    Polityka państwowa Ukrainy wobec zapewniania praw polskiej mniejszości narodowej

    This paper analyses legal guarantees and exercise of rights and freedoms to which the Polish national minority in Ukraine is entitled. In particular, the authors characterize Ukrainian legislation, Ukrainian-Polish bilateral agreements and international treaties which, having been ratified by Ukraine, constitute a commitment to ensuring ethnocultural rights of national minorities, including Poles. All those instruments corroborate that the state policy of protecting national minorities in Ukraine complies with international standards. Further analyses are concerned with the activities of Polish cultural and educational centers and organizations, secondary schools with Polish language of instruction and changes in the functioning of the latter under Ukrainian legislation, demonstrating that one of the priorities of the Ukrainian state policy towards the Polish minority is to protect its national and cultural rights and freedoms.This paper analyses legal guarantees and exercise of rights and freedoms to which the Polish national minority in Ukraine is entitled.     The paper outlines major German experiences that the influx of migrants entailed. Against this background, the author examines the public debate surrounding the issue. The chief notions which inform it include multiculturalism (Multikultur), parallel societies (Parallelgesellschaften ), leading culture (Leitkultur) and welcoming culture (Willkommenskultur). Their very wording is indicative of how important cultural issues are. Indeed, the concern with potential threats to German culture have been a principal theme of the debates. Other aspects, such as the impact on the economy, society, or security tend to be overlooked or treated marginally. This fairly unusual approach to migration problems should be attributed to the characteristics of the German nation, for which culture is a principal mainstay. After all, the Kulturnation was constructed around culture as a unifying element and has become the foremost component in German self-awareness. Conse- quently, the influx of people representing other cultures engenders deeper insecurity and greater fears about the future than elsewhere.The paper outlines major German experiences that the influx of migrants entailed.     In the course of preliminary research, the author managed to locate most of the engravings by artists associated with the Dresden court: Oluf Wif, Johann August Corvinus and Carl Heinrich Jacob Fehling, whose work drew thematically on the reverses of the medals which commemorated the Festivaof the Planets in Dresden. These finds are the main subject of interest in this paper. The compositional relationship between medallic art and engraving is, in most cases, indisputable. It should be noted, however, that the medallist, having to reproduce a much larger engraving on a medal disc, was compelled to reduce many details that the engraver had so meticulously captured.     The paper discusses issues relating to the protection of the presidents in the Second Republic of Poland. Selected regulations are outlined to show the legal foundation on which a system for ensuring the safety of people protected by dedicated services was organized. Subsequently, the author shows how the presidential security operated so that the heads of state could feel safe at work, in their residences, during travels and leisure.The paper discusses issues relating to the protection of the presidents in the Second Republic of Poland.     Ulpia Topeiros. The Imperial Nomen Gentilicum in a city-title roman Thrace

    This paper explores the reasons why ἡ Τοπειριτῶν πόλις obtained the Trajanic nomen gentilicium Οὐλπία in its title. The question arises since it appears on the municipal coin series minted for Topeiros at a particular moment in time, specifically in 212 AD. This coincides with an imperial visit which Caracalla and his mother Julia Domna paid in the city. The author argues that by using such propaganda gimmick, the local authority sought to attract the emperor’s attention to the privileges and most probably territorial extension granted byTrajan but later delayed by Hadrian. The lands in question had originally belonged to the neighboring city of Abdera.     Zdzisław Zmigryder Konopka – ancient militaty historian, classical philologist, historian of roman law and teacher

    Zdzisław Zmigryder-Konopka, Warsaw philologist, historian of the antique military, Roman law and teacher, engaged with antiquity in many ways during his scholarly and teaching career. Above all, however, he was trained as a philologist and for a certain period (when not employed at the university) he was even a teacher of Latin and Greek in secondary schools, where he enjoyed recognition among pupils and students. In his research work – interrupted by his untimely passing – he focused on Roman history, but his studies spanned a broad chronological timeframe and diverse range of topics, namely Roman law (social and constitutional) and military history. He was a man utterly fascinated by his field and working with young people, not to mention his public activism. He was the type of true humanist whose values, formed and embraced during university studies, shaped and permanently influenced his attitude to life. In the final period of his life, with the rise of anti-Semitism and growing threat of war, Zdzisław Zmigryder-Konopka became a member of the National Committee for Aid to Jewish Refugees from Germany. In addition, he became involved with the Social Committee for the Defence of the State as part of the Jewish Community in Warsaw. After the outbreak of the war, he volunteered to fight in the September campaign, and after it ended he arrived in Lwów to become a lecturer at the Jan Kazimierz University. Though affected by poor health and chronic illness, his death on 4 November 1939 still came as a surprise. Discussed more broadly in this paper, Zmigryder-Konopka’s “Battle in the Teutoburg Forest” relied on an analysis of source text to deliver a substantive response to the assertions published in German scholarly literature of the 1930s, which eulogized Germanic past in European history following Germany’s defeat in the Great War of 1914-1918 and Adolf Hitler’s rise to power.Zdzisław Zmigryder-Konopka, Warsaw philologist, historian of the antique military, Roman law and teacher, engaged with antiquity in many ways during his scholarly and teaching career.
