No full textThe work of our Human Dignity Roundtable began with the Human Dignity and Integrality of Rights workshop, during the IPA course held in October 1998. In it we had the support of Eduardo Cáceres Valdivia, who he was elected advisor to the board. There we discussed the theme, formulated the objectives, defined the participation criteria and determined responsibilities among the four vicariates of Solidarity of the South Andean in the following way: coordination: Sicuani vicariate, secretariat: Ayaviri vicariate, organization: Julio vicariate, and diffusion: Vicariate of Puno.La labor de nuestra Mesa de Dignidad Humana se inició con la realización del taller Dignidad humana e integralidad de derechos, durante el curso del IPA llevado a cabo en el mes de octubre de 1998. En él contamos con el apoyo de Eduardo Cáceres Valdivia, que fue elegido asesor de la mesa. No full textLas propuestas del Ministerio de Educación, las inquietudes de amplios sectores de la sociedad civil y las peculiaridades de la realidad educativa en el altiplano nos animan a preguntarnos: ¿educar en el altiplano?, ¿para qué?, ¿cómo responder a los retos que plantea la educación aquí en el altiplano del Perú?, ¿cómo hacer efectiva y eficiente la educación en condiciones tan adversas? En primer lugar, es necesario pensar en el presente y el futuro de la educación de los adolescentes y jóvenes puneños, intentar imaginar qué paradigma educativo es preciso construir y cómo llevarlo a cabo.The proposals of the Ministry of Education, the concerns of broad sectors of civil society and the peculiarities of the educational reality in the highlands encourage us to ask ourselves: educate in the highlands? Why? How to respond to the challenges that raises education here in the highlands of Peru? How to make education effective and efficient in such adverse conditions? No full textSi revisamos la historia de la educación en Puno, encontraremos fácilmente un valioso conjunto de ideas y experiencias iluminadoras que probablemente no tienen igual en otros departamentos del país. A comienzos del siglo, Puno fue un agitado escenario de la lucha de los campesinos por la escuela, que no era aceptada por el gamonalismo que imperaba entonces. Manuel Camacho Alka y su modesta escuela de Jutawilaya, en Platería, puede ser considerado una figura símbolo de esta lucha.If we review the history of education in Puno, we will easily find a valuable set of enlightening ideas and experiences that are probably unmatched in other departments of the country. At the beginning of the century, Puno was a hectic scene of the struggle of the peasants for the school, which was not accepted by the gamonalismo that prevailed then. No full textSe estima que, a la llegada de los españoles, la población del altiplano era de un millón de personas, es decir, aproximadamente la misma que hoy. La diferencia es que en esa época los problemas básicos de empleo, disponibilidad y acceso a la alimentación estaban esencialmente cubiertos. El proceso histórico de este espacio, luego de miles de años de desarrollo autónomo, estuvo marcado por el abandono y gradual destrucción de conocimientos y tecnologías forjadas para responder a sus particulares retos, significó el desplazamiento y marginación de las especies agrícolas y pecuarias nativas y la deforestación del altiplano, llevando a agudizar su adversidad climática.It is estimated that, at the arrival of the Spaniards, the population of the plateau was one million people, that is, approximately the same as today. La tierra en Puno ¿un problema sin salida?
No full textA poco tiempo de empezar el nuevo milenio, los problemas derivados del aprovechamiento y la distribución de la tierra en el departamento de Puno, ubicado en la sierra sur del Perú, parecen no tener solución. En las páginas que siguen intentaremos dar una mirada de conjunto a la problemática que afecta a esta vasta y hermoso región del altiplano peruano; hermosa, pero también poco propicia para el desarrollo de la agricultura y de las propia vida humana. Como muchos de los problemas más complejos que afectan a la sociedad, la realidad de Puno no puede entenderse sin mirar a su historia, plena de detalles en el caso de la tierra, especialmente a todo lo largo de este siglo.Shortly after the beginning of the new millennium, the problems derived from the use and distribution of land in the department of Puno, located in the southern highlands of Peru, seem to have no solution. In the pages that follow we will try to give an overview of the problems that affect this vast and beautiful region of the Peruvian highlands; beautiful, but also not conducive to the development of agriculture and human life itself. No full textCuando el presidente de la Corporación de Desarrollo de Puno, un ingeniero original de Lampa, escuchó decir a su secretaria que el obispo de la diócesis y el director de Radio Onda Azul querían hablar con él, se apresuró a terminar con el despacho. Mientras firmaba apresurado, imaginó el tema del que hablarían, repasó una explicación y, minutos después, sus sospechas fueron ratificadas. El obispo de la diócesis de Puno habló con su peculiar estilo: pausado, sin fijar la vista en los ojos de su interlocutor, tono bajo, casi murmurando, como quien no quiere hablar del tema.When the president of the Puno Development Corporation, an engineer originally from Lampa, heard his secretary say that the bishop of the diocese and the director of Radio Onda Azul wanted to talk to him, he rushed to finish the office. No full textA retrospective look at the life and writings of the great Peruvian and Puno thinker Emilio Romero (1899-1994), whose centenary we celebrate this last year of the century and millennium, gives the opportunity to remember one of the great figures of one of the peak moments of the intellectual life of the country and the Puno region. Romero, like others of his generation, in which intellectuals such as José Carlos Mariátegui, José Antonio Encimas and Luis Valcárcel stood out, marked a current of thought of clear concern for the drama of a country in formation and in constant search for solutions and alternatives.Una mirada retrospectiva en torno a la vida y los escritos del gran pensador peruano y puneño Emilio Romero (1899-1994), cuyo centenario celebramos este último año del siglo y milenio, da la oportunidad de recordar a una de las grandes figuras de uno de los momentos cumbres de la vida intelectual del país y de la región Puno.
