Rainfall data analysis and application for design of stormwater systems
Keičiantis klimatui, keičiasi ir lietaus intensyvumas. Smarkūs lietūs gali sukelti dideles problemas, tokias
kaip gatvių užtvindymas, pastatų rūsių užliejimas bei suardyta infrastruktūra. Norint išvengti lietaus padarinių yra
naudojamos paviršinių nuotekų šalinimo tinklų sistemos, per kurias lietaus nuotekos yra surenkamos ir nutekinamos
iki paviršinių vandens telkinių, kur yra išleidžiamos. Tam, kad sistema veiktų patikimai, turi būti apskaičiuojamas
galimas susidarysiantis paviršinių nuotekų kiekis. Pagal apskaičiuotą paviršinių nuotekų debitą parenkami vamzdynų
skersmenys, kurie turi užtikrinti, kad sistema veiktų tinkamai. Šio straipsnio tikslas yra įvertinti Šiaulių miesto lietaus
intensyvumo duomenų kaitą 1968–2023 m. ir išanalizuoti jų poveikį suprojektuotai sistemai.As the climate changes, rainfall intensity also shifts.
Heavy rains can cause significant problems such as street
floods, basement inundation, and damaged infrastructure. To
lower the effects of rainfall, stormwater drainage systems are
used to collect and channel rainwater to surface water bodies
for discharge. For the system to function reliably, the potential
amount of surface runoff must be calculated. Based on the
estimated runoff flow rate, pipe diameters are selected to ensure
the system operates effectively. This article aims to assess
changes in rainfall intensity data in Šiauliai from 1968 to 2023
and analyze their impact on the designed drainage system.Taip / Ye
OPeraTE.AI: Optimized Personnel and Inmate Tracking Efficiency Through Facial Recognition using Siamese Neural Network
The Philippine National Police (PNP) in Clarin, Bohol, faces significant challenges in managing personnel and inmate information due to disorganized files, manual processes, and a lack of a centralized system. This inefficiency leads to data redundancy, security risks, and time-consuming retrieval of information. To address issues, the development of a web-based, centralized system, Optimized Personnel and Inmate Tracking Efficiency (OPeraTE), designed to streamline personnel and inmate profiling and improve data security was proposed. The system uses a Siamese Neural Network (SNN) with Triplet Loss to Implement accurate facial recognition, allowing the identification and retrieval of profiles using text and images using K-Fold in training to obtain the hyperparameter values needed to make the model accurate. The SNN architecture consists of three convolutional layers that process input images (anchor, positive, and negative) to generate embeddings, which are then compared to calculate similarity via Squared Euclidean distance. This enables identification with minimal data. OPeraTE includes functionalities like profile creation, editing, search through text and face, and archiving. Performance metrics, including accuracy (78.20%), precision (73.80%), recall (46.88%), F1 Score (57.34%), False Acceptance Rate (FAR) (7.56%), and False Rejection Rate (53.12%), demonstrate the systems efficiency in identifying personnel and inmates. The system was deployed in the PNP-Clarin station, providing a more efficient and secure method of managing personnel and inmate profiles. The results confirm that OPeraTE significantly enhances data management, reduces errors, and contributes to improved law enforcement operations and public safety.Taip / Ye
Assessment of potential tenants and decision support systems: from systematic literature review to future research guidelines
With increasing competition in the rental market, landlords and real estate professionals must make informed
commercial real estate (CRE) tenant selection decisions. Traditional evaluation methods, such as credit checks
and rental history analysis, often lack comprehensiveness. This study examines the applicability of decision support
systems (DSS) for tenant assessment through a systematic literature review (2020–2024). By integrating data analytics,
machine learning, and advanced decision-making tools, DSS can offer a structured, data-driven approach to improving
assessment accuracy. The findings reveal key trends, research gaps, and DSS’s evolving role in increasing decision-making
objectivity. Additionally, the study explores managerial implications, including ethical concerns, data integration

The changing understanding of public procurement in European Union funds project: case of Latvia
Public procurement important driving force of the economy with a history spanning centuries. For more
than past decade, EU has had a strict public procurement regulation that provides specific requirements for procurement
procedures, and if these requirements are not met, the regulation of EU financial instruments imposes financial
sanctions on beneficiaries of EU funds. The aim of the research is to examine the theoretical definitions of public
procurement, additionally analysing the main features of public procurement of EU funds, and to propose a new definition
of public procurement that corresponds to the existing procurement practice in EU member states. The study
employed the document analysis method, bibliographic analysis and statistical data analysis. It is concluded that the
current theoretical definitions of public procurement do not correspond to EU public procurement practice, thus, it is
essential to enhance the understanding of the public sector in EU member states and the beneficiaries of EU funding

Probleminių sankryžų identifikavimo ir analizavimo metodologija Lietuvoje mirkomobilumo saugos požiūriu
Micro-mobility is a rapidly growing mode of urban transportation, gaining popularity among users and
urban development specialists. However, like many other types of transportation, it has both positive and negative aspects.
One of the main concerns is the safety of micro-mobility users. As this mode of transport has gained popularity,
the number of traffic accidents involving micro‐mobility users has also increased. Statistics indicate that approximately
40% of all traffic accidents occur at intersections. For this reason, to ensure the safety of micro‐mobility users, it is essential
to strategically and effectively develop and improve existing infrastructure, especially at problematic intersections.
However, no precise methodology would allow quick and easy identification of problematic intersections from a
micro-mobility safety perspective. This paper presents a methodology for identifying problematic intersections using
publicly available traffic accident data from Lithuania and the spatial analysis tool QGIS. Additionally, it demonstrates
the practical application of this methodology in a selected area of Vilnius, where eight problematic intersections were
identified. For one of these intersections, a solution is proposed based on the characteristics of the traffic accidents.Mikromobilumas – sparčiai populiarėjantis transporto
būdas mieste ne tik tarp vartotojų, bet ir tarp miesto
plėtros specialistų. Tačiau, kaip ir daugelis kitų transporto rūšių,
šis gali turėti tiek teigiamų, tiek neigiamų aspektų. Vienas
pagrindinių iššūkių – mikromobilumo vartotojų saugumas.
Sparčiai išpopuliarėjus šiam transporto būdui, išaugo ir
eismo įvykių, kuriuose jie dalyvavo, skaičius. Statistika rodo,
kad apie 40 % visų šių eismo įvykių įvyko būtent sankryžose.
Dėl šios priežasties, siekiant apsaugoti mikromobilumo eismo
dalyvius, yra svarbu tikslingai ir pagrįstai plėtoti bei tobulinti
esamą infrastruktūrą, ypač problemines sankryžas. Tačiau
šiuo metu nėra tikslios metodikos, kuri leistų greitai identifikuoti
problemines sankryžas mikromobilumo vartotojų saugos
požiūriu. Šiame straipsnyje pristatoma metodika, kaip,
remiantis viešai prieinama eismo įvykių statistika Lietuvos teritorijoje
ir pasitelkus erdvinės analizės įrankį QGIS, galima
nustatyti problemines sankryžas. Taip pat pateikiamas praktinis
metodikos taikymo pavyzdys pasirinktoje Vilniaus miesto
teritorijoje – identifikuojamos 8 probleminės sankryžos, o vienai
iš jų siūlomas konkretus sprendimas, atsižvelgiant į eismo
įvykių pobūdį ir charakteristikas.Taip / Ye
Investigation of social media users sentiments about money laundering
This study aims to analyse how user’s opinions on money laundering are shaped on social networking platforms,
based on indicators of content, emotional polarity and user behaviour. The object of the study is the attitudes of
social media users towards money laundering and the main objective is to empirically assess the impact of the content
of these platforms on public perceptions of money laundering practices. The theoretical part discusses the approaches
to the functioning of social networks and the prevention of money laundering, while the empirical part conducts sentiment

Evaluation of Plane Reconstruction Distortions in Monocular Depth Maps
Monocular depth estimation is a fundamental problem in computer vision with applications in robotics, augmented reality, and 3D scene reconstruction. This study evaluates the accuracy of plane reconstruction in depth maps generated by various monocular depth estimation models. The assessment focuses on quantifying distortions in reconstructed planes using mean squared error between reconstructed in the depth image and fitted planes. Both real and synthetic images containing flat surfaces were used to systematically analyze the performance of different depth estimators. The benchmarking results provide insights into the reliability of existing monocular depth estimation methods in preserving planar structures, highlighting their strengths and limitations.Taip / Ye
