Contours of Patronage: Public Administration in Latin America
Get PDFThis study aims to examine a historical trend of conflicts between patronage- and merit-based systems within the public administration in the contexts of the United States, Brazil, and Argentina from a comparative perspective. In the nineteenth century, the United States introduced an official civil service recruitment system based on formal examinations, which yielded a certain degree of reduction in patronage. In contrast, Brazil and Argentina frequently endeavored to implement merit-based civil service systems but faced resistance from proponents of patronage, which prevented the establishment of the merit-based systems. Both countries followed a different trajectory from that of the United States due to their unique circumstances compared with their western counterpart. In the realm of political dynamics in Latin America, the patronage-based system was, indeed, a contributing factor to corruption and the recruitment of incompetent individuals but simultaneously functioned as a political resource. Scholars expect that the significance and influence of merit-based systems will continue to increase. Nevertheless, both systems will likely work in tandem to enhance the professionalism of public servants and gradually advance the public administration system while maintaining a delicate balance.departmental bulletin pape
コロナ禍が入試広報に与えた影響についての考察―電気通信大学入学者アンケート分析から入試広報の効果について考える―
Get PDF電気通信大学（以下、本学）の入試広報の効果がコロナ禍の影響を受けたのかを検証すべくコロナ禍前後の入学者アンケート結果を経年変化分析した。その結果、①コロナ禍で入試広報の手段は対面からネットに移行したがその後は対面に回帰しつつあること、またコロナ禍の前後で、②「関東圏以外出身」および「既卒生」の入学者が減少したものの、既卒者に関してはコロナ禍の影響より共通テストへの移行の影響が大きいと考えられること、③志願者が情報収集を行った時期と、④志願者が本学の魅力と感じた点の順位にも変化はなく、その割合にわずかな変動が見られたことの４点を明らかにした。2020年の大規模調査の分析では、入学定員1,000人未満の大学はコロナ禍での学生募集に影響を受けたとされていたが、本検証により本学はその影響が小さかったことが示された。To assess the impact of the COVID-19 pandemic on the admissions promotion effects of the University of Electro-Communications (UEC), a time series analysis of pre- and post-pandemic enrollment surveys was conducted. The results showed that (1) During the COVID-19 pandemic, admission promotion methods at UEC shifted from in-person to online, but subsequently, there has been a gradual return to in-person methods. (2) The number of applicants from “outside the Kanto region” and “High School graduates” decreased before and after the pandemic, but this was more likely due to the transition to the common test than to the pandemic. (3) There were no significant changes in the timing of when applicants conducted their information gathering and (4) no change in the ranking of what applicants found attractive about UEC, and only a slight change in the percentage of the points that they found attractive. While the analysis of the large 2020 survey indicated that universities with enrollments of less than 1,000 were affected by the pandemic in recruiting students, this verification indicates that UEC was less affected.departmental bulletin pape

Get PDFThis paper focuses on the history of the counting-rods, which were a tool of calculation used in East Asia since antiquity. In particular, the paper will review the theory that a special form of the rods was developed in ancient Japan. The special form is that of a counting-rod with grooves engraved on its sides to indicate numbers. This form was described as early as the 6th century in the Shushu Jiyi （数術記遺）. However, there is no evidence to confirm that these Japanese engraved rods were counting-rods, and they were not related to the Shushu Jiyi. We have disproved these facts by finding counterexamples in the excavated artifacts.departmental bulletin pape
