The impact of COVID-19 pandemic on cybersecurity in electronic banking in Poland
Purpose: The purpose of the article is to present both theoretical and practical basis for cybersecurity in electronic banking in Poland during the COVID-19 pandemic. During this period a major reorganisation of IT solutions occurred, which allowed to extend the range of online products and services offered both to bank customers and employees. As our life is more and more dependent on digital technologies, cyber attacks have become more costly and more dangerous. Driven by dynamic technological development regulations have changed, which resulted in cybersecurity becoming a key priority in financial institutions. All the more so because the rapid technological development has been followed by more and more advanced techniques used by criminals searching for easy financial profits. Methodology: The paper uses the method of literature review - mostly electronic sources, descriptive and comparative analyses. Findings: From customers, perspective, the impact of COVID-19 pandemic on cybersecurity in electronic banking in Poland may be recognized as negative. The years 2020-2021 brought a dynamic growth in the number of digital banking customers, especially mobile banking. In those years financial institutions recorded an enormous increase in online payments, which was the result of strong, forced by the pandemic, surge in sales in E-commerce. At the same time, there was a sharp rise in the crime rate targeted at banks, but most of all, at bank customers. While the security of the very financial institutions remained unthreatened, there was an explosion in the number of cybercrimes targeted at E-banking users, with the losses giving dozens of millions PLN in total. That is reflected by the data provided by the National Bank of Poland, numerous complaints to the Financial Ombudsman, the Office of Competition and Consumer Protection, as well as the police investigations. Practical implications: The analysis of relations between theoretical and practical bases of cybersecurity in E-banking in Poland during the COVID-19 pandemic is a key factor for financial institutions. Cybercrime undermines customers\u27 trust in E-channels and therefore negatively influences how banks are perceived, the level of the users\u27 activity in digital channels, and consequently, activity and sales in E-channels. Besides the image and financial risks, banks need to take into consideration the increase in reputation, operation and legal risks. On these grounds, it is possible for state organisations and financial institutions to develop professional education concerning cybersecurity, not only for E-banking customers, but for the whole society
The use of the semi-quantitative classification method of assessment of the efficacy of safety systems for the railway technical rescue system
Much research shows that over-expansion of safety systems can be irrational and counter-effective. To avoid this, it is necessary to define a method for assessing the effectiveness of the implemented risk reduction measures. This article presents the adaptation of a previously developed method of this type to the nature of the operation of the railway rescue teams. It uses a hierarchical classification system of safety measures that is used as a basis on which their effectiveness is determined. The way how the method should be implemented is presented on the example of 28 selected tools used by rescue teams operating within the Polish railway infrastructure manager. Although the obtained results do not constitute a comprehensive solution to the problem of assessing the effectiveness of safety systems, they can nevertheless be used to support decisions taken in this area
Structural design and selected aspects of numerical simulations of a prototype container-platform for intermodal transport
The object of the research is a cheap, easy to build basic module with dimensions corresponding to typical railway containers. Such structures can be used to support the intermodal rail-road transport of wooden and metal logs. The basic structure and one assembled from two or more platforms with various longitudinal dimensions ensures high mobility resulting from the modular structure and the possibility of selecting transport configurations as well as the use of various forms of loading - unloading, including: typical crane operations, the use of forklifts or hook winches. The use of a platform-container will eliminate the need to repeat the operation of individual loading or unloading of each unit of the transported load e.g. a single block of wood, a bundle of bars, as a metal log, a single pipe, during each reloading operation - from the place of logging, production, storage, etc. The paper presents selected problems of the preliminary design and numerical strength tests of a single base module of the platform in a prototype version with dimensional equivalent of a 10\u27-foot railway container
Analysis of hand and face images for the purpose of engineering support for Parkinson\u27s disease diagnosis
Engineering support in the field of recognizing Parkinson\u27s disease against the background of other diseases, its progression and monitoring the effectiveness of drugs is currently widely implemented as part of work devoted to the use of re-cording and analysis devices equipped with sensors of movement parameters attached to the patient\u27s body, e.g. accelerometers and gyroscopes. This material touches on an alternative approach, in which the concept of using techniques for processing selected image data obtained during a clinical examination evaluating a patient using the unified UPDRS number scale is proposed. The research was conducted on a material that corresponded to selected components of the scale and included images of faces recorded in the visible light range and images of the outer surfaces of the hand recorded with a thermal imaging camera. This was aimed at assessing the possibility of differentiating persons in terms of detecting Parkinson\u27s disease on the basis of registered modalities. Thus, tasks aimed at developing characteristics important in the binary classification process were carried out. The assessment of features was made in a modality-dependent manner based on available tools in the field of statistics and machine learning
Powstanie i rozwój kryminalistyki

Do words transform into actions? The consistency of central banks? communications and decisions
Research background: This study investigates central banks? (CB) intentions as reflected in their minutes and their relationship with policy decisions. Although CB communication is an inherent part of their inflation targeting (IT) strategy, their communication does not necessarily result in actions.
Purpose of the article: This study aims to extract policy intentions from central bank minutes and juxtapose these with actual policy decisions to investigate the consistency of their words and deeds in a comparative context. Additionally, we compare the applicability of three dictionaries in policy communication assessments.
Methods: Computational linguistics and textual methods are applied to create proxies for tone from a large dataset of texts. A transformation of words into time series involves the application of a general economic dictionary and two monetary policy-adjusted dictionaries. We examine the association between tone and actual CB decisions with the eta squared coefficient. The research covers 15 European CBs, divided into three subgroups according to the CB experience in inflation targeting. The sample starting points differ as they relate to each country?s IT implementation year; the analysis ends in mid-2019.
Findings & value added: This paper?s value added is firstly methodological, as we test three dictionaries to determine their usefulness. Statistical and qualitative analysis allows us to conclude about superiority of monetary policy specific lexicons for this kind of studies. The extra value added is about the study?s coverage: it covers a large sample and provides a broader illustration compared to most previous examinations. Our results suggest that a relationship exists between communications and actions, although the weakest for late joiners to IT. The latter group of CBs needs to strengthen communication practices. In experienced inflation targeters the short run dimension of credibility exists and opens the room for creating effective monetary policy in terms of managing the expectations of a general audience
Catering to investor sentiment for dividends: contestability or collusion of the largest shareholders?
Research background: Dividend payouts have been the subject of scientific research for many years. Although many studies focus on the impact of ownership on dividend payouts, there is still a lack of research on the influence of the contestability and collusion of the largest shareholders on the catering effect of dividends. This research gap motivated us to investigate this issue and determine whether the interactions between large shareholders have an impact on aligning dividends with investor sentiment.
Purpose of the article: The article assesses the impact of the relationship between the largest shareholders (i.e., contestability or collusion) on the adjustment of dividend payouts to investor sentiment. The following research hypothesis has been formulated: If there is contestability between the first and second-largest shareholders, the strength of the catering effect of the dividend is greater than in the case of collusion, both in the years of positive and negative dividend premiums.
Methods: The main research method is a panel regression model (pooled OLS and fixed effects). We use the F test, the Breusch-Pagan test, and the Hausman test. Our research is supplemented with descriptive statistics and the Pearson correlation coefficient. The research sample consists of Polish companies from the electromechanical industry sector listed on the main market of the Warsaw Stock Exchange (WSE) in the years 2009?2020.
Findings & value added: The main findings are as follows: a) if a dividend premium is positive and the second-largest shareholder holds many shares, the strong catering effect of dividends is observed; b) there are only two years of negative premium, which does not allow to conclude that both the catering effect and the impact of interactions between the largest shareholders on dividend payouts do not exist when dividend premium is negative. We propose pioneering research concerning the catering effect in the context of interactions between the largest shareholders. Its long-term theoretical value added is the original and interdisciplinary research combining financial, behavioral and governance aspects. Our research results may be of particular interest to foreign investors looking for new opportunities to invest their capital abroad, also in Poland
