    Europa w kryzysie: perspektywy go¬spodarcze Unii Europejskiej do 2020 roku w kontekście problemów rozwojowych państw grupy PIIGS

    In 2009 the European Union, and in particular the euro zone, slid into a stage of economic recession, on account of the spreading global financial crisis, referred to as ‘2008+.’ Considerable developmental problems are being experienced by the group of countries referred to as PIIGS, particularly by Greece. Due to the tight developmental interdependencies in the European common market, the bankruptcy of Greece could cause a domino effect, i.e. the collapse of other Mediterranean economies, such as Spain or Italy, financial difficulties for Germany and France, and consequently a threat to integration processes throughout Europe. This paper is the first part of the analysis of this issue, where the author analyzes both the causes and effects of the present financial crisis in the euro zone, the first correctional activities undertaken by the EU institutions, and further developmental prospects of the European Union by 202

    The speed of information transfer, the limited forms and journalistic genres used in every day practice, inadequate professional preparation, fragmentary presentation of interviewees’ opinions, superficial journalistic research before a story is filed, and widespread access to the journalistic profession have significantly affected how the professionalism of journalists is perceived. Many journalists are inspired for this line of work, seeking sensation, or creating sensational content, which increases the number of readers, listeners or viewers as the events unfold and which contributes to an increase in the audience and in the number of readers of some titles. However, the briefness of the statements presented frequently results in journalistic material being one-sided and lacking an in-depth approach to the issue. Under such circumstances, interventionist information materials have dominated our media, limiting the readers’ opportunity to see a good documentary or read a good article. There is a shortage of teachers with real authority in journalistic circles, who are in a position to denounce abuses and demonstrate the merits of professional journalistic abilities.     Czynniki destabilizacji politycznej w Karaczajo-Czerkiesji: separatyzm etniczny i fundamentalizm religijny

    The Republic of Karachay-Cherkessia is among the most unstable entities of the Russian federation. Whereas the ideas of radical political Islam enjoy little popularity there, the ethnic structure is exceptionally complex, which is not reflected in the model of territorial administration. The scale of corruption and nepotism of the local elite is enormous. The relations between the two titular ethnicities of Karachay-Cherkessia abound in mutual prejudices and distrust, or even hostility. The current model of a two-nationality republic is an element of the Soviet legacy, originally introduced in order to overcome ethnic particularism. The decline of the Soviet model of state fostered ethnic particularism and separatism, which applied to Karachays and Cherkessians alike at the turn of the nineteen-eighties. At present, Karachay separatism is a marginal phenomenon, while the influence of the Pan-Cherkessian movement has been consistently growing, posing an increasing threat to the territorial integrity of the Russian Federation. The author characterizes various dimensions of ethnic separatism in Karachay-Cherkessia and analyzes the reasons for the weakness of the armed Islamist underground in this Caucasian republic.The Republic of Karachay-Cherkessia is among the most unstable entities of the Russian federation.     An increasingly popular tendency can be observed in numerous states in Europe and globally, where modern forms of casting votes are implemented, including, first and foremost, electronic voting via the Internet or mobile telephones. In the opinion of ICT (Information and Communication Technologies) advocates modern civilization is facing an era of electronic democracy, which constitutes this new form of exercising power, based on information and communication tools. Estonia is a European leader in applying electronic voting for election procedures.     The multicultural and multiethnic character of Śląsk Opolski frequently leads to emotionally heated disputes over such symbols of the past as historical monuments, anniversaries of historical events, cemeteries, signs with topographic names and so on, which is reflected in regional policy. History and collective memory are obviously used by the politicians of Śląsk Opolski (both by political parties and minority organizations) for their current political purposes, in order to achieve certain political interests (such as winning or retaining voters) by means of exerting an influence on the regional community or selected groups and by shaping certain attitudes and behaviors. The author refers to concrete examples of debates held in the region to explain the phenomenon of the politicization of history.     Influence is synonymous, and sometimes even perceived as equivalent, with power. While power is a relationship of authority and subordination, and hence the decisions of power are of a subordinating nature, influence does not stem from coercion or subordination. Another difference lies in the possibility of mutual interactions between the influencing entities. While a power wielder is of a concentrated  nature (regardless of whether it is an individual or an authority comprised of many people), the influencing entities can also assume deconcentrated forms. There is a potential for mutual dependency. The voluntary nature of subordination should not be ignored. An influencing entity does not have at its disposal the array of decision enforcement instruments which are typical of power. Instead, it uses attractiveness, persuasion, social modelling, systems of values, etc

    Wybory regionalne jako wybory drugorzędne a perspektywa rządzenia wielopoziomowego

    The article discusses the findings of the multilevel government school (MLG) which has been advancing since the beginning of the 21st century, studying regional elections. The concept defining regional elections as second-order elections has been recognized as critical, although it is reformulated by the MLG school to respond to changes in modern regional politics in Europe. Important recent political developments include the entrenchment of regional governments, the increase in the number of electoral appointments, expanded competencies of voters, the rise of non-state-wide parties and the empowerment of sub-national organizational levels of parties. Current MLG research focuses on identifying and explaining the cases where second-order election predictions do not appear to hold for regional elections, identifying states where it is still the case and, finally, identifying factors that increase or decrease this effect. An interesting theoretical development regarding regional elections as second-order elections is that this concept is supplemented and enriched by the theories of regional authority and territorial cleavages. The final part of the article reviews studies on regional elections and the applicability of the second-order concept to Central and Eastern European countries

    EU-Iran Relations in the Post-JCPOA Period: Selected Political Aspects

    After the 1979 revolution, Europe’s policy of engaging Iran differed from the American approach. The circumstances changed in 2002, when the international community learnt about the undeclared nuclear sites at Arak and Natanz, as well as the scale of the Iranian nuclear program. The situation became even more complex when Mahmoud Ahmadinejad came to power in 2005. From that moment on, the European Union has changed its attitude toward Iran. Moreover, after Mahmoud Ahmadinejad had been re-elected under controversial circumstances in 2009, the EU intensified sanctions against Iran, even in such cases when they were divergent from member states’ interests. Bilateral affairs began to normalize after the presidential victory of Hassan Rouhani in 2013. Two years later, the EU and other powers from the P5+1 group signed the Joint Comprehensive Plan of Action with Iran. Has the signing of the JCPOA had any impact on Iran-EU political relations as far as non-nuclear related issues are concerned? In order to answer this question, one has to analyze their political relations prior to and after the signing of the deal. Selected political aspects are taken into consideration, including proliferation related issues, attitudes toward changes in the Arab world, regional conflicts, especially in Syria and Yemen, combating the so-called Islamic State, humanitarian aid to undocumented Afghan refugees, as well as civil liberties and human rights violations in Iran
