    The political system of the United Kingdom of Great Britain and Northern Ireland is of interest to researchers for several reasons. One of the most important motivations certainly involves the unique construction of its Constitution, the content of which is not formulated in a single legal act of a supreme status. This unwritten Constitution encompasses at least four parts. The most important part is undoubtedly constituted by one of three principles of the political system, namely the principle of the sovereignty (omnipotence) of parliament. This principle, which is regarded as a constitutional principle by some and as a principle above the Constitution by others, constitutes the core of British constitutional law. The topic of this paper is an attempt to indicate the boundaries of this principle in the British constitutional order and to place it in relation to remaining principles. The boundaries of this principle have been considered by British constitutionalists on numerous occasions. Considerations on the relation of this principle to the remaining elements of the Constitution have been the subject of interest for courts of law, including the House of Lords, which used to function as the court of last instance in judicial proceedings prior to the 2005 reform. It is worth emphasizing that even the lords/judges frequently disagreed on the boundaries of the principle and even on whether the principle can be examined by any court. There were also views that the principle is only a virtual construct, and even if it had ever applied to the political system at all, it can no longer be referred to, given contemporary European integration processes. The complicated combination of elements of the British constitution with the presence of the United Kingdom in the structures of the European Council and European Union (preceded by the European Community) have produced a number of interpretations of the principle of the omnipotence of the parliament in the new political reality the UK has found itself in. It was the adoption of the European Communities Act 1972, followed several decades later by the adoption of the European Union Act 2011 that led to the discussion on the construction of the British Constitution and either the approval or rejection of the concept that the Constitution of the United Kingdom with its meta-principle should be interpreted anew.The political system of the United Kingdom of Great Britain and Northern Ireland is of interest to researchers for several reasons.     Political marketing has changed not only the way election campaigns are conducted, but also the standards and principles that have lain at the foundations of the liberal-democratic political system for years. First and foremost, the ideał of the rational voter has lost significance as the Citizen has been transformed into a consumer. At the same time, the mechanisms of economic marketing have been transferred to the realm of politics, which seems to be one of the indicators of the ongoing destruction of the ideals and principles of liberał democracy. It is not an easy task to measure the scalę of these changes, though. This paper is an attempt to outline the degree to which the deputies to the Polish Parliament have intemalized market axiology in the realm of politics assessed on the basis of the results of surveys conducted during three consecutive terms of the Polish parliament (in 2004, 2006 and 2008).Marketing polityczny zmienił nie tylko sposób prowadzenia kampanii wyborczych, lecz również normy i zasady, na których budowany był przez lata liberalno-demokratyczny system polityczny. Na znaczeniu stracił przede wszystkim ideał racjonalnego wyborcy, który z obywatela przekształcił się w konsumenta. Równocześnie przeniesienie mechanizmów marketingu ekonomicznego do sfery polityki jawi się jako jeden z wyznaczników postępującej destrukcji ideałów i zasad demokracji liberalnej. Nie jest jednak łatwo zmierzyć skalę tych zmian. Niniejszy tekst przedstawia próbę nakreślenia skali internalizacji aksjologii rynku w sferze polityki przez polskich parlamentarzystów, w oparciu o wyniki badań ankietowych przeprowadzonych podczas trwania trzech kolejnych kadencji polskiego parlamentu (w latach 2004, 2006, 2008)

    Process-tracing is a method of within-case analysis, which can provide causal explanations of various social phenomena. Its focus on developing and testing causal theories attracts interest among qualitative researchers who do not want to limit their inquiries to exploratory or descriptive aims. At the same time, the case-centric variant of process-tracing, in which theories are used pragmatically as heuristic devices, provides a systematic but also creative way of researching singular events and processes. This paper attempts to show what process-tracing is and what it is not, what its variants are and how they should be used. It also probes the ontological and epistemological limits of the method, by showing how it can be used in idealist and interpretive research

    The article describes the problem of democracy in Japan as an external political system introduced after the end of World War II. The author tries to explore how deeply democratic values were rooted in Japanese society in the first decade after the war. The key objective of this article is to analyse how Japanese democratic values functioned at that time, how they influenced political attitudes and if they were coherent. There are three basic dimensions of the author’s considerations: axiological, normative and institutional. To achieve this, the author describes democratic values, internal elements of Japanese political culture and the democratisation process as a single complex process.Artykuł poświęcony jest zagadnieniu wprowadzania zasad reżimu demokratycznego do życia politycznego Japonii po zakończeniu II wojny światowej. Zamierzeniem autora była próba określenia sposobu i poziomu zakorzeniania się wartości demokratycznych w świadomości społeczeństwa japońskiego. Dlatego też autor stara się określić wpływ wartości demokratycznych na postawy społeczne Japończyków w omawianym okresie czasu. W tym celu zostaje dokonana analiza kilku kluczowych dla zrozumienia problemu płaszczyzn: aksjologicznej, normatywnej i instytucjonalnej. Autor ukazuje także wpływ wewnętrznych postaw społecznych w Japonii manifestowanych w zakresie kultury politycznej na konwersję zasad i wartości demokracji i proces demokratyzacji

    The aim of the article is a horizontal and functional analysis of the positioning of the Frontex agency in the EU’s institutional architecture and its significance in the emerging supranational system of securing the EU’s borders. This article attempts to answer the question of whether Frontex is a new type of instrument for managing the EU’s area of freedom, security and justice (AFSJ). The study applies qualitative methods, and the source of information was provided by an analysis of the content of the documents and the literature on the subject. The article presents the role and specific features of supranational agencies, the importance of Frontex and its positioning in the EU’s institutional structure, as well as the instruments created to achieve the agency’s objectives, i.e. Eurosur and IBM. The issue of national and supranational spheres overlapping with respect to the AFSJ is also discussed. The article argues that the assumption that the tools created at the supranational level to achieve Frontex’s objectives foster the process of communitarization of the EU’s external border management system should be confirmed. The conclusions also demonstrate that despite extending the competences to support border management at the supranational level, it is still the competence of member states, who consider the surveillance of land and sea borders to be the foremost security matter.Celem artykułu jest horyzontalna i funkcjonalna analiza umiejscowienia agencji Frontex w systemie instytucjonalnym UE oraz wskazanie jej znaczenia w tworzącym się ponadnarodowym systemie zabezpieczania granic. Artykuł jest próbą odpowiedzi na pytanie, czy Frontex jest nowym rodzajem instrumentu zarządzania przestrzenią wolności, bezpieczeństwa i sprawiedliwości UE? W pracy wykorzystano metody jakościowe, a za źródło informacji posłużyła analiza treści dokumentów i literatury przedmiotu. W artykule znajdują się informacje o roli i specyfice agencji ponadnarodowych, znaczeniu Frontex i usytuowania w strukturze instytucjonalnej UE, jak również o utworzonych instrumentach realizacji celów agencji tj. Eurosur i IBM. Dyskusji poddano także aspekt przenikania się sfery krajowej i ponadnarodowej w omawianym aspekcie PWBiS. Artykuł dowodzi, że pozytywnie należy zweryfikować założenie, że to tworzone na poziomie ponadnarodowym narzędzia służące realizacji celów Frontex sprzyjają procesowi uwspólnotowienia systemu zarządzania granicami zewnętrznymi UE. Wnioski wskazują także, że pomimo rozbudowywanych kompetencji wspierania zarządzania granicami na poziomie ponadnarodowym, nadal jest to kompetencja państw członkowskich, dla których nadzór granic lądowych i morskich jest sprawą priorytetową bezpieczeństwa

    The study of political parties’ political public relations strategies in terms of image building is an interesting and important topie. The aim of the article is a reflection on the place and role of non-parliamentary parties of the Polish left-wing scene. These groups are similar in their organizational structure, platforms (often strikingly similar to the mainstream parties or other peripheral leftist groups), financial situation (no secured budget, which is a significant obstacle in financing of election campaigns and maintaining proper structures).Badanie strategii politycznego public relations partii politycznych w zakresie budowania wizerunku jest ciekawym i ważnym tematem. Celem artykułu są rozważania na temat miejsca i roli partii pozaparlamentarnych, które kształtują polską lewicową scenę pozaparlamentarną. Ugrupowania te są do siebie podobne w kwestii budowanej struktury organizacyjnej, zapisu programowego (często łudząco przypominającego partie mainstreamowe lub statuty innych peryferyjnych ugrupowań lewicowych), sytuacji ekonomicznej (brak zaplecza budżetowego, co stanowi znaczną przeszkodę w finansowaniu kampanii wyborczych oraz utrzymywaniu poprawnych struktur partyjnych)
