Наоснові концепцій Д.П.О'Конела та М.Кравена розроблено новий підхід до правонаступництва держав, який би на підставівизначення ступеня ідентичності держави-наступниці і держави-попередниці забезпечував континуїтет міжнародних правта обов'язків останньої.This paper deals with the problem of non-mandatory effect of the predecessor state's obligations for its successor states, whichemerge as new states. The author analyzes the uncommon approaches to the above issue propagated by D.P.O'Connell and M.Cravenand, based thereupon, suggests her own approach. Such an approach would ground upon the determination of the identity level of asuccessor state and predecessor state and provide for the continuity of the latter's rights and obligations

Зокре-ма, увагу звернуто на низку парадоксів, що існують у рамках сучасних концепцій, визначено методологічні складнощі, пов'я-зані із дослідженням феномену сили. Проаналізовано низку сучасних стереотипів щодо сили, що випливають із розгляну-тих парадоксів. Розроблено шляхи вирішення деяких з них.The article is devoted to a set of problems connected with theoretical research of "power" in international relations. Particularattention is paid to a number of paradoxes existing within the framework of current concepts. Methodological difficulties of powerphenomenon research are determined. A number of up-to-date stereotypes concerning power, which flow from considered paradoxes,are analyzed. Ways of solving some of them are elaborated
