This article highlights the socio-philosophical significance of leisure culture in the process of improving the spirituality of youth. It analyzes the ways of achieving personal perfection through meaningful leisure, the formation of a healthy lifestyle, the development of aesthetic taste and spiritual values. The article interprets leisure culture as an important factor in increasing a person's mental stability, positive motivation, and creative potential. This article provides a comparative academic examination of the positive pedagogical effects of adopting the competency-based approach (CBA) for the advancement of listening and speaking skills in philological programs in South Korea and Finland. Both national systems possess distinct educational traditions yet share a commitment to aligning language education with global communicative demands. Drawing upon curriculum analyses, policy documents, and extant empirical studies, this investigation identifies core advantages associated with CBA implementation, including strengthened communicative competence, heightened learner autonomy, enhanced authenticity of instructional tasks, and more robust assessment frameworks. The analysis concludes that CBA contributes significantly to the professionalization of philological training by cultivating transferable communicative abilities essential for multilingual academic and occupational contexts
“The Koshtepa Canal and its Impact on Central Asia’s Water Security”
This is an International Relations policy-research article analyzing the hydropolitical implications of Afghanistan’s Koshtepa Canal for Central Asia’s regional water security and cooperative governance. The construction of Afghanistan’s 280-kilometer Koshtepa Canal represents a turning point in Central Asia’s hydropolitics. Drawing on principles from the 1997 UN Convention on the Non-Navigational Uses of International Watercourses and regional water-sharing regimes, this article analyzes the canal’s implications for water security in the Amu Darya basin. While the project seeks to alleviate Afghanistan’s agricultural deprivation, it risks intensifying scarcity in downstream Uzbekistan and Turkmenistan. The paper argues that effective cooperative mechanisms rooted in equitable utilization, the no-harm rule and joint monitoring are essential to transform potential conflict into hydro-diplomatic engagemen
