Can the concept of “lean management” be applied to academic recruitment? – a quasi-theoretical discourse

    Get PDF
This paper seeks to emphasise the need to re-evaluate university teacher recruitment processes. The implementation of lean processes helps to improve organisational practices; in the case of universityrecruitment, however, organisational processes have remained unchanged for decades. Although there is atraditional justification for having academic recruitment as a rigorous and complex process (as a practicedmethod by which to identify the most suitable applicants), the increase of competition across the sector, andthe internet revolution, has rendered these older methods partially ineffective. The author argues thatrecruitment systems and practices need reviewing to overhaul inefficacious elements

A distinguishing feature of the democratic decentralisation process inKerala, following the 73rd and 74th Constitutional Amendments, is theeconomic role assigned to Local Self Government Institutions (LSGIs).The envisaged devolution of 35 per cent to 40 per cent of the State planfund to LSGIs was expected to be supplemented with household savingsand to be channelised into production to revive the stagnant productivesector of the economy. The present study maps out the experiences oftwo Gram Panchayats in their intervention in the manufacturing sector. Acomparative analysis of the mode of intervention of two neighbouring GramPanchayats in Kerala revealed that commodity characteristics supplementedwith organisational skills played a pivotal role in influencing the outcomeof the intervention of LSGIs in the production sector. However, eitherfrom the State level or from District Planning Committees (DPCs), therewere little efforts made until now to scientifically draw a road map on thetype of commodities in which LSGIs could effectively intervene. It issuggested that the DPCs in every district should guide the LSGIs to identifythe feasible areas of interventions in the productive sector for an effectiveimplementation of democratic decentralisation

This article reviews a few important dimensions relating to socialcontrol on higher education. Social control on higher education hasto be studied in relation to social functions of and society’s responsibilityfor higher education. Presently all the three aspects are under jeopardy.Social control also includes control by not only the state, but also severalother actors. The state which is ideally expected to play a very significantrole in the development of higher education is unwilling to do so; incontrast, the market the entry of which into the arena of education iswelcomed not by all, is very eager to take complete control of highereducation; and the rest of the society has been a helpless onlookeronly. In this overall context, it is critical that the public-good nature ofhigher education is resurrected, so that higher education helps increating and building ‘social pressures’ for normative modes of socialcontrol of higher educatio

Gandhiji’s Idea and the Grassroots Reality of the Panchayats: A Study of Two Districts of West Bengal, India

    Get PDF
Gandhiji believed that India lives in her villages. He felt that each village has to endure democratic practice to establish real democracy in the country. Gandhiji was the main architect of decentralisation through panchayats, and believed in complete Swaraj of villages. He was against the centralised planning process. However, the draftsmen of the Indian constitution were doubtful about the self-rule of the villages, as in their opinion villagers lived largely in the world of ignorance and illiteracy. Therefore, contrary to Gandhiji’s view of Gram Swaraj, panchayat institutions were placed in the non-justifiable part of the constitution. Throughout the planning process, it was largely realised that a decentralised planning process s s s s through steady Panchayat Raj can resolve the problem of deprivation of the villages. Thus in 1993, according to the 73rd amendment to the constitution, panchayats were recognised as the third tier of the federal structure and were entrusted with the authority of self-rule. Against this background, the present study tries to show how the self-authoritarian power of the panchayats has been hindered and the scope of decentralised planning became distorted
