FISCAL DECENTRALIZATION IN KAZAKHSTAN AND THE IMPACT ON ECONOMIC GROWTH
Abstract. This article proposes a method for assessing the effects of fiscal decentralization on economic development. The relationship between the proper level of fiscal decentralization and economic growth for 17 regions and cities of republican significance in Kazakhstan from 2010 to 2020 was evaluated using panel data. Panel cointegration and dynamic ordinary least squares (DOLS) results suggest that fiscal decentralization has a negative and significant impact on gross regional product. The study found that both income and expenditure decentralization have a negative impact on economic growth, and that further fiscal decentralization currently has a negative impact on gross regional product (GRP) growth. Given the premise that fiscal decentralization usually promotes local economic progress, this consistently significant and powerful result of our empirical analysis is surprising
MapReduce Solutions Classification by Their Implementation
Distributed Systems are widely used in industrial projects and scientific research. The Apache Hadoop environment, which works on the MapReduce paradigm, lost popularity because new, modern tools were developed. For example, Apache Spark is preferred in some cases since it uses RAM resources to hold intermediate calculations; therefore, it works faster and is easier to use. In order to take full advantage of it, users must think about the MapReduce concept. In this paper, a usual solution and MapReduce solution of ten problems were compared by their pseudocodes and categorized into five groups. According to these groups’ descriptions and pseudocodes, readers can get a concept of MapReduce without taking specific courses. This paper proposes a five-category classification methodology to help distributed-system users learn the MapReduce paradigm fast. The proposed methodology is illustrated with ten tasks. Furthermore, statistical analysis is carried out to test if the proposed classification methodology affects learner performance. The results of this study indicate that the proposed model outperforms the traditional approach with statistical significance, as evidenced by a p-value of less than 0.05. The policy implication is that educational institutions and organizations could adopt the proposed classification methodology to help learners and employees acquire the necessary knowledge and skills to use distributed systems effectively
Improvement of project management processes to ease strategy execution in metallurgical company
This thesis project aims to improve project management processes to facilitate strategy implementation in the case of a metallurgical company , a technology company based in Kazakhstan. The goal of the project is to identify weaknesses in existing project management processes and propose improvements to create a more structured and effective management approach. The project includes an analysis of current project management processes, as well as a survey among the company's employees. Based on the findings, the proposed improvements include the introduction of a more robust management system for efficiency and goal achievement.The thesis was implemented over several months and it was found to have beneficial effects on the organization from the project increasing the efficiency of the project and providing greater transparency and control over project activities.Overall, this thesis demonstrates the importance of effective project management in achieving organizational goals and highlights the benefits of investing in the skills and capabilities of project managers. The project provides valuable information about the process of improving project management processes to facilitate strategy implementation, which may be useful to other organizations seeking to expand their project management capabilities
ИСТОРИЯ СТАНОВЛЕНИЯ И БУДУЩЕЕ ПРАВА НА ДОСТУП К ИНТЕРНЕТУ
Аннотация. Необходимость признания права на доступ к сети Интернет на сегодняшний день является крайне актуальной, поскольку данная проблема сочетает в себе совокупность факторов, являющихся подтверждением важности отнесения доступа к сети Интернет к самостоятельным и неотъемлемым правам человека. На протяжении десятилетий информационно-коммуникационные технологии влияют на формирование общества, мировую экономику и другие сферы человеческой деятельности. Несмотря на то, что право человека на доступ к сети Интернет является крайне актуальным на сегодняшний день никаких конкретных мер по его реализации не предпринято по сей день, что является проблемой настоящего исследования. Несомненно, в научных кругах ведутся дискуссии, международные организации разработали и внедрили ряд рекомендаций, хартий и руководств по защите права на доступ к сети Интернет, однако, имеющиеся источники лишь носят характер «soft law», не накладывают международно-правовых обязательств на государства и не признают право на доступ к сети Интернет самостоятельным и неотъемлемым правом человека, что так же является проблемой настоящего исследования. Исследование, осуществляемое в рамках настоящей работы, позволит внести существенный вклад в признании доступа к сети Интернет в качестве самостоятельного и неотъемлемого права человека. Автор считает, что комплексное изучение мнений сторонников и противников данного явления позволит прийти к более широкому пониманию того, что является сдерживающим фактором на пути признания данного права в качестве самостоятельного и неотъемлемого права человека. В исследовании представлены доказательства в виде событий, судебной практики, а также мнений авторитетных ученых, занимающихся изучением настоящего вопроса на основе которых автор приходит к выводу о необходимости определения права на доступ к сети Интернет к самостоятельным и фундаментальным правам человека
Ontology for the Internet of Things
This MSc thesis is devoted to the creation of a common ontology for the Internet of things (IoT) in order to clarify the general principles of building the IoT architecture in various industries and assess their variability over time. The paper reviews the literature, including studies, articles and publications related to the architecture and principles of building IoT. A comparative analysis of the most popular IoT platforms was carried out, their common features and differences were identified. Based on a literature review and comparative analysis, a general ontology for IoT has been developed, taking into account various aspects, such as devices, communication protocols, network infrastructure and security. A common ontology allows for a unified and structured approach to the IoT architecture, ensuring compatibility and interoperability between different systems and devices

Functional inequalities on Lie groups and applications
In this thesis we discuss sharp remainder formulae for the cylindrical extensions of the improved Hardy inequalities. For more general p we obtain cylindrical improved L?-Hardy identities for all real-valued functions f € Cg°(R"\{2x' = 0}), while in L? case we have them for any complex-valued function f € Cg°(R"\{z' = 0}). Moreover, we show cylindrical L?-Hardy inequalities for all complex-valued functions f € Cp°(IR"\{a’ = 0}). As applications, we establish Heisenberg-PaulWeyl type uncertainty principles and Caffarelli-Kohn-Nirenberg type inequalities. In particular cases, these inequalities imply new functional inequalities, which are not covered by the classical Caffarelli-Kohn-Nirenberg inequalities. Furthermore, the thesis contains L* and L? identities with logarithmic type functions on the quasi-ball B(0,R) with R > 0. In addition, we also discuss the results in the setting of homogeneous Lie groups
Image Based People Counting System for High Dense crowd
The main objective of crowd counting is to count people in crowd images accurately. Contemporary methodologies use multi-column CNN designs to regress density maps of crowd images in order to operate the scale or perspective shifts which frequently appear in crowd images. Considering advances in technology, low-cost camera surveillance is already widely deployed. They are used for surveillance in important locations like buildings and businesses as well as in common areas like parks, schools, railways, and airports. Typically, the things in question are moving people or moving automobiles. Crowd analysis is essential in safety evaluation and other related domains. But most of the work was done by people up until this point. Automatic assessment of crowds is becoming more and more necessary when there is a lot of photographic equipment because manual approaches may become unreliable or expensive. Population counting is the first aspect of crowd evaluation that may be dealt: with as a computer vision problem. It creates persons in the image using a data image.Such detection-based systems have the drawback that the performance of the detector is strongly impacted by the presence of people in congested areas or large crowds, which reduces the accuracy of the final estimation. People have suggested clustering the trajectories of monitored visual characteristics in order to count. crowds in videos. Various columns’ reception areas respond differently to different. sized people’s bodies.our main objective is to make a system that can count high dense crowds accurately by using images of the people
Automatic tagging of tasks
In the modern era, the widespread application of natural language processing has led to a growing need for automated tagging systems. These tags hold significant importance in people’s lives as they aid in search engine optimization and minimize time wastage. The purpose of this research is to address the challenge of automating the tagging process for algorithmic problems. Specifically, our focus lies in developing a machine learning-based approach for accurately assigning difficulty tags to problem descriptions. While acknowledging the limitations of existing machine learning methods, we consider them as a foundational step for future investigations in this domain. By leveraging advanced techniques in natural language processing and machine learning, this study aims to enhance the efficiency and effectiveness of automated task tagging systems. The outcomes of this research can potentially contribute to the development of improved methods for problem classification, facilitating more efficient information retrieval and task prioritization
