    Understanding social accountability: politics, power and building new social contracts

    Calls to deepen levels of social accountability within social protection interventions need to be informed by the now extensive experience of promoting social accountability in developing countries. Drawing on a systematic review of over 90 social accountability interventions, including some involving social protection, this paper shows that politics and context are critical to shaping their success. We argue that the politics of social protection and of social accountability resonate strongly with the broader project of transforming state-society relations in developing countries. This requires a reconceptualisation of social accountability and social protection in terms of the broader development of ‘social contracts’, and that the current emphasis on promoting bottom-up forms of accountability needs to be balanced by efforts to strengthen and legitimise public authority in developing countries

    Life cycle costs and environmental impacts of production and consumption of ready and home-made meals

    Consumption of ready-made meals is growing rapidly and yet little is known about their economic and environmental impacts. This paper focuses on the economic aspects to estimate the life cycle costs, value added and consumer costs of ready-made meals, in comparison with the equivalent meals prepared at home. Their life cycle environmental impacts are also considered. A typical roast dinner is considered, consisting of chicken, vegetables and tomato sauce. Different production and consumption choices are evaluated, including sourcing of ingredients, chilled or frozen supply chains and types of appliance used by the consumer to prepare the meal. The estimated life cycle costs of the ready-made meal range from £0.61–£0.92 per meal and for the home-made from £0.68–£1.12. The lowest life cycle costs are found for the chilled ready-made meal heated in a microwave, 11% below the costs of the best home-made option. The life cycle costs of the frozen meal are similar to the best home-made option. The chilled ready-made meal has the highest value added (£2.01) compared to the frozen (£1.22) and the home-made meal (£0.44). However, from the consumer perspective, the cheapest option is the home-made meal (£1.17) while the chilled ready-made option is most expensive (£2.61). If the meal options are compared on both the life cycle costs and environmental impacts, the home-made meal is the best option overall. These findings can be used to inform both producers and consumers on how their choices influence costs and environmental impacts of food

    Probabilistic aspects of critical growth-fragmentation equations

    The self-similar growth-fragmentation equation describes the evolution of a medium in which particles grow and divide as time proceeds, with the growth and splitting of each particle depending only upon its size. The critical case of the equation, in which the growth and division rates balance one another, was considered in Doumic and Escobedo (2015) for the homogeneous case where the rates do not depend on the particle size. Here, we study the general self-similar case, using a probabilistic approach based on Lévy processes and positive self-similar Markov processes which also permits us to analyse quite general splitting rates. Whereas existence and uniqueness of the solution are rather easy to establish in the homogeneous case, the equation in the nonhomogeneous case has some surprising features. In particular, using the fact that certain self-similar Markov processes can enter (0,∞) continuously from either 0 or ∞, we exhibit unexpected spontaneous generation of mass in the solutions

    In the brain, astrocytes provide metabolic and trophic support to neurones. Failure in executing astroglial homeostatic functions may contribute to the initiation and propagation of diseases, including Alzheimer disease (AD), characterized by a progressive loss of neurones over years. Here, we examined whether astrocytes from a mice model of AD isolated in the presymptomatic phase of the disease exhibit alterations in vesicle traffic, vesicular peptide release and purinergic calcium signaling. In cultured astrocytes isolated from a newborn wild-type (wt) and 3xTg-AD mouse, secretory vesicles and acidic endosomes/lysosomes were labeled by transfection with plasmid encoding atrial natriuretic peptide tagged with mutant green fluorescent protein (ANP.emd) and by LysoTracker, respectively. The intracellular Ca2+ concentration ([Ca2+]i) was monitored with Fluo-2 and visualized by confocal microscopy. In comparison with controls, spontaneous mobility of ANP- and LysoTracker-labeled vesicles was diminished in 3xTg-AD astrocytes; the track length (TL), maximal displacement (MD) and directionality index (DI) were all reduced in peptidergic vesicles and in endosomes/lysosomes (P <0.001), as was the ATP-evoked attenuation of vesicle mobility. Similar impairment of peptidergic vesicle trafficking was observed in wt rat astrocytes transfected to express mutated presenilin 1 (PS1M146V). The ATP-evoked ANP discharge from single vesicles was less efficient in 3xTg-AD and PS1M146V-expressing astrocytes than in respective wt controls (P <0.05). Purinergic stimulation evoked biphasic and oscillatory [Ca2+]i responses; the latter were less frequent (P <0.001) in 3xTg-AD astrocytes. Expression of PS1M146V in astrocytes impairs vesicle dynamics and reduces evoked secretion of the signaling molecule ANP; both may contribute to the development of AD. GLIA 201

    MicroRNA evolution, expression, and function during short germband development in Tribolium castaneum.

    MicroRNAs are well-established players in the development of multicellular animals. Most of our understanding of microRNA function in arthropod development comes from studies in Drosophila. Despite their advantages as model systems, the long germband embryogenesis of fruit flies is an evolutionary derived state restricted to several holometabolous insect lineages. MicroRNA evolution and expression across development in animals exhibiting the ancestral and more widespread short germband mode of embryogenesis has not been characterized. We sequenced small RNA libraries of oocytes and successive intervals covering the embryonic development of the short germband model organism, Tribolium castaneum. We analyzed the evolution and temporal expression of the microRNA complement and sequenced libraries of total RNA to investigate the relationships with microRNA target expression. We show microRNA maternal loading and sequence-specific 3' end nontemplate oligoadenylation of maternally deposited microRNAs that is conserved between Tribolium and Drosophila. We further uncover large clusters encoding multiple paralogs from several Tribolium-specific microRNA families expressed during a narrow interval of time immediately after the activation of zygotic transcription. These novel microRNAs, together with several early expressed conserved microRNAs, target a significant number of maternally deposited transcripts. Comparison with Drosophila shows that microRNA-mediated maternal transcript targeting is a conserved process in insects, but the number and sequences of microRNAs involved have diverged. The expression of fast-evolving and species-specific microRNAs in the early blastoderm of T. castaneum is consistent with previous findings in Drosophila and shows that the unique permissiveness for microRNA innovation at this stage is a conserved phenomenon

    'Getting to Know Me': The second phase roll-out of a staff training programme for supporting people with dementia in general hospitals.

    OBJECTIVES: The aims were to evaluate a second phase roll-out of a dementia care training programme for general hospital staff and to further develop two outcome scales: the Confidence in Dementia scale for measuring confidence in working with people with dementia and the Knowledge in Dementia scale for measuring knowledge in dementia. METHOD: Following a 'training the trainers' phase, the study involved the delivery of the 'Getting to Know Me' training programme to a large number of staff (n = 517) across three National Health Service (NHS) Trusts situated in North-West England. The impact of the programme was evaluated using a pre-post design which explored: (i) changes in confidence in dementia, (ii) changes in knowledge in dementia, and (iii) changes in beliefs about behaviours that challenge.     Radial Artery Occlusion After Transradial Interventions: A Systematic Review and Meta-Analysis.

    BACKGROUND: Radial artery occlusion (RAO) may occur posttransradial intervention and limits the radial artery as a future access site, thus precluding its use as an arterial conduit. In this study, we investigate the incidence and factors influencing the RAO in the current literature. METHODS AND RESULTS: We searched MEDLINE and EMBASE for studies of RAO in transradial access. Relevant studies were identified and data were extracted. Data were synthesized by meta-analysis, quantitative pooling, graphical representation, or by narrative synthesis. A total of 66 studies with 31 345 participants were included in the analysis. Incident RAO ranged between 1 week follow-up). The most efficacious measure in reducing RAO was higher dose of heparin, because lower doses of heparin were associated with increased RAO (risk ratio 0.36, 95% CI 0.17-0.76), whereas shorter compression times also reduced RAO (risk ratio 0.28, 95% CI 0.05-1.50). Several factors were found to be associated with RAO including age, sex, sheath size, and diameter of radial artery, but these factors were not consistent across all studies. CONCLUSIONS: RAO is a common complication of transradial access. Maintenance of radial patency should be an integral part of all procedures undertaken through the radial approach. High-dose heparin along with shorter compression times and patent hemostasis is recommended in reducing RAO
