Four judgments were issued, the International Court of Justice ruled on four applications for provisional measures, and numerous hearings were conducted. The judgments were very different in scope and subject matter: law of international watercourses was at the heart of Chile v. Colombia, interpretation of treaties in Iran v. United States, the “Monetary Gold” principle in Guyana v. Venezuela, and the existence of customary international law in Nicaragua v. Colombia
Faire de Verviers un film : penser la mise en mémoire du passé dans une ancienne ville textile à partir de l’ethnographie visuelle de deux collections d’anciens objets industriels
No full textThèse de doctorat, Université de Neuchâtel, Faculté des lettres et sciences humaines, Institut d'ethnologie - TH 3113En octobre 2014, je me suis rendu au consulat de Belgique à Berne pour y confirmer ma nationalité belge. Dès ce moment, j’ai éprouvé le désir de réaliser un film documentaire sur la ville de Verviers. M’intéressant à la manière dont le passé industriel imprègne la ville et son présent, j’ai entrepris l’ethnographie de deux collections d’objets issus de ce passé : la collection de machines textiles de la ville de Verviers stockée dans la réserve du Solvent où viennent travailler un groupe d’hommes retraités et une collection d’anciennes navettes de métiers à tisser constituée par mes soins en arpentant les brocantes de la ville.
Cette thèse mobilise les champs de recherche de l’anthropologie visuelle, l’anthropologie de la mémoire, les études sur la culture matérielle et la socio-anthropologie du patrimoine pour penser les différentes mises en récit du passé industriel à Verviers. Elle prend la réalisation du film ethnographique long-métrage La place des choses comme point de départ pour penser la manière dont les personnes que j’ai filmées utilisent les objets pour raconter le passé et comment moi, en tant qu’ethnologue-cinéaste, j’ai pu me saisir des images produites pour monter un film.
La pratique de l’observational cinema tel que théorisé par Colin Young et popularisé par le couple David et Judith MacDougall m’a permis de révéler les dimensions sensibles, matérielles et sensorielles des processus patrimoniaux. Les images tournées dans la réserve du Solvent encouragent à penser la fabrique des lieux de mémoire non pas uniquement de manière discursive, mais comme une opération pratique qui permet aux hommes qui s’y rendent de revivre le souvenir du travail disparu. Par ailleurs, la collecte d’anciennes navettes de métiers à tisser fut pensée comme un dispositif créatif qui permettrait de déconstruire le récit dominant de l’âge d’or industriel. Les témoignages enregistrés auprès des vendeuses et des vendeurs au moment où elles/ils se séparaient des objets m’ont amené à considérer la mémoire collective comme un ensemble de récits polymorphes inscrits dans le temps, fait autant de souvenirs précis que de trous de mémoire.
Loin de représenter un temps aujourd’hui disparu, le film issu de cette recherche donne à voir les processus mémoriels et patrimoniaux contemporains qui ont lieu dans la ville de Verviers plus de soixante ans après les premières fermetures d’usines. Il rend compte des processus d’attachements et de détachements des personnes aux objets et au passé. La thèse, construite de manière multimodale, revient sur les différents choix théoriques, esthétiques et méthodologiques opérés dans ce travail pour tenter de faire de Verviers un film.Abstract
Making a film of Verviers: Reflecting on the heritagization of industrial past in a former textile town, through the visual ethnography of two collections of old industrial objects.
In October 2014, I went to the Belgian consulate in Bern to confirm my Belgian nationality. From that moment on, I felt the desire to spend time in the former textile city of Verviers to shoot a feature-length documentary film. I was interested in how the industrial past of the town permeates its present. In order to do so, I undertook the ethnography of two collections of objects from this past: first, the city of Verviers’ collection of textile machines, stored in the “Solvent’s reserve” and taken up by a group of retired men; second, a collection of old weaving shuttles that I made by frequenting the city’s flea markets.
This thesis draws on the fields of visual anthropology, the anthropology of memory, material culture studies and critical heritage studies to explore the different ways the industrial past is narrated in Verviers. I take the making of the ethnographic film La place des choses/Where Things go as a starting point to discuss how the people I filmed used objects to tell the past, and how I, as an anthropologist and filmmaker, was able to use these images to make a film.
Using the methodology of observational cinema, as theorized by Colin Young and popularized by David and Judith MacDougall, I reveal the sensitive, material and sensory dimensions of heritagization. The images shot in the “Solvent’s reserve” lead the audience to think of the creation of “lieux de mémoire” not only in discursive terms, but as a practical operation that enables people to relive the work that has disappeared, while the collection of old weaving shuttles, conceived as a creative research device, deconstructs the dominant narrative of the “industrial golden age”. The testimonies, I recorded with the flea market sales-men and women as they part with these objects led me to consider collective memory as a set of polymorphous narratives, made up, both of exacts memories and of gaps in memory.
Rather than reconstructing a time that has now disappeared, the film resulting from this research shows the contemporary processes of memory and heritagization taking place in Verviers, sixty years after the first factory closures. La place des choses/Where Things go shows how people become attached to and detached from objects and the past. The dissertation, which is constructed in a multimodal way, looks at the different theoretical, aesthetic, and methodological layers that I used to turn Verviers into a film

Get PDFIn their paper, Sergio Salvatore and his colleagues propose a new theoretical model of meaning-making, the Affective Pertinentization Model (APER) [12]. APER designates a person’s constant and permanent affective multimodal, physiologically anchored, response to their changing environment. According to the model, this body-mind affective field is the ground for sense-making, and thus guides – enables and constraints – thinking and reasoning. APER can be described along a series of dimensions still to be defined, which then become also the dimensionality of sense-making. These affects emerge through ontogenesis as the person interacts with their environment; more basic affects may remain the kernel of more complex and differentiated ones, and they are shaped by lrager contextual meaning-dynamics, such as the political atmosphere within a country. Isoperimetry is All We Need: Langevin Posterior Sampling for RL
No full textIn Reinforcement Learning theory, we often assume restrictive assumptions, like linearity and RKHS structure on the model, or Gaussianity and log-concavity of the posteriors over models, to design an algorithm with provably sublinear regret. In this paper, we study whether we can design efficient low-regret RL algorithms for any isoperimetric distribution, which includes and extends the standard setups in the literature. Specifically, we show that the well-known PSRL (Posterior Sampling-based RL) algorithm yields sublinear regret if the posterior distributions satisfy the Log-Sobolev Inequality (LSI), which is a form of isoperimetry. Further, for the cases where we cannot compute or sample from an exact posterior, we propose a Langevin sampling-based algorithm design scheme, namely LaPSRL. We show that LaPSRL also achieves sublinear regret if the posteriors only satisfy LSI. Finally, we deploy a version of LaPSRL with a Langevin sampling algorithms, SARAH-LD. We numerically demonstrate their performances in different bandit and MDP environments. Experimental results validate the generality of LaPSRL across environments and its competetive performance with respect to the baselines

The Swiss Paradox: Between Criminal Leniency and the Criminalization of Immigration
Get PDFAu début des années 1980, les étranger·ère·s représentaient 30% des personnes détenues en Suisse. En 2020, ils et elles représentent plus de 70% d’entre elles. En 40 ans, le ratio entre nationaux·ales et étranger·ère·s dans les prisons suisses s’est littéralement inversé. À travers une analyse statistique des données pénales, cet article discute les causes de ce basculement et montre l’impact significatif de la criminalisation de l’immigration dite « indésirable » sur la composition de la population carcérale. Les résultats soutiennent l’idée que le contrôle de l’immigration est devenu l’une des fonctions majeures des prisons suisses et soulignent l’implicite racial qui sous-tend une telle politique de « crimmigration ».tru
