No full textFormation of the state budget in two foreshortenings - as financial plan and as act is differentiated. The author calculates the moment when the project of the state budget becomes a bill about the state budget. It is covered, as process of formation passes through all stages of drawing up of the state budget; it is offered to distribute process of formation of the state budget on independent stages with the purpose of improvement prediction and organizational work on it.Розмежовано формування державного бюджету в двох ракурсах – як фінансового плану та як законодавчого акту. Автором вирахуваний момент, коли проект державного бюджету стає проектом закону про державний бюджет. Висвітлено, як процес формування проходить через всі стадії складання державного бюджету; запропоновано розподілити процес формування державного бюджету на самостійні етапи з метою покращення прогнозної та організаційної роботи над ним
