    Abstract The objective of this research is to analyze the spatial integration of tilapia market between producer and consumer cities in the South Borneo. The analysis method used two models namely ADL (Auto regressive Distributed Lag) and ECM (Error Correction Model). The result of analysis showed that the price of tilapia within producer cities had been integrated so the price moved simultaneously both in short term and long term. The price between producer cities and some consumer cities had been integrated and the price moved simultaneously both in short term and long term, meanwhile tilapia price between producer cities and other consumer cities outside area mentioned above were co-integrated. It meant that the price moved simultaneously in long term but not in the short term. Key words : tilapia, spatial integration, price, producer cities, consumer cities

    The Impact of Local Government Proliferation on the Performance of Public Service Delivery (Case Study of Indonesia Central Region: Kalimantan and Sulawesi)

    The phenomena of local government proliferation at provincial and district levels in Indonesia have also taken place in Kalimantan and Sulawesi since1999. Even though perceived as people’s aspiration, the proliferation results in welfare are questionable. This could happen when proliferation is due to a degradation of regional capacity in managing development. This research is focused on basic service rate in health and education. It is aimed at analyzing the impact of local government proliferation on basic service capacity and comparing the conditions in Kalimantan and Sulawesi Regions. To achieve that purpose, the author used descriptive analysis through assessing proxy variables for basic health and education service capacity indicators by utilizing Village Potency Data of 2000 – 2008, BPS, Indonesia. All indicators are measured in Ratio Value. After disclosing the performances in each district group of Kalimantan and Sulawesi then the author performed comparative analysis to the group using statistical t-test of two means comparison. The result shows that in general there is no significant divergence in service capacity performance from one to another district in Kalimantan and Sulawesi, except in some certain services. Education service capacity in newly-established districts, origin districts, and other districts are all in the suitable range of quantity standard. However, health service capacity of those three district groups is still below “the 2010 Indonesian Healthy Standard”. Newly-established districts of proliferation in Kalimantan and Sulawesi are all similar in performance. There is a slight difference in health and eduation performance between Newly-established districts in Kalimantan and Sulawesi,nevertheless, the divergence is rejected statistically. Eventually, proliferation taking place in different regions, i.e. Kalimantan and Sulawesi, is not due to performance differentiation.     Nonlinear Behaviour of Toroidal Shells of In-Plane and Out-of-Plane Oval Cross Sections under Internal Pressure

    Toroidal shells as pressure vessel have been used as LPG storage tanks for passenger cars. Current practice places the toroidal LPG tank on the position of spare wheel of a passenger car. In addition to its easy in installation on a car, toroidal tanks have higher limit pressure than an equivalent cylindrical tanks for certain values of radius ratio. In practice, designer has to decide whether choosing circular or oval cross-section. Oval cross-section can be chosen either in-plane or out-ofplane oval. In-plane oval cross section has major axis from extrados to intrados, whereas, out-ofplane oval has major axis of cross-section from crown to crown. This paper reports a finite element study of the nonlinear behaviour of in-plane and out-of-plane oval toroidal shell under internal pressure. The ANSYS shell element has been used in finite element modeling. The material properties were assumed to be elastic-perfectly plastic. Limit pressure was obtained via the wellknown Newton-Raphson algorithm for nonlinear analysis. Radial displacement of nodes in the position of extrados, 450 from extrados, crown, 1350 from extrados, and intrados were reviewed. The results show that the load – displacement relation is linear for toroidal circular both in elastic and plastic state indicated the membrane dominant behavior. Very significant nonlinearity occurs for both in-plane and out-of-plane oval cross-section, believe to be due to shell bending. The overall results show that toroidal shells of circular cross-section have higher limit pressure than those of oval cross-section. Volume expansion of toroidal shell of circular cross-section due to internal pressure dominated by membrane behavior, while for oval cross-section, bending behavior contributes. It is interesting to note that limit pressure of toroidal shell having out-of-plane oval cross-section is higher than those of in-plane oval.
