Stable isotopes from herbarium specimens reveal physiological responses of plants to global change

Investigating the impacts of global environmental change on plants remains a challenge. Experiments that scale from leaf to ecosystem have provided important insights into the ways plants and ecosystems respond to changing environmental drivers. Yet, experiments are often short-lived and can not realistically simulate long-term environmental changes. Monitoring programs and historical observations are thus valuable alternatives for studying the impact of environmental change on plants. These are, however, unfortunately rare and often poorly suited to identify the mechanistic and physiological basis by which changes in the environment impact plant life. Analyses of biological collections and in particular herbarium materials could be a valuable complementary approach that allows assessing functional responses of plants to global environmental change

EU Sanctions Policy Vis-à-Vis Russia: A Case of Normative Power?

This research piece investigates the role of norms in European Union (EU) sanctions policy towards Russia in the context of the Russia Ukraine War. It aims to answer the research question of the extent to which the EU’s foreign policy in this particular case can be interpreted as having normative power. As an analytical lens, the Normative Power Europe (NPE) framework is used. In order to tackle the question, this study deploys an interdisciplinary approach drawing from EU law and social sciences. It combines EU legislation and case law of the European Court of Justice on the one hand, with a qualitative content analysis of official EU press releases on the other. The first part of the analysis focuses on the doctrinal legal analysis of the relevant EU law in order to account for the normative-legal basis and legitimacy of EU autonomous sanctions. The second part investigates if the EU in this particular case is guided by international norms (milieu goals) or economic interests (possession goals) and which foreign policy instruments it uses to pursue its objectives. The study finds that the EU is committed to its normative identity. This research piece investigates the role of norms in European Union (EU) sanctions policy towards Russia in the context of the Russia Ukraine War. Full text link
This Working Paper presents international case studies of legal frameworks addressing conflicts of interest and highlights common challenges, opportunities and lessons for practitioners and other interested stakeholders. The report covers three contexts: two national (South Korea, Brazil) and one supranational (the European Union).  The analysis is based on the international standards in the 2020 guide Preventing and Managing Conflicts of Interest in the Public Sector, produced by the World Bank Group, OECD and UNODC at the request of the G20 Anticorruption Working Group.  The Working Paper is published in the context of the USAID Indonesia Integrity Initiative (INTEGRITAS) project, which supports the Government of Indonesia in preventing corruption via enhancing civic engagement and strengthening integrity in the public and private sectors. The case studies and analysis will be of value to anyone interested in drafting, revising or monitoring conflict of interest legislation in any context.&nbsp

Pourquoi
