    Legal Innovation in Environmental Policy: Lessons from the U.S. Climate Experience in Comparison with Central Asia

    Climate change is not only an environmental issue—it is a legal one. Around the world, governments are reshaping legal systems to respond to complex climate challenges. This article explores how legal innovation in the United States has developed in response to climate change, with a particular focus on public participation, decentralization, and resilience planning. Drawing from the perspective of an international law student, it compares the U.S. model with legal approaches emerging in Central Asia, including Kazakhstan, Uzbekistan, and Kyrgyzstan. While Central Asian states have made substantial progress in national climate commitments, they often rely on centralized frameworks and administrative planning, with limited space for legal experimentation or public engagement. The article does not seek to critique either system but offers reflections on how future legal frameworks—particularly in rapidly developing regions—may benefit from blending structure with flexibility, and ambition with local empowerment

    The article discusses the challenges of teaching history in schools and madrasas of Turkestan in the late 19th and early 20th centuries, focusing on the subjects and books taught, particularly the instruction of history. Based on an analysis of sources and literature, the authors suggest that history was not taught as a separate academic subject in traditional religious schools and madrasas. It is noted that history was first studied as a distinct subject in educational institutions established by the Russian colonial authorities in Turkestan.     Children From Multilingual Families: A Global Perspective With Insights From Uzbekistan.

    As globalization accelerates, an increasing number of children grow up in multilingual environments, acquiring two or more languages simultaneously. While multilingualism enhances cognitive flexibility and adaptability, it may also pose challenges for speech development. Some multilingual children experience articulation difficulties, expressive language delays, or phonetic interference, raising concerns about the impact of early exposure to multiple languages on speech acquisition. This study examines the most common speech disorders in multilingual children based on the ICD-10 (International classification of diseases-10 Publication 2023 ) and explores findings from longitudinal studies conducted in Canada, the U.S., Singapore, Switzerland, and Uzbekistan. Additionally, it evaluates global intervention strategies used to support speech development in multilingual children. The research highlights the need for multilingualspecific speech assessments, particularly in Uzbekistan, where early English and Russian language instruction is growing. Findings suggest that while multilingual children may experience temporary speech delays, these are often due to language interference rather than developmental disorders. The study emphasizes the importance of tailored speech therapy approaches to prevent misdiagnosis and ensure optimal language development
