No full textУ доповіді обговорено результати робіт, виконаних в Інституті програмних систем НАН України, з розвитку формальних та інтелектуальних методів автоматизації проєктування програмних систем, які сьогодні широко використовують у галузі безпеки та оборони, метеорології, екології, енергетиці, нанотехнологіях, робототехніці тощо. Наголошено, що українська наукова школа з цього напряму, започаткована ще академіком В.М. Глушковим, сьогодні займає передові позиції у світі. Розвиток формальних та інтелектуальних методів автоматизації проєктування програмних систем досяг необхідної наукової і технологічної зрілості, щоб стати основою цифрової трансформації галузей економіки України.The report discusses the results of the works carried out at the Institute of Soft ware Systems of the National Academy of Sciences of Ukraine on the development of formal and intelligent methods for automating the design of soft ware systems, which are widely used in security and defense, meteorology, ecology, energy, nanotechnology, robotics, etc. It is emphasized that the Ukrainian scientific school in this area, founded by Academician V.M. Glushkov, is now at the forefront in the world. The development of formal and intelligent methods for automating the design of soft ware systems has reached the necessary scientific and technological maturity to become the basis for the digital transformation of Ukraine’s economic sectors

No full textРозвідка присвячена запровадженню до міжнародного наукового обігу публіцистичних праць з історії розвитку жіночої просвіти та виховання міського голови Чернігова, члена опозиційної аристократичної фронди північної України – Василя Михайловича Хижнякова (1842–1917). Автор прийшов до висновку про те, що роботи В. М. Хижнякова є вагомими джерелами з історії фундації жіночої освіти земським лібералізмом регіону у 60–80 рр. ХІХ ст., доповнюють існуючі дослідження про роль опозиційної аристократичної фронди краю у розвитку та поступі жіночого виховання і просвіти, надають дуже цікаві та яскраві факти з історії функціонування Чернігівської жіночої гімназії, які мають суттєве значення для історії Північного Лівобережжя. У цілому можемо констатувати, що публіцистичні праці членів земської ліберальної партії є незамінним джерелом з історії вказаної течії у визвольному русі у Російській імперії другої половини ХІХ ст.The research is dedicated to the introduction into international scientific circulation of journalistic works on the history of the development of women’s education and upbringing of the mayor of Chernihiv, a member of the opposition aristocratic front of northern Ukraine – Vasyl Mykhailovych Khyzhniakov (1842–1917). The author came to the conclusion that the works of V. M. Khyzhniakov are important sources on the history of the foundation of women’s education by the zemstvo liberalism of the region in the 60s-80s of the 19th century, complement existing research on the role of the opposition aristocratic front of the region in the development and progress of women’s education and enlightenment, and provide very interesting and vivid facts on the history of the functioning of the Chernihiv Women’s Gymnasium, which are of significant importance for the history of the Northern Left Bank. In general, we can state that the journalistic works of members of the Zemstvo Liberal Party are an indispensable source for the history of this trend in the liberation movement in the Russian Empire of the second half of the 19th century

No full textУ статті поданий аналіз приватного листування двох діячів української культури другої половини ХХ – початку ХХІ століть – різьбяра-маляра з північноамериканської української діаспори Михайла Коргуна (1924–2016) та полтавського історика-енциклопедиста, публіциста та літературознавця Петра Ротача (1925–2007). Корпус епістол склав цінне підґрунтя для дослідження міжособистісної комунікації та співпраці краян. Їхня кореспонденція – це не лише розповідь про побачене й пережите, але й справжній діалог, що засвідчує високий рівень взаємопорозуміння та уміння вибудувати продуктивну співпрацю, незважаючи на відстань. Закцентовано увагу на з’ясуванні історичних та особистісних контекстів, що обумовили особливості спілкування між чоловіками. Окреслено коло тем, що були порушені в їхній переписці, виокремлені основні наративи, трансльовані у посланнях означених історичних постатей.Analysis of personal letters of two Ukrainian cultural figures of the second half of the 20th – early 21st centuries wood carver and painter from northern American diaspora Mykhailo Korhun (1924–2016) and Poltava historian encyclopedist, publicist and literary scholar Petro Rotach (1925–2007) is given in the article. Piece of epistolary gives great area for researching personal communication and interaction of countrymen. Their letters are not simple tale about seen and experienced episodes, but also a real dialogue that proves high level of understanding and ability to cooperate productively regardless of the distance. Special attention is paid to historic and personal contexts that can explain communicative peculiarities of men. Range of topics discussed in their letters are mentioned; main narratives used in letters by mentioned figures are outlined
Structural Changes in the Processing Industry of Ukraine in the Conditions of War Economy
Get PDFВ статті викладено результати комплексного аналізу стану та динаміки діяльності переробної промисловості України за 2021-2024 рр. Аналіз за функціональною структурою здійснено в розрізі двох секторів: виробництва продукції для економічної діяльності; виробництва продукції для народного споживання. Попри складні умови діяльності та втрати, у промисловості виявлено позитивні тенденції: зростання у 2023-2024 рр. обсягів реалізованої продукції (РП) у фактичних цінах у більшості галузей переробної промисловості, найвище у машинобудуванні; зростання частки РП машинобудування з 5,2% до 10,7% у загальному обсязі реалізації промисловості, де найвищі темпи зростання мали виробництва оборонно-промислового комплексу; зростання частки харчової промисловості, яка продемонструвала швидке відновлення діяльності в умовах війни та виконала стабілізаційну роль у розвитку економіки і підтримці добробуту населення; суттєву активізацію інноваційної діяльності промислових підприємств майже в усіх галузях. Систематизовано проблемні явища переробного сектору: стагнація металургійної, хімічної галузей та з виробництва коксу, пластмас, а також галузей легкої промисловості; зменшення обсягів РП машинобудування за межі країни. Виявлення позитивних тенденцій та проблемних секторів сприяє більш комплексному розумінні впливу війни на трансформаційні процеси у промисловості України.The article presents the results of a comprehensive analysis of the state and dynamics of the processing industry of Ukraine for 2021-2024. The analysis by functional structure is carried out in the context of two sectors: production of products for economic activity; production of products for public consumption. Despite the difficult operating conditions and losses, positive trends have been identified in the industry: growth in 2023-2024. volumes of products sold (RP) in actual prices in most branches of the processing industry, the highest in mechanical engineering; growth of the share of industrial engineering from 5.2% to 10.7% in the total volume of industrial sales, where the highest growth rates were in the production of the military-industrial complex; growth in the share of the food industry, which demonstrated a rapid recovery of activities during the war and played a stabilizing role in the development of the economy and maintaining the well-being of the population; significant intensification of innovation activity of industrial enterprises in almost all industries. The problematic phenomena of the processing sector are systematized: stagnation of metallurgical, chemical and coke, plastics, as well as light industry; reduction of the volume of RP of mechanical engineering outside the country. Identifying positive trends and problematic sectors contributes to a more comprehensive understanding of the impact of the war on the transformation processes in Ukraine’s industry
Assessment of Smart Transfor-mations of Territorial Communities in Poltava Region under Post-War Recovery Conditions
No full textУ статті здійснено індикативне оцінювання смарт-трансформацій територіальних громад Полтавської області в умовах повоєнного відновлення. Обґрунтовано доцільність розгляду цифрової трансформації як необхідної, але недостатньої передумови смарт-розвитку громад, що потребує інтеграції з економічною модернізацією, інституційним посиленням та розвитком партнерських механізмів. Методичну основу дослідження становить використання Індексу цифрової трансформації територіальних громад / регіонів України як аналітичного проксі для оцінювання рівня цифрової зрілості та передумов смарт-трансформацій на місцевому рівні. Застосовано поєднання рейтингового, компонентного, квартильного та міжквартильного аналізу, що дозволило виявити просторову асиметрію цифрового розвитку, структурні дисбаланси між окремими складовими цифровізації та сформувати типологію смарт-профілів громад. Доведено наявність поляризації цифрового простору з формуванням відносно вузького ядра цифрово спроможних громад і широкої групи територій із низьким та середнім рівнем цифрової трансформації. Показано, що домінування адміністративно-сервісної цифровізації без належного розвитку цифрової економіки обмежує конверсію цифрових зусиль у стійкий соціально-економічний ефект. На основі отриманих результатів обґрунтовано доцільність переходу від уніфікованих програм цифровізації до диференційованих інструментів підтримки смарт-трансформацій, адаптованих до типу смарт-профілю громад. Особливу увагу приділено ролі публічно-приватного та міжнародно-публічно-приватного партнерства як інституційного механізму прискорення смарт-трансформацій у повоєнний період.The article provides an indicative assessment of smart transformations of territorial communities in Poltava region under post-war recovery conditions. The study substantiates the expediency of considering digital transformation as a necessary but insufficient prerequisite for smart development, which requires integration with economic modernisation, institutional strengthening, and partnership-based mechanisms. The methodological framework is based on the use of the Digital Transformation Index of territorial communities/regions of Ukraine as an analytical proxy for assessing the level of digital maturity and the preconditions for smart transformations at the local level. A combination of ranking, component-based, quartile and interquartile range (IQR) analysis is applied, enabling the identification of spatial asymmetry in digital development, structural imbalances among digitalisation components, and the formation of a typology of community smart profiles. The results reveal a pronounced polarisation of the digital space, characterised by the emergence of a relatively narrow core of digitally capable communities and a wide group of territories with low and medium levels of digital transformation. It is shown that the dominance of administrative and service-oriented digitalisation in the absence of sufficient development of the digital economy constrains the conversion of digital efforts into sustainable socio-economic effects. Based on the findings, the paper justifies the transition from uniform digitalisation programmes to differentiated smart transformation support instruments tailored to specific community smart profiles. Particular attention is paid to the role of public–private and international public–private partnerships as institutional mechanisms for accelerating smart transformations in the post-war period
