On the Relevance of Values, Norms, and Economic Preferences for Electricity Consumption
Based on data of more than 3700 citizens in Germany, this paper empirically examines the relevance of several groups of explanatory factors for electricity consumption. Besides con-trolling for individual housing and dwelling characteristics as well as socio-demographics, we analyze the effect of environmentally-related values and norms. Since behavioral economics reveals the importance of economic preferences for many individual activities, we additional-ly consider time and risk preferences, altruism, trust, and reciprocity in our econometric anal-ysis. With respect to the latter factors, only patience has a significantly negative effect on electricity consumption. Our estimation results instead suggest a high relevance of individual housing and dwelling characteristics and socio-demographics. The most interesting result is probably that neither environmentally-related values such as ecological policy identification and environmental awareness nor environmentally-related social norms have a significant effect. In contrast to the USA and to the demand for green electricity in Germany, these esti-mation results suggest that citizens in Germany with strong environmental identity do not consider low electricity consumption as an important direction for environmental and climate protection
Monitoring a Mystery: The Unknown Right Ventricle during Left Ventricular Unloading with Impella in Patients with Cardiogenic Shock
Background: Right ventricular (RV) dysfunction or failure occurs in more than 30% of
patients in cardiogenic shock (CS). However, the importance of timely diagnosis of prognostically
relevant impairment of RV function is often underestimated. Moreover, data regarding the impact
of mechanical circulatory support like the Impella on RV function are rare. Here, we investigated
the effects of the left ventricular (LV) Impella on RV function. Moreover, we aimed to identify
the most optimal and the earliest applicable parameter for bedside monitoring of RV function by
comparing the predictive abilities of three common RV function parameters: the pulmonary artery
pulsatility index (PAPi), the ratio of right atrial pressure to pulmonary capillary wedge pressure
(RA/PCWP), and the right ventricular stroke work index (RVSWI). Methods: The data of 50 patients
with CS complicating myocardial infarction, supported with different flow levels of LV Impella,
were retrospectively analyzed. Results: Enhancing Impella flow (1.5 to 2.5 L/min ± 0.4 L/min) did
not lead to a significant variation in PAPi (p = 0.717), RA/PCWP (p = 0.601), or RVSWI (p = 0.608),
indicating no additional burden for the RV. PAPi revealed the best ability to connect RV function with
global hemodynamic parameters, i.e., cardiac index (CI; p < 0.001, 95% CI: 0.181–0.663), pulmonary
capillary wedge pressure (PCWP; p = 0.005, 95% CI: −6.721–−1.26), central venous pressure (CVP;
p < 0.001, 95% CI: −7.89–5.575), and indicators of tissue perfusion (central venous oxygen saturation
(SvO2); p = 0.008, 95% CI: 1.096–7.196). Conclusions: LV Impella does not impair RV function.
Moreover, PAPi seems to be to the most effective and valid predictor for early bedside monitoring of

Regulatory Networks, Legal Federalism, and Multi-level Regulatory Systems
Transnational regulatory networks play important roles in multi-level regulatory regimes, as e.g, the European Union. In this paper we analyze the role of regulatory networks from the perspective of the economic theory of legal federalism. Often sophisticated intermediate institutional solutions between pure centralisation and pure decentralisation can help to solve complex tradeoff problems between the benefits and problems of centralised and decentralised solutions. Drawing upon the insights of the political science literature about regulatory networks, we show that regulatory networks might be an institutional innovation that can fulfill a number of functions (rule-making, best practices and policylearning, effective enforcement, conflict resolution) that might allow for a better intermediate solution between centralised and decentralised regulatory powers. We apply our approach in three case studies to very different regulatory networks, the Body of European Regulators for Electronic Communication (BEREC), the European Competition Network (ECN), and the International Competition Network (ICN). An important result is that regulatory networks might not only be a temporary phenomenon but part of long-term institutional solutions in European multi-level regulatory regimes
Essays über organisatorische Ambidextrie und Diversitätsmanagement aus einer internationalen Perspektive
Die vorliegende Dissertation besteht aus vier Artikeln, von denen die ersten drei empirisch basiert sind. Während sich die ersten beiden Artikel mit der Kontextualisierung der organisationalen Ambidextrie aus statischer (Essay 1) und dynamischer Perspektive (Essay 2) mit interkulturellen Unterschieden beschäftigen, wirft Essay 3 einen Blick in das erfolgreiche Management von diversen Teams und identifiziert Tiefenhomogenität als organisationalen Treiber für den Erfolg einer oberflächlich hochdiversen Belegschaft. Das empirisch basierte und kontextualisierte dreistufige Managementmodell wird in Essay 4 aus praktischer Perspektive beleuchtet.The present cumulative dissertation consists of four essays. While the first two essays focus on the empirically based contextualization of organizational ambidexterity from a static (essay 1) and dynamic perspective (essay 2) with cross-cultural differences, essay 3 studies the successful management of a diverse workforce and identifies deep-homogeneity as a driver for diversity success. Die strukturelle Besserung der Länderfinanzen in der Niedrigzinsphase: die trügerische Leichtigkeit des Scheins
Nach den Berechnungen der Autoren mit dem vom Stabilitätsrat verwendeten Aggregierten Quotierungsverfahren (AQV) konnten im Jahr 2017 schon 14 Bundesländer strukturell mindestens ausgeglichene Haushalte erzielen. In der aktuellen Niedrigzinsphase überzeichnet das AQV jedoch die erzielten Konsolidierungsfortschritte und verdeckt den vielfach noch bestehenden Konsolidierungsbedarf – die „strukturelle“ Besserung der Länderfinanzen ist wesentlich dem derzeit historisch niedrigen Zinsniveau zu verdanken und damit zum Teil nur temporärer Natur. Um die nachhaltigen Konsolidierungsfortschritte zu ermitteln, haben die Autoren die Länderfinanzen daher nicht nur um konjunkturelle Einflüsse, sondern auch um vorübergehende Einsparungen beim Schuldendienst bereinigt. Sie berechnen drei, auf unterschiedlichen Annahmen zum „normalen“ Zinsniveau basierende Szenarien und zeigen, dass im Jahr 2017 nicht 14, sondern – je nach Szenario – nur acht bis zehn Länder einen strukturell mindestens ausgeglichenen Haushalt erzielten. Die verbleibenden Länder wiesen teilweise noch hohe strukturelle Fehlbeträge auf, so dass bei ihnen bis zum Start der „Schuldenbremse“ im Jahr 2020 weiterhin Konsolidierungsbedarf besteht. Die Autoren empfehlen, die Methoden zur Ermittlung der strukturellen Finanzlage um eine Bereinigung nicht nachhaltiger Einsparungen beim Schuldendienst zu erweitern
Whose Inflation Rates Matter Most? A DSGE Model and Machine Learning Approach to Monetary Policy in the Euro Area
In the euro area, monetary policy is conducted by a single central bank for 20 member countries. However, countries are heterogeneous in their economic development, including their inflation rates. This paper combines a New Keynesian model and a neural network to assess whether the European Central Bank (ECB) conducted monetary policy between 2002 and 2022 according to the weighted average of the inflation rates within the European Monetary Union (EMU) or reacted more strongly to the inflation rate developments of certain EMU countries. The New Keynesian model first generates data which is used to train and evaluate several machine learning algorithms. We find that a neural network performs best out-of-sample. We use this algorithm to (i) generally classify historical EMU data, and to (ii) determine the exact weight on the inflation rate of EMU members in each quarter of the past two decades. Our findings suggest disproportional emphasis of the ECB on the inflation rates of EMU members that exhibited high inflation rate volatility for the vast majority of the time frame considered (80%), with a median inflation weight of 67% on these countries. We show that these results stem from a tendency of the ECB to react more strongly to countries whose inflation rates exhibit greater deviations from their long-term trend
The Substitutability between Brick-and-Mortar Stores and e-Commerce – The Case of Books
We analyze the substitutability between brick-and-mortar stores and e-Commerce. Using a novel data set on the German book market we find that between 26 and 55% of the decrease in book sales from 2014- 2017 can be explained by the decrease in the number of bookstores. This indicates that brick-and-mortar stores and e-Commerce are imperfect substitutes. One explanation could be that some consumers prefer to purchase books online because of the service provision in brick-and-mortar stores (e.g., advice, atmosphere, presentation, saleseffort, etc.). We also find that the degree of substitutability differs between different types of books. When a bookshop closes the decrease in sales of fiction titles is more than 2 times larger than the decrease in sales of non-fiction titles. Our findings indicate that regulatory measures and vertical restraints that increase the number of bookstores can have a positive effect on the demand for books even in the presence of e-Commerc
Websites as institutional imaginary positionings
The paper contributes to methodological innovations in the field of organisational
education research and further education. The paper shows the potential
of discourse-analytical website analysis for the imaginary positionings of Higher
Education Institutions. It offers a discourse analytical research methodology and
discusses University websites as surfaces of emergence of specific discourses. Discourse-
analytical website analysis is especially significant as universities’ visually
rich web-based communication is becoming increasingly critical. Our journal article
reflects on websites as institutional imaginary positionings: First, we start by
theorising organisations as orders of the gaze. Second, from a discourse-analytical
power/knowledge based organisational education perspective, we make fruitful Foucault’s
Archaeology of Knowledge for a multimodal website analysis. Third, we
map the field and state the art of methods and methodologies of website analysis,
including examples from a current research project on how transversal themes are
represented on university websites. Our article contributes to methodological innovation
through discourse-analytical website analysis in the field of organisational
education and further education.Der Zeitschriftenartikel leistet einen Beitrag zu methodischen Neuerungen im Bereich der organisationspädagogischen Forschung sowie Weiterbildungsforschung. Der Beitrag zeigt das Potenzial der diskursanalytischen Webseitenanalyse für die imaginären Positionierungen von Hochschulen. Er bietet eine diskursanalytische Forschungsmethodik an und diskutiert Hochschulwebseiten als Oberflächen des Auftauchens spezifischer Diskurse. Die diskursanalytische Webseitenanalyse ist von besonderer Bedeutung, da die visuell reichhaltige webbasierte Kommunikation von Universitäten zunehmend an Bedeutung gewinnt. Unser Zeitschriftenartikel diskutiert Webseiten als institutionelle imaginäre Positionierungen: Zunächst theoretisieren wir Organisationen als Ordnungen des Blicks. Zweitens machen wir aus einer diskursanalytischen, macht- und wissensbasierten Organisationspädagogikperspektive Foucaults Archäologie des Wissens für eine multimodale Webseitenanalyse fruchtbar. Drittens geben wir einen Überblick über das Feld und den aktuellen Stand der Methoden und Methodologien der Webseitenanalyse, einschließlich von Beispielen aus einem aktuellen Forschungsprojekt, wie transversale Themen auf hochschulischen Webseiten dargestellt werden. Illiberal Democratization. A History of the Security Culture of the German Empire 1871–1914
Die Dissertation zeigt auf, dass mit dem Ansatz der historischen Sicherheitsforschung ein Deutungsangebot gemacht werden kann, das disparate empirische Themenfelder zu einer Neuperspektivierung des Deutschen Kaiserreichs verknüpft. Zur Erfassung unterschiedlicher Entwicklungen, Dynamiken und Akteure wird auf den politikwissenschaftlichen Ansatz der Sicherheitskultur zurückgegriffen. Hiermit wird – bezogen auf das Kaiserreich – ein gesellschaftlicher und politischer Aushandlungsrahmen beschrieben, in dem unterschiedlichste Themen konvergierende Entwicklungen vollzogen, weil sie denselben Konjunkturen sich verändernder Bedrohungswahrnehmungen und -zuschreibungen unterworfen waren. Identifiziert werden diese sicherheitskulturellen Charakteristika und Veränderungen durch die Analyse von Bedrohungskommunikation als konkreter Indikator eines Ansatzes der Versicherheitlichung, womit die Herstellung von Sicherheitsrelevanz bezeichnet wird.
Als empirische Untersuchungsfelder dienen der Arbeiterschutz, der Freihandels und die Prostitution. Diese Themengebiete werden auf Grundlage einer historisch-semantischen Vorarbeit ausgewählt, die Bezüge für möglichst weite Teile der Gesellschaft herausarbeitet. Auf Grundlage der empirischen Untersuchung von Bedrohungskommunikation – vor allem in Reichstagsdebatten, Publikationen und Vortragsabdrucken – können in allen drei Themen überschneidende Entwicklungen nachgewiesen werden. Als Schablonen übereinandergelegt ergeben sie ein kohärentes Bild bestimmender Bedrohungswahrnehmungen, das in einem zweiten literaturbasierten Schritt unter Einbeziehung zahlreicher verschiedener disparater Fallbeispiele als charakteristisch für die gesamte Sicherheitskultur des Kaiserreichs abstrahiert wird.
Während in den Reichsgründungsjahren der Fokus zeitgenössischer Bedrohungsdiskurse auf international konnotierten Bedrohungen der soeben erreichten nationalstaatlichen Souveränität lag, stellte zwischen 1878 und der Jahrhundertwende das Bedrohungsszenario einer (sozialistischen) Revolution den Mittelpunkt der deutschen Sicherheitskultur dar, auf das sich alle gesellschaftlichen und politischen Akteure beziehen mussten, um außergewöhnliche Maßnahmen zu plausibilisieren. Dabei verwendeten auch die Sozialdemokraten selbst die Furcht vor einem sozialistischen Umsturz zur Durchsetzung eigener Anliegen. Dies hatte freilich zur Folge, dass entsprechende Ängste nicht weniger wurden, sondern anstiegen. Als 1890 bisherige staatliche Maßnahmen zur Bekämpfung der Sozialdemokratie wegfielen oder zu versagen schienen, wurde schließlich ein gesamtgesellschaftlicher Aushandlungsprozess über den richtigen Weg im Umgang mit der Arbeiterbewegung in Gang gesetzt. Tatsächlich stand im Ergebnis eine Entsicherheitlichung der Sozialdemokratie; sie wurde nun nicht mehr als konsensuale Bedrohung wahrgenommen, was auch ihre zunehmende Integration in die kaiserliche Gesellschaft ermöglichte.
Zur – als mehrjährige Übergangsphase verstandene – Jahrhundertwende setzte sich stattdessen die biologisierte Nation als zentrales sicherheitskulturelles Referenzobjekt durch. In Begleitung und Wechselwirkung zum sicherheitskulturellen Aushandlungsprozess der 1890er Jahre begann zeitgleich ein, zunächst unterschwelliger, Bedeutungsgewinn der Nation als Referenzobjekt. Über die gemeinsame Bezugnahme nahezu sämtlicher gesellschaftlicher Akteure auf die Nation – nicht zuletzt auch der Sozialdemokraten selbst – entstand ein neues sicherheitskulturelles Referenzobjekt, das den revolutionsbezogenen Aushandlungsprozess überwölbte und transzendierte.
Der Zugriff auf die Nation erfolgte dabei primär über die Figur der Bevölkerung als geteilte Projektionsfläche von nationsbezogenen Bedrohungswahrnehmungen. Diese waren zum einen qualitativ geprägt, was sich in der Vorstellung eines fortlaufenden Degenerationsprozesses und der Popularisierung der Eugenik ausdrückte. Qualitative bevölkerungspolitische Bedrohungsszenarien standen jedoch hinter quantitativen zurück. In den anderthalb Jahrzehnten nach der Jahrhundertwende setzte sich immer stärker die Sorge vor einem Bevölkerungsrückgang als Gefährdungsfaktor im sozialdarwinistischen Wettkampf der Nationen durch. Die genaue Ausprägung dieser Biologisierung des Sozialen konnte durchaus vielfältig sein, war prinzipiell deutungsoffen und stellte einen Weg zur Inklusion unterschiedlichster, auch zuvor versicherheitlichter Akteure in die Nation dar.
Aus einer sicherheitshistorischen Perspektive wird dabei ein politischer und gesellschaftlicher Demokratisierungsprozess deutlich, da ein immer größerer Teil der Gesellschaft in den sicherheitskulturellen Aushandlungsprozess eingebunden und zugleich der Staat zunehmend in seiner Deutungshoheit und Handlungsautonomie eingeschränkt wurde. Dieser Demokratisierungsprozess fand allerdings unter illiberalen Vorzeichen statt, die sich einerseits durch die Eigenheiten der Versicherheitlichung, aber auch den Aufstieg des Referenzobjekts der biologisierten Nation erklären lassen. Denn letzterer machte auch bestimmte exkludierende Bedrohungsvorstellungen sicherheitskulturell anschlussfähig. Wenn auch keineswegs beabsichtigt, verhalfen Sozialdemokraten, Linksliberale und Feministinnen mit der Verwendung von bevölkerungspolitischer Bedrohungskommunikation Radikalnationalisten, Antisemiten und Rassehygieniker dabei, auf bestimmte Minderheiten – wie Juden, Polen und Homosexuelle – zielende Gefahrenszenarien zu plausibilisieren. Während der Zeit des Kaiserreichs hatte dies auf praktischer und legislativer Ebene nur geringe Konsequenzen. Infolge des als Katalysator existierender Dynamiken wirkenden Ersten Weltkriegs, der Novemberrevolution und schließlich der Weltwirtschaftskrise radikalisierten sich die etablierte biologistischen Bedrohungsvorstellungen jedoch zunehmend. Auch dieser Prozess war zunächst deutungsoffen, begünstigte aber letztlich die Feinde der Weimarer Republik, nicht zuletzt die Nationalsozialisten.The thesis demonstrates that the approaches of historical security studies offers an interpretation that combines disparate empirical subject areas informing a new perspective on the German Empire. The concept of security culture – adapted from political science – is used to frame different developments, dynamics, and actors. It describes - in relation to the German Empire - a social and political framework in which disparate topics underwent converging developments because they were subject to the same conjunctures of changing threat perceptions and attributions. These security-cultural characteristics and changes are identified through the analysis of threat communication as a concrete indicator of an approach to securitization, signifying the construction of security relevance.
Labor protection, free trade and prostitution serve as empirical fields of investigation. These subject areas are selected on the basis of historical-semantic preliminary work, which identifies references for as many parts of society as possible. Based on the empirical investigation of threat communication - especially in parliament/Reichstag debates, publications and lectures transcripts - overlapping developments can be demonstrated in all three topics. Superimposed as templates, they produce a coherent picture of the threat perceptions that determined the debates, which is abstracted in a second literature-based step by including numerous different disparate case studies as characteristic of the entire security culture of the empire.
While the focus of contemporary threat discourses in the years of the founding of the empire was on internationally connoted threats to the newly achieved sovereignty of the nation state, between 1878 and the turn of the century the threat scenario of a (socialist) revolution was the focus of German security culture, to which all social and political actors had to refer in order to plausibilize/justify extraordinary measures. Even the Social Democrats themselves used the fear of a socialist revolution to promote their own concerns. The consequence of this was that such fears did not diminish, but rather increased. When previous state measures to combat social democracy fell away or appeared to be failing in 1890, a process of negotiation was set in motion throughout society about the right way to deal with the labor movement. In fact, the result was a de-securitization of social democracy; it was no longer perceived as a consensual threat, which also facilitated its increasing integration into imperial German society.
At the turn of the century - understood as a transitional phase lasting several years - the biologized nation became the central security-cultural referent object instead. Accompanying and interacting with the security-cultural negotiation process of the 1890s, an initially subliminal increase in the significance of the nation as a referent object began at the same time. Through the common reference to the nation by almost all social actors - not least the social democrats themselves - a new security-cultural referent object emerged that overarched and transcended the revolution-related negotiation process.
The nation was primarily accessed via the figure of the population as a shared projection surface for nation-related threat perceptions. On the one hand, these were qualitative in nature, which was expressed in the idea of an ongoing process of degeneration and the popularization of eugenics. However, qualitative demographic threat scenarios took a back seat to quantitative ones. In the decade and a half after the turn of the century, concerns about population decline became increasingly prevalent as a threatening factor in the social Darwinist competition between nations. The exact manifestation of this biologization of the social could be quite diverse, was in principle open to interpretation and represented a way of including a wide variety of actors, including previously securitized actors, in the nation.
From a security-historical perspective, it is possible to identify a political and social democratization process, as an ever larger part of society was integrated into the security-cultural negotiation process and at the same time the state was increasingly restricted in its sovereignty of interpretation and autonomy of action. However, this democratization process took place under illiberal conditions, which can be explained on the one hand by the peculiarities of securitization, but also by the rise of the referent object of the biologized nation. The latter also made certain exclusionary notions of threat compatible in terms of security culture. Although by no means intentional, social democrats, left-wing liberals and feminists helped radical nationalists, anti-Semites and racial hygienists to plausibilize threat scenarios targeting certain minorities - such as Jews, Poles and homosexuals - by using population-political threat communication. During the period of the German Empire, this had only minor consequences on a practical and legislative level. However, as a result of the First World War, which acted as a catalyst for existing dynamics, the November Revolution and finally the Great Depression, the established biologistic threat concepts became increasingly radicalized. This process was also initially open to interpretation, but ultimately favored the enemies of the Weimar Republic, not least the National Socialists
Shape control in 2D molecular nanosheets by tuning anisotropic intermolecular interactions and assembly kinetics
Since molecular materials often decompose upon exposure to radiation, lithographic patterning techniques established for inorganic materials are usually not applicable for the fabrication of organic nanostructures. Instead, molecular self-organisation must be utilised to achieve bottom-up growth of desired structures. Here, we demonstrate control over the mesoscopic shape of 2D molecular nanosheets without affecting their nanoscopic molecular packing motif, using molecules that do not form lateral covalent bonds. We show that anisotropic attractive Coulomb forces between partially fluorinated pentacenes lead to the growth of distinctly elongated nanosheets and that the direction of elongation differs between nanosheets that were grown and ones that were fabricated by partial desorption of a complete molecular monolayer. Using kinetic Monte Carlo simulations, we show that lateral intermolecular interactions alone are sufficient to rationalise the different kinetics of structure formation during nanosheet growth and desorption, without inclusion of interactions between the molecules and the supporting MoS2 substrate. By comparison of the behaviour of differently fluorinated molecules, experimentally and computationally, we can identify properties of molecules with regard to interactions and molecular packing motifs that are required for an effective utilisation of the observed effect.Gefördert durch den Open-Access-Publikationsfonds der UB Marburg
