ROLE OF SUPREME AUDIT INSTITUTIONS IN SHAPING THE ISLAMIC ECONOMY IN THE 21ST CENTURY
This study investigates the relationship between TQM and (i) product performance and (ii) organizational performance. Cross-sectional data of 405 manufacturing firms in Malaysia is analyzed using the chi-square test. The results indicate that TQM does not have a significant relationship with product performance. However, in terms of organizational performance, TQM has a strong association with product quality and development, sales and profit, marketing, commitment to customer, respect for top management, contribution of employees, and communication between divisions.JEL classification: L20, M10Keywords: Total Quality Management, Product performance, Organizational performance

THE DETERMINANTS OF TRADE UNION MEMBERSHIP GROWTH IN MALAYSIA
A new model of trade union membership growth in Malaysia for the period 1970-2000 is proposed. In the model we incorporate not only the economic factors but also the political factors as the explanatory variables. We find that increases in prices, rate of growth of gross domestic products and union density enhance union growth, while future increases in the unemployment rate and unfavorable political climate tend to inhibit membership growth.JEL classification: J5Key words: Trade union growth, Labor economics, Industrial relation

LONG-RUN LINKAGE BETWEEN BUDGET DEFICIT AND TRADE DEFICIT IN LEBANON: RESULTS FROM THE UECM AND BOUNDS TESTS
This paper examines the linkage between budget deficit and trade deficit for Lebanon during the period from 1975 to 2003. The purpose is to test the validity of the Keynesian proposition and the Ricardian equivalence in the case of Lebanon. A robust econometric framework called the unrestricted error correction model (UECM) and a cointegration test called the bounds test are used to examine whether budget deficit and trade deficit are cointegrated. The Granger causality test shows that causality runs from trade deficit to budget deficit and the relationship is positive and statistically significant. The empirical analysis in this paper partially supports the Keynesian view that there is a linkage between trade deficit and budget deficit but the direction of causality is reversed which is consistent with many other empirical studies. The result suggests that any policy measures to reduce the trade deficit in Lebanon could well assist in reducing the Lebanese budget deficit.JEL classification: E62Key words: Trade deficit, Cointegration, Lebano
MAKING DEVELOPMENT ASSISTANCE SUSTAINABLE THROUGH ISLAMIC MICROFINANCE
Microfinance schemes have been operational since the 1960s, however, they mostly involve conventional finance, whereas many low income Muslims would prefer to have shar¥cah compliant finance. The aim of this paper is to explore how microfinance can be provided on a shar¥cah compliant basis and what instruments and structures could be used. The implication of this paper is that shar¥cah compliant microfinance is best provided by non-banking institutions, which in the case of the wakOElah model, may have links to the waqf and zakOEh authorities.With muèOErabah profit sharing microfinance, there is scope for commercial undertakings, but arguably specialized finance companies rather than banks, even Islamic banks, may be more appropriate institutions to get involved.JEL classification: G21, Z12Key words: Islamic finance, Islamic Economics, Microfinance
POSITIVE DEVIANCE AND ISLAMIC LEADERSHIP
This study investigates whether positive deviance can become a tool to promote leadership from an Islamic perspective. This study offers a brief review of the literature on leadership, the link between perception and leadership and leadership from an Islamic perspective. In particular, attention is drawn to the work of Beekun and Badawi (1999) in the area of leadership from an Islamic perspective. This author suggests that practitioners find it difficult to implement principles of Islamic leadership because they lack specific management tools. By reviewing the literature, this author has identified positive deviance as a management tool for leaders to challenge and change the collective perceptions of followers. Within this context, the positive deviance methodology fits in remarkably well with the framework proposed by Beekun and Badawi (1999). Macro Stickiness in Strategic Planning of Malaysia’s Higher Education
Stickiness is an economic phenomenon in terms of cost, imposed preferences, policy paradigm and national priorities that caused planning to be inadequate and less responsive. Purpose of study – This study investigates the influence of macro stickiness in strategic planning of Malaysia’s higher education. Design/methodology/approach – It uses personal interview with academic administrators and representatives of selected academic staff associations toobtain data to accomplish research objectives. Findings – The results show that the informants argued that national unity, economic advantages to attract foreign investment, and sound economic growth influenced the strategic planning of Malaysia’s higher education. Research limitations and/or implications – The results of the study are essential to assist policy makers and strategic planners in formulating Malaysia’s higher education policy. Originality/value – Recent study on “macro†level stickiness confirms that policy makers and government confirmed that the government cannot exclude previous policy documents that contained three major elements, i.e., national unity, foreign direct investment and sound economic growth in designing national economic and social policies.  JEL Classification: M14, O38  Key words: Strategic planning, Higher education, Resource-based perspectives, Stickiness, Malaysi
