    In the wake of the COVID-19 crisis, a renewed global focus on standards of public health and biomedical research has laid bare problems of critical importance: how can governments best support their research infrastructure, and to what extent is international cooperation crucial to these systems? This essay explores the above questions by positing the German state as a case study for examining the interrelationships among scientific innovation, public health, and government intervention. The extent of this intervention is analyzed with the aid of data regarding German federal expenditures on research and development, as well as an overview of major public research institutions. The latter half of this essay explores Germany’s participation in global research consortia and the potential implications of this international cooperation for the future of medical research
