Travel Groups Between Jerusalem, Cairo, and Ethiopia: The Increasing Integration of the Mamluk Sultanate and Beyond
No full textInternational audienceSince the publication of Enrico Cerulli’s pioneering book, much of our understanding of the Ethiopians in Jerusalem has been derived from Western sources, particularly the narratives of late medieval and early modern Latin pilgrims. Recent discoveries of new Arabic sources have not only enhanced our understanding of the Ethiopians in Jerusalem but also prompted a shift in perspective, moving away from an orientalist approach (as discussed by Saïd). These sources provide insight into the network connecting the Ethiopians of Jerusalem with regions from the Near East to the Horn of Africa. Additionally, they offer a more detailed comprehension of the group’s internal dynamics and their local roots within the Holy City. To put it another way: How might the local and specific have interacted with the supra-local? The data from the unpublished archives of the Armenian Patriarchate of Jerusalem, combined with four letters written by the Coptic Patriarch John XIII, provide insights into the intermingling of domestic and foreign policies in the relations among Mamluks, Copts and Ethiopians in the last decades of the Mamluk Sultanate. These documents also highlight the increasing integration between the Middle East and the Horn of Africa. By tracing the route taken in 1507 by members of an Ethiopian embassy from Jerusalem to the King of Ethiopia via Cairo, the center of the Mamluk Sultanate and seat of the Coptic Patriarchate, this paper aims to examine the local and regional networks mobilized by the Ethiopians of Jerusalem. It does so by studying the stops along the route from Jerusalem to Ethiopia via the Red Sea corridor and the political and economic motivations of the various actors involved in the course of this embassy

Introduction: The Dynamics of Migration Policy Implementation: The Frontline and Beyond
No full textInternational audienceThis special issue examines the complex dynamics of migration policy implementation across different contexts, in Europe and beyond, contributing to both implementation studies and migration studies by highlighting how policies are transformed through everyday bureaucratic work. The articles demonstrate that understanding migration policy implementation requires attention to interactions extending well beyond traditional frontline encounters. Through ethnographic and historical research across domains including asylum, nationality, detention, family reunification and border control, the collection reveals how implementation emerges through collaborative negotiations between multiple actors—street‐level bureaucrats, legal experts, civil society organisations and private intermediaries. Three theoretical innovations emerge from this analysis. First, the collection shows how implementation involves collaborative knowledge production and epistemological negotiation, where different forms of expertise are assembled across institutional sites. Second, it demonstrates how documents and digital technologies fundamentally reshape implementation landscapes, creating new dependencies while promising efficiency. Third, it highlights how language, translation and communication practices become crucial sites of power negotiation in policy implementation. By examining implementation ‘at the frontline and beyond', this collection advances understanding of migration governance as a multi‐actor, technologically mediated and communicatively complex process, offering essential insights into the gap between policy intentions and outcomes in contemporary migration control

Les archives de la Mission Archéologique Franco-Indienne au Ladakh (MAFIL): expériences et réflexions
No full textInternational audienceCréée fin 2012, la Mission Archéologique Franco-Indienne au Ladakh (MAFIL) en Himalaya indien a, pendant une décennie, effectué des opérations de terrain (prospections, fouilles, documentation d’art rupestre). Depuis plusieurs années, elle a engagé la FAIRisation d’une partie de ses données, notamment par la publication sur HAL (en français et en anglais) des rapports annuels soumis à la Commission consultative des recherches archéologiques à l’étranger ou encore par la publication d’un lot de près de 25,000 images d’art rupestre (photographies, plans, relevés) sur l’entrepôt de données Nakala. Nous expliquerons pourquoi un tel choix de publication en accès ouvert a été fait dans le cadre de notre partenariat avec l’Institut d’Archéologie en Inde. Aussi, nous nous interrogerons sur la valeur de cette publication numérique dans le contexte de la destruction et du patrimoine rupestre dans la zone frontière du Ladakh. Comment ce choix de partage est-il perçu par notre partenaire et par les communautés au Ladakh ? En dernier lieu, nous évoquerons le processus scientifique (choix des images et des métadonnées associées, hiérarchisation, code alphanumérique) et technique (collaboration avec les ingénieurs de notre laboratoire) mis en œuvre lors de ce dépôt. Nous nous sommes rendus-compte tardivement que partage ne valait pas archivage : comment archiver de manière pérenne ce qui a été publié en accès ouvert ? Enfin, nous nous demandons quel serait le meilleur traitement à appliquer aux documents restants (carnets de note, plans, photographies, dessins, etc..), qui sont tous au format numérique, pour qu’ils soient accessibles aux futurs chercheurs, à la fois rapidement et sur le long terme, en France comme en Asie
