective pour enrichir et améliorer la qualité des informations extraites concernant ces écosystèmes vulnérables que sont les herbiers et les récifs coralliens.Pour la suite du projet BioEOS, les chaines de traitements mises en place sur le site de La Réunion vont pouvoir ainsi être améliorées, étendues et/ou adaptées à l'ensemble des trois autres sites d’étude dans le cadre de la convention avec le CNES

    Introduction : There is little epidemiological data on breast cancer in Mayotte, despite the fact that it is one of the leading causes of death on the island. Some data point to different characteristics, with cancer occurring earlier and being more aggressive. Breast cancer screening has recently been introduced. What is the epidemiology of breast cancer in Mayotte from 2020 to 2022, and are current national recommendations relevant to these data? Method : This is a quantitative, observational, descriptive, cross-sectional epidemiological study. The population concerned is women with breast cancer diagnosed between January 1, 2020 and December 31, 2022 in the medical department of the CH de Mayotte. The results were analyzed with the help of a statistician from ARS Mayotte. Results : The median age of the breast cancer population between 2020 and 2022 in Mayotte is 49 years. At diagnosis, 39% of patients are at a metastatic stage. Regarding histology, 32% of tumors are HER + and 34% are triple-negative. Conclusion : Breast cancer in Mayotte affects younger women than in mainland France. Histological data show a more aggressive profile, with a higher proportion of triple-negative and HER2-positive tumors. It is important to strengthen breast cancer prevention and screening on the island. Further studies would be interesting to discuss breast cancer screening from an earlier age.Introduction : Il y a peu de données épidémiologiques concernant le cancer du sein à Mayotte malgré que ce soit une des principales causes de décès sur l'île. Certains données évoquent des caractéristiques différentes avec un cancer qui se déclare plus précocement et qui est plus agressif. Le dépistage du cancer du sein a été mis en place récemment. Quelle est l'épidémiologie du cancer du sein à Mayotte de 2020 à 2022 et est-ce que les recommandations nationales actuelles sont pertinentes par rapport à ces données ? Méthode : Il s'agit d'une étude épidémiologique quantitative observationnelle descriptive et transversale. La population concernée sont les femmes atteintes d'un cancer du sein diagnostiqué entre le premier janvier 2020 et le 31 décembre 2022 dans le service de médecine du CH de Mayotte. Les résultats ont été analysés avec l'aide d'un statisticien de l'ARS de Mayotte. Résultats : La médiane d'âge de la population atteinte d'un cancer du sein entre 2020 et 2022 à Mayotte est de 49 ans. Au diagnostic, 39 % des patientes sont à un stade métastatique. Concernant l'histologie, 32 % des tumeurs sont HER + et 34 % sont de type triple négative. Conclusion : Le cancer du sein à Mayotte touche des femmes plus jeunes par rapport à l'hexagone. Les données histologiques montrent un profil plus agressif avec une plus grande proportion de tumeur triple négative et HER2 positive. Il est important de renforcer la prévention et le dépistage sur l'île concernant le cancer du sein. D'autres études seraient intéressantes pour discuter d'un dépistage du cancer du sein à partir d'un âge plus précoce

    The contributions of coastal small-scale fisheries toward the sustainable development goals: a Kenyan Case Study

    International audienceSmall-scale fisheries (SSFs) contribute significantly to the economies of coastal developing nations, offering employment and food, and supporting sustainable development goals (SDGs). Despite increasing focus on SSFs, data, and knowledge gaps persist in SSFs research and their contribution to SDGs. Ten fisheries were assessed in Kenya for their contributions to 12 SDGs, highlighting different levels of contributions. Small pelagic and shrimp fisheries display higher overall contributions to SDGs, appearing to perform strongly in more SDGs, while handline and octopus fisheries display lower contributions to SDGs. Specific contributions can vary depending on the characteristics of individual fisheries, such as their structures and markets. This study provides valuable insights from an underrepresented part of the world on the under-researched topic of SSFs and SDGs. It also contributes significantly to research on sustainable development in developing coastal nations and highlights gaps and areas for improvement in achieving the SDGs within the context of SSFs

    Élaboration d'un tableau de bord de la résilience alimentaire pour les territoires ultramarins français

    International audienceFaced with the current social, economic and geopolitical crises and global environmental pressures, food and nutritional security is a particularly difficult challenge in the French Overseas Departments and Regions (Guadeloupe, Guiana, Martinique, Mayotte, La Reunion). Food resilience is then characterized as the ability for a food system to simultaneously be sustainable and ensure food and nutritional security over time when these latter are hitting by multiple unanticipated shocks and disturbances. A scoreboard of food resilience, specific to the overseas territories, is proposed by means of 16 indicators relating to the dimensions of the food system (society, policy, food product, and consumption) and the economic, ecological, social, and nutritional challenges of sustainable food. By identifying the contrasts and similarities among these territories, our results highlight the challenges to develop food resilience: social, by reducing food insecurity, and economic and environmental, by reducing dependence on imports. The necessary decrease in food imports must go hand in hand with agricultural diversification and the capacity of the territory to efficiently transform local agricultural goods in accordance with the principles of agroecology in a context of small domestic markets. In addition, the heterogeneity of these territories relative to several socio-economic, ecological and nutritional aspects calls for specific answers. Only a set of place-based policies, focusing in the most vulnerable people, could both promote food resilience and stimulate development dynamics specific to each economy. Finally, replicating this scoreboard over time should serve as an interesting decision-making tool to inform about the potential ongoing progress and to design the suitable policy-mix.Dans le contexte actuel de changements globaux et de crises sociale, économique et géopolitique, les vulnérabilités des Départements et Régions d’Outre-mer (Guadeloupe, Guyane, Martinique, Mayotte, La Réunion) freinent la possibilité de promouvoir la sécurité alimentaire et nutritionnelle pour tous.La résilience alimentaire se définit ici comme la capacité dynamique des territoires à atteindre les objectifs de la sécurité alimentaire et nutritionnelle malgré les perturbations. Afin de la mesurer, un tableau de bord de la résilience alimentaire spécifique aux territoires d’outre-mer est proposé à l’aide de 16 indicateurs relatifs à la fois aux dimensions du système alimentaire et aux enjeux soulevés par la durabilité alimentaire. En identifiant les contrastes et les points communs entre ces territoires, nos résultats mettent en lumière les défis à relever pour tendre vers la résilience alimentaire, défis sociaux - avec la diminution des situations de précarité alimentaire et économique – et défis économiques et environnementaux - avec la réduction de la dépendance aux importations

    This position paper outlines the conceptual foundation and general orientation of the zk-nr protocol, designed to address current limitations of digital non-repudiation in the post-quantum era. Based on the "Invisible Authenticity Paradox" - a tension between cryptographic verifiability and human interpretability - zk-nr proposes a hybrid approach combining zero-knowledge proofs, Merkle commitment structures, and quantum-resistant signatures. This note aims to formally establish the scientific priority of this approach within an ongoing research effort
