Kwestia niemiecka na łamach tygodnika „Rzeczywistość”
The principal objective of the paper is to present the outlook of joumalists writing for the socio-political weekly „Rzeczywistość” (such as Hubert Kozłowski, Wacław Piątkowski, Jerzy Pardus, Jan Norski, and Jan Rusinowicz) on the so-called ‘German issue’, which stirred up considerable controversy at the time of the Polish People’s Republic (PRL). In the period 1981-1989, the joumalists of „Rzeczywistość were waming against the German threat, which was in their opinion apparent in many forms. Their articles were supposed to produce the desired response in society, which should conseąuently support the Communist party in their struggle to defend the post-war status quo, deny the claim that there was a German minority in the PRL, and the perceive the strengthening army of the FRG, as well as the activities of German revanchists, as a threat.Zasadniczym celem artykułu jest przedstawienie poglądów publicystów tygodnika społeczno-politycznego „Rzeczywistość” (m.in., Huberta Kozłowskiego, Wacława Piątkowskiego, Jerzego Pardusa, Jana Norskiego, Jana Rusinowicza) na temat wzbudzający wiele kontrowersji w czasach PRL-u tzw. „kwestia niemiecka”. W latach 1981—1989 publicyści tygodnika społeczno-politycznego „Rzeczywistość” przestrzegali przed zagrożeniem niemieckim objawiającym się ich zdaniem w różnych odsłonach. Ich artykuły miały na celu wywołanie określonego rezonansu wśród społeczeństwa, które miało solidaryzować się z partią w obronie powojennego status quo, negowaniu tezy o istnieniu na terytorium PRL mniejszości niemieckiej oraz upatrywaniu zagrożenia w rosnącej w siłę armii RFN, czy też działaniach ziomkowskich odwetowców
Komunikacja interkulturowa w biznesie międzynarodowym
Intercultural communication involves verbal and nonverbal messages. The communication process is conducted not only by means of verbal messages but also by other elements that constitute body language. This process becomes significantly more complicated when cultural contexts are also taken into account. A message which is unambiguously understood and interpreted by the representatives of one culture may have quite a different interpretation in other cultures. It is therefore highly important to take cultural context into consideration during business talks. Being ignorant of this aspect can significantly impact the results of negotiations. Are we doomed to failure caused by cultural differentiation, then? Is the cultural aspect of communication an insurmountable barrier? Certainly not. It is obvious in talks with foreigners that one cannot avoid mistakes and misunderstandings resulting from the inaccurate interpretation of words and gestures. During a time of globalization, mergers and takeovers, intercultural communication is unavoidable. Every new intercultural dialogue brings new experiences and reduces the risk of faux pas based on cultural differences
Participation of city residents in the ongoing activities of public transportation providers
The organization and management of public transportation is one of the most important responsibilities of local authorities. In view of the dynamically changing conditions of modern cities’ transportation policies, actions in this area pose a challenge, involving the standardization of transportation and its adjustment to the transportation needs and expectations of residents not only of individual cities, but of entire metropolitan areas. One of the ways to tailor transportation to the needs of residents is to continuously coordinate on the basis of diagnosis and analysis of residents’ demands. Public transportation passenger councils provide a forum for exchanging views on this issue. In Poland, only the authorities of Warsaw have thus far decided to establish such a body
Determinanty bezpieczeństwa narodowego. Nowe zagrożenia – nowe wyzwania
This paper analyzes the definitions and characterizes the elements related to national security. The author pays particular attention to the change of determinants and threats which significantly influence the way in which a given state’s security is perceived, and how it evolves. In the author’s opinion, at present one can observe the tendency to expand the subject matter and spatial range of national security in international relations, which follows from the internationalization of various realms of social life. It is impossible to improve the national security of a given state while tolerating the disturbances of peace that result from the widening gaps between different parts of the world, or unsolved regional and local conflicts. The main purpose of this paper is to draw the reader’s attention to the changes resulting from the need to adjust the national security system to the new challenges; the changes that not only aim to defy these challenges, but also to prevent the factors that generate them
The EU engagement in democracy promotion in post-Soviet Central Asia: the case study of the Kyrgyz Republic – prospects and challenges
When Soviet Union collapsed, there were different hypothesis regarding democratic reforms and political system changes in Kyrgyzstan. It was believed that Kyrgyzstan would develop its independent policy and democratic governance. Since early 1990s European countries through OSCE, and later through the EU launched development projects have been playing central role in democracy promotion and civil society development in Central Asia. At the same time, as analysis show geopolitical interests of neighboring powerful states such as Russia and China increased in the region, which resulted the creation of regional institutions such as Shanhai Cooperation Organization (SCO), Collective Security Organization (CSO), Eurasian Economic Union (EEU) and Silk Road Belt Initiative (SRBI). While being the fully-fledged member of China and Russia led regional institutions, Kyrgyzstan is under heavy political and economic influence. Besides, human rights situation in Kyrgyzstan like in other Central Asian countries has been deteriorating for last few years. Thus, the research paper focuses on interplay between Russia and China for geopolitical dominance in the region, including how it negatively influences for political volatility, civil society suppression and deterioration of human rights issues. Paper equally analyzes European countries engagement in human rights and democracy promotion in Kyrgyzstan. The research considers important to analyze the EU strategy in democratic reforms in Central Asia and to investigate why it matters for the EU
Rywalizacja państw w kosmosie
The paper emphasizes that outer space has become an object of interest for different states relatively recently. Therefore, there is no detailed international law to regulate the activity of states in outer space. Current regulations were mainly drawn up at the turn of the 1960s, and they do not fully correspond to the reality of today. The drawing up of modern space law will be a dynamic process owing to the rapid evolution of space technology and an increasing exploration potential. As the activity of states in outer space is rapidly changing, laws to be drawn up may frequently be prepared ad hoc, in response to the newly emerging problems. It may be exceptionally difficult to enact a new convention to regulate general issues of outer space, in the way it has been done with respect to the law of the sea, as some countries (in particular the United States) may oppose the limitation of their plans to explore and utilize outer space. In order to maintain peace and balance, it may be necessary to establish a new international organization for the purpose of dealing with outer space. This organization would provide a forum to solve disputes, such as those concerning the development of satellite systems, the principles of teledetection, or armaments in space. A considerable portion of inter-state disputes concerning outer space will have to be solved by bilateral agreements, reached through a compromise, as there are no specialized organs authorized to act in the realm of outer space. A dynamically conducted exploration of outer space depends on the amount of expenditure allocated to the space programs of individual states. The amount of financing available is influenced by the economy (at the time of the slowdown that began in 2008 space agencies have had to envisage limited budgets). The prestige of space exploration is an aspect of particular importance. In order to increase its importance in the international arena, states are ready to allocate considerable means for spectacular space activities. It can be observed at present that states are increasingly competing with each other for prestige rather than for strategic purposes. This can easily be observed with respect to the developing countries, such as China and India. The pace of activities in space will be influenced by the ability of the states to cooperate. The specific nature of great space investments usually requires huge expenditure, therefore it would be advantageous to combine the financial contributions of various states. Joint projects would promote peaceful utilization of outer space

The paper presents the solutions applying to retirement in Poland that combine two systems: the capitalization system and repartition. Trying to answer the question of whether different retirement ages for men and women is discriminatory, the author refers to the adjudi- cation of the Supreme Court and public opinion. The paper also indicates that the practice of giving notice of employment termination to women with permanent employment contracts only because they have acquired the right to retirement benefit violates the Constitution of Poland.The paper presents the solutions applying to retirement in Poland that combine two systems: the capitalization system and repartition. Związki zawodowe a rynek pracy w Unii Europejskiej
The aim of this study is to present the opportunities for trade unions to influence the labor market in the EU. The economic crisis in the EU has affected its labor markets to varying degrees. In the analysis of selected examples it can be clearly seen that the countries that have survived the crisis in the labor market better are those where the labor market is flexible, i.e. where, although people can easily lose one job, they are relatively likely to find another. EU states undertake to make labor relations more flexible, to further diversify employment forms, or to move salary negotiations to lower levels, thus eliminating state intervention in labor markets. Local EU labor markets have become a part of a supranational system of free flow of workers. European integration has generated common problems in the labor market, where trade unions need to undertake joint efforts to increase the flexibility, mobility and efficiency of the labor force, to improve labor market programs and provide for more efficient collaboration of social partners. This also follows from the protective function trade unions are supposed to play in the unified European market, and from an attempt to solve the issue of whether the expansion of trade union activity to the European level is effective in looking for compromise on the labor market
