Adopting a view of public and general conditions apart from personal opinion , the author aims to study the diseases of bodies politic with the disinterestedness of a physiologist. Like the Roman god Janus who looked to both the past and the future , the work's purpose is to look at the past and future to warn of impending evils, asserting that a race can benefit its future by learning from its own past and the experience of others, or else a better race will be welcomed in its place. While its results are more aligned with Individualism, the book also attempts to trace the limits of a Collectivism that may not involve deleterious consequences.
