    La fixation des salaires de branche dans les accordsde branche en France

    This paper examines empirically how industry-level wage floors are set in French industry-level wage agreements and how the national minimum wage (NMW) interacts with industry-level wage bargaining. For this, we use a unique dataset containing about 50,000occupation-specific wage floors in 365 French industries over the period 2007-2015. We findthat the NMW has a significant impact on the seasonality and on the timing of the wagebargaining process. Inflation, past sectoral wage increases and real NMW increases are themain drivers of wage floor adjustments; elasticities of wage floors with respect to thesemacro variables are 0.6, 0.4 and 0.2 respectively. Wage floor elasticities to inflation and tothe NMW both decrease along the wage floor distribution but are still positive for all levels ofwage floors.Ce papier examine d'un point de vue empirique comment les salaires de branche sont fixésen France par les accords salariaux de branche et comment le salaire minimum (Smic)interagit avec ce processus de négociation salariale. Pour cela, nous utilisons un jeu dedonnées unique contenant environ 50 000 salaires de branches correspondant aux grillessalariales propres à 365 branches sur la période 2007-2015. Nous trouvons que le Smic aun effet significatif sur la saisonnalité et le calendrier du processus de négociation salariale.L'inflation, les hausses passées du salaire moyen dans la branche et les hausses du Smicréel sont les principaux déterminants des évolutions des salaires de branche : les élasticitésdes salaires de branche par rapport à ces variables macroéconomiques sont respectivementde 0,6, 0,4 et 0,2.     A Paris, les populations du sud-ouest sont plutôt aisées alors que celles du nord-est sont les plus défavorisées. Toutefois, une analyse plus fine à l'intérieur même des grands quartiers fait apparaître des profils socio-démographiques hétérogènes, qui témoignent d'une certaine mixité sociale. Celle-ci a été mesurée et repérée de manière très précise, mettant en évidence cinq profils de quartiers, dont la répartition spatiale fait apparaître une mosaïque sociale caractéristique de Paris. L'un de ces profils de quartiers ne se retrouve en effet que dans la capitale où cohabitent des populations aux revenus très contrastés

    The impact of urban public transportation evidence from the Paris region

    We use the natural experiment provided by the opening and progressive extension of the Regional Express Rail (RER) between 1970 and 2000 in the Paris metropolitan region, and in particular the departure from the original plans due to budget constraints and technical considerations, to identify the causal impact of urban rail transport on firm location, employment and population growth. We apply a difference-in-differences method to a particular subsample, selected to minimize the endogeneity that is routinely found in the evaluation of the effects of transport infrastructure. We find that the RER opening caused a 8.8% rise in employment in the municipalities connected to the network between 1975 and 1990. While we find no effect on overall population growth, our results suggest that the arrival of the RER may have increased competition for land, since high-skilled households were more likely to locate in the vicinity of a RER station

    Pension indexation on prices has mitigated the inflationary effects of population aging onpensions. Indexation on prices, however, has several disadvantages, decorrelating incomeof active and retired employees and bringing uncertainty on the financial balance of thepension system.Following a discussion launched by the Pension Monitoring Committee, this study considersseveral alternative scenarios in which an indexation of pensions to average wages ismodulated by a corrective term to directly manage demographic uncertainty. Using INSEE’smicrosimulation model Destinie, we analyze the long-term consequences of these scenarios,through several indicators : the mass of pensions relative to the mass of wages (financialratio), the average pension relative to the average wage and the net replacement rate ofpeople retiring .As expected, the indexation on average wages significantly reduces the sensitivity of thethree indicators to the economic assumptions. The financial ratios for the various economicscenarios lie within a range of one percentage point. The level reached by the financial ratiodepends on the magnitude of the given demographic correction. The financial ratio woulddecrease by one percentage point with a uniform correction of -1.5 point per year andincrease instead of two points with a correction based on the ratio between active and retiredemployees. The financial contribution between old and new retirees also depends on thechoice of the corrective term.L’indexation des pensions sur les prix a eu pour effet d’atténuer les effets du vieillissement de la population sur la croissance des pensions. Ce mode d’indexation a cependant plusieurs inconvénients, dont celui de désolidariser le revenu des actifs et des retraités et de rendre l’équilibre financier du système de retraite dépendant des aléas économiques.À la suite d’une réflexion lancée par le Comité de suivi des retraites, cette étude envisage plusieurs scénarios alternatifs d’indexation, dans lesquels une indexation des pensions sur le salaire moyen est modulée par un terme correcteur permettant de gérer directement l’aléa démographique. Les conséquences de long terme de ces différents scénarios sont analysées à l’aide du modèle de microsimulation Destinie de l’Insee, à travers plusieurs indicateurs projetés à l’horizon 2060 : masse des pensions rapportée à la masse des salaires (ratio financier), pension moyenne rapportée au salaire moyen et taux de remplacement net des personnes liquidant leur retraite.Comme attendu, l’indexation sur le salaire moyen réduit fortement la sensibilité des trois indicateurs aux hypothèses économiques. La fourchette entre les scénarios économiques pour le ratio financier est de moins d’un point à l’horizon 2060. Le niveau atteint par les indicateurs à l’horizon 2060 dépend pour sa part de l’ampleur de la correction démographique apportée. Le ratio financier diminuerait d’un point avec une correction uniforme de -1,5 point par an, et augmenterait au contraire de deux points avec une correction basée sur le rapport entre effectif de retraités et de cotisants. La répartition de l’effort entre anciens et nouveaux retraités dépend également du choix de ce correcteur

    Modulation of sick leave reimbursement scheme has often been used in attempt to reducehealth-related absenteeism. We study the effects of the presence of a one-day waitingperiod for sick leave. This less generous policy was introduced in the French central civilservice in January 2012 and repealed in January 2014, whereas the private sector was notaffected. We employ a difference-in-differences strategy with individual fixed effects, usingthe French Labour Force Survey. We find that the total prevalence of health-relatedabsences is not affected by the policy.However, its duration distribution is. The prevalence of short-term absences decreases,while the prevalence of long-term absences increases. Decrease in short-term absences ishigher for women, young employees and those working few days per week. Effects are alsoheterogeneous across seasons: the effects on both short- and long-term absences aresignificant in winter and summer, but neither in spring nor in autumn.La modulation du remboursement des congés maladie a souvent été utilisée pour réduire les absences pour raison de santé. Nous étudions les effets de la présence d'un jour de carence pour arrêt maladie. Cette politique moins généreuse a été introduite dans la fonction publique de l'État en France en janvier 2012 et abrogée en janvier 2014, alors que le secteur privé n'a pas été affecté. Nous employons une stratégie de différence de différences avec effets fixes individuels, en utilisant l'enquête Emploi. Nous constatons que cette politique ne modifie pas la prévalence totale des absences pour raison de santé.Elle affecte en revanche la distribution par durée de ces arrêts. La prévalence d'arrêts courts diminue, alors que la prévalence d'arrêts longs augmente. La diminution des absences de courte durée est plus élevée parmi les femmes, les employés jeunes, et ceux travaillant seulement quelques jours par semaine. Les effets sont hétérogènes selon les saisons : les arrêts courts diminuent et les arrêts longs augmentent tant en hiver qu'en été, mais pas au printemps ni à l'automne
