Get PDFIm Rahmen der Integrationsmassnahmen des Bundes für Personen aus dem Asylbereich hat das Staatssekretariat für Migration (SEM) im Jahr 2018 zusammen mit 17 Kantonen ein Pilotprogramm zur frühzeitigen Sprachförderung von Asylsuchenden lanciert. Dieses hat vielerorts einen wichtigen Impuls für eine rasch einsetzende Sprachförderung gegeben. Praktisch alle befragten Fachpersonen und Geflüchteten schätzen das Angebot und sind der Ansicht, dass Geflüchtete dadurch besser auf die kommenden Integrationsschritte vorbereitet sind. Ferner liefern die Resultate Hinweise auf Verbesserungsmöglichkeiten
Sustainability, Circular Economy and Consumer Law in Switzerland
No full textSwitzerland, the EU and its Members States have all recognized the 17 United Nations Sustainable Goals. Goal 12 is to ensure sustainable consumption and production patterns. The pursuit of this objective offers new opportunities for analysis and development in contract law, consumer law and in the field of unfair commercial practices. However, although some changes are underway these areas often remain viewed through the traditional lens of protecting the economic interests of consumers as a weaker party zur Fussnote 5, without usually taking environmental considerations into account. In light of the ongoing climate crisis , the need (i) to concretely protect the environment (ii) to put in place environmentally sustainable consumption patterns as well as (iii) to adopt a more circular economy are pressing. To reach these goals, observers note that solutions can no longer be confined to national consumer laws but international cooperation in this area is needed. As a country located in the centre of Europe, the European Green Deal (December 2019), the New Circular Economy Action Plan (March 2020) and further developments based on these initiatives are also of great practical importance for Switzerland.
This paper assesses Swiss consumer law from the perspective of environmental sustainability and the circular economy. The objective is to present the general state of the law in this respect, considering important achievements and ongoing developments at the European level. Placing regimes of mobilities beyond state-centred perspectives and international mobility: the case of marketplaces
Get PDFScholars have scrutinized the state-centered and sedentarist foundations of social sciences that pitch ‘mobilities’ against ‘places’ by arguing that places and mobilities always co-constitute each other. Contributing to this debate, this article deploys the concept of ‘regimes of mobilities’ to study how mobilities are not only ‘placed’, but also entangled in, and shaped by, different power systems. By regimes of mobilities we understand all the mechanisms that differentiate mobilities into categories and hierarchies. This article argues that linking the concept of regimes of mobilities to the study of places can help illuminate how the ordering and differentiation of diverse forms of mobilities play out in the everyday realities of particular places. We empirically demonstrate this argument through the study of outdoor markets in three European countries: the United Kingdom, Switzerland and the Netherlands. We delineate different regimes of mobilities that together shape both access to, and the production of, markets. We conclude that the concept of regimes of mobilities helps to identify this intersection of multiple systems of rules, regulations and norms. From Collective Centres to Private Accommodation: Housing Trajectories of Asylum Migrants in Switzerland
Get PDFThe housing situation of refugees and asylum seekers has recently attracted political attention due to the shortage of appropriate accommodation and the increased use of underground bunkers as a temporary solution. Asylum migrants encounter many obstacles in accessing the private sector of the housing market; thus, local authorities play an active role in shaping opportunities for social inclusion. Using the Swiss population register (2012-2019) for complete cohorts of asylum migrants, this study analyses the transitions from collective (communal) centres to private housing from the deposition of an asylum claim and during the first eight years in the country. Cox models for interval-censored data show the association between individual and contextual factors and the speed of access to private housing. Despite the quasi-autonomous management of refugee housing by region (cantons), priority rules regarding access to private housing were found to apply across the country. When choosing between different profiles, women, older asylum migrants, married individuals, and members of larger national groups are favoured in obtaining access to private housing. Nevertheless, the time spent in collective centres largely depends on the region to which a claimant is assigned, pointing to the minimal agency asylum migrants have during their first years of residence. Focusing on the early stages of the residential trajectory of asylum migrants this study provides insights into the logistics of housing attribution and different rationales governing these procedures
