The Reality of Applying The Dimensions of The Quality of Service of Higher Education and its Impact on The Development of Organizational Commitment: A Survey Study of a Sample of The Teaching of the University of Kirkuk
Testified last year\u27s great interest in adopting the dimensions of service quality in educational institutions, which is reflected on their commitment to their organization\u27s commitment to the institution and their direction, hence the study aimed to measure and analyze the impact of the link and relationship between the dimensions of quality of service and of b (tangibility, reliability, responsiveness, safety, and emotional) as independent variables and (organizational commitment) as a dependent variable, as well as the discovery of the amount of variation in the effect of dimensional referred to in the organizational commitment to development among faculty members. I have been using the questionnaire form as a tool to collect study data and to achieve their goals of definition The study variables and the nature of their relationship, was the University of Kirkuk, a field of study.The study found a number of conclusions notably that the dimensions of service quality are linked and affect moral commitment to organizational, and under some proposals that will contribute to draw the attention of the administrative leaders of the colleges surveyed to identify the roles of these dimensions and the search for the most important mechanisms and means to be adopted has offered being an important dimension to the development of organizational commitment of faculty members as the cornerstones of the educational process so it has to be attention to this aspec

The Human Resources Information System and Information Technologies Requirement Case study: a sample of Algerian telecom agencies
We aim through this study mainly to measure the correlation betweeninformation technology and human resources information system through its dimensions.For that we have put a model that shows the relationship between the variables studied(information technology and human resources information system). This study has beenconducted on a sample of 32 agencies of the Algerian east area, depending on surveymethod and discipline to collect and analyze the data by a set of statistical indicators suchCronbach\u27s Alpha, One-Sample Kolmogorov-Smirnov Test, descriptive statistics such(Mean, Std. Deviation, Std. Error Mean) and correlation coefficient for testing thehypotheses, with SPSS V20. The main result of this study is: there is a positive- highcorrelation between information technology dimensions and developing the performanceof human resources information system
The Control on Judicial Judgments of the Court of Auditors
The court of auditors is considered as the supreme supervisory body in charge of full control over state’s public finance. In order to execute its functions, it was provided with two kinds of competencies: administrative and judicial.
The court of auditors is not considered as judicial bodies of general jurisdiction, since it has not been stipulated in the constitution’s chapter on judicial power, but it had been stated in the section on control. Hence, it is regarded as a public entity has jurisdiction i.e. it has the authority to issue judicial judgments in the area of control over public funds. This requires the need for control over it, and enabling stakeholders the possibility to appeal against it before
This control can be arbitrary unless it is equipped with rules and procedures that guarantee its transparency and integrity so as to protect public funds, safeguarding the rights of litigants and embodying the law-based state.

On this basis, the court of auditors’ law has devoted measures of control over its acts and judgments of the court of auditors represented in: review, appeal and apply for cassation; which is regarded as judicial remedies with special features depending upon the judicial nature for the council’s work, on the one hand, and because it doesn’t belong to the judicial power, on the other hand.
 
The Role of knowledge Management in Promoting the Quality of Higher Education from Faculty Members Point of View: Faculty of Economic, Commercial and Management Sciences, Laghouat, Algeria
This study aimed to examine the knowledge management processes (knowledge generation, knowledge storage, knowledge distribution and knowledge application) and show their role in creating and enhancing quality to the professors of economics, trade and science of management at the University of AmmarTeledji in laghouat , In this study I used SPSS program, to test hypotheses by using a combination of statistical methods and we have been reached for a range of outcomes, including: that the knowledge management processes have a role in creating and enhancing quality and this is explained by the coefficient of determination R ², which was equal to: 0.424 indicates that knowledge management processes explains 42.4% of the dependent variable: quality, especially when it comes to the application of knowledge.

The present research paper aims at highlighting the elements of rhetorical formation in the poetic discourse of the Ancient Maghrebian poet Mohamed Eljazairy, where he incorporated the semantic level represented by metaphors, and the phonological level represented by the rhyme, the genus and the geometry of their voices in terms of features of expression and whispering.

De ce fait, nous nous sommes basée dans la construction sur la mémoire qui est stimulée par plusieurs facteurs stimulants en l\u27occurence : des stimulis du moment acruel, catalyseurs sparitaux, sensoriels ainsi que la mémoire de soi.
Ces mécanismes ont tenté de renvoyer le discours romanesque dans son passé sur le plan temporel et vers le futur concernant sa calligraphie.
Ces anachronies s\u27appuient sur deux mécanismes: publicitaires et des provocatios orientalistes en étendant par ça la tendance du romancier en avance en écrit et dans le temps.
Ce qui a fait du diacours rendu le discours nouveau subordonné a des experiences temporelles entre le passé, le présent et le futur.
 
Linguistic Practice across Virtual Space The Arab Identity Crisis
Language is the component of civilization and human history, as well as the basis of culture on the one hand and identity on the other. Today, the Arab world has been invaded by electronics and the extreme popularity of the use of the Internet, especially by young people who have found their way through the virtual world, which is characterized by the fusion of languages and dialects in the expression of events or even in self-expression. Users of communication technologies must therefore find a simple language or language that is compatible with the characteristics of this new world and the nature of dialogue, through its electronic media. This allows for the emergence of so-called hybrid language that employs words that combine two languages or Arabic words written in Latin letters or numbers. This has shown several problems that are evident in all areas of our lives
Modern methods in evaluating the teaching performance of the university professor between the hoped and the reality of implementation in Algeria.
The importance of evaluating job performance is increased by increasing awareness of what it can offer for planning, organizing, training, and recruitment in any administrative organization or educational institution. Where it is considered one of the most important activities and processes related to human resources management, but it still does not receive enough attention. There is considerable controversy and doubt, especially the evaluation of academic performance of faculty members in general, and teaching performance in particular, we find it mostly personal and according to individual jurisprudence and is still far from objective orthodontic treatments to detect and address deficiencies, in addition to many complaints from students about poor teaching performance of some faculty members, some of whom have left their lectures, or performed in a formal manner that does not take into account what should be the effective teaching performance. Accordingly, this study examines the possibility of adopting and applying modern methods in evaluating the teaching performance of the university professor in Algeria
A Dynamic Model For Analyzing The Dialectical Relationship Between Public Expenditure and Unemployment Rates
This paper examines the dialectical relationship between government expenditure andunemployment rates in six Arab countries: Egypt, Jordan, Algeria, Morocco, Tunisia and Sudanduring the period 1990 – 2018. The researcher built three dynamic models. The first is a simplemodel included the government expenditures as independent variable and unemployment rates asdependent variable, the second model included government expenditure, exchange rates, inflationrates and domestic investment as independent variables and Unemployment rate as dependentvariable and the third model included the gross domestic product in addition to the variables in thesecond model. Database was built as a panel data and using Dynamic Panel-data Estimation(GMM) to analysis the data. The results showed a weak inverse relationship between governmentexpenditure and unemployment rates in the first and second models, while the positive correlationin the third model. The study recommended that this expenditure should be diversified from currentand military expenditure to the industrial, agricultural and service sectors, which can accommodatea large number of the unemployed in the country
