Samorząd terytorialny miasta Kalisza. Doświadczenia minionego dwudziestolecia
The reinstatement of local government at the level of the district in Poland in 1990 has resulted in the actual empowerment of local communities, while the local governments have become able to define the goals of local policy that are in line with the expectations of local communities. The local government of Kalisz has taken advantage of the new opportunities to improve the living conditions and standard of living of its citizens since it was instituted. Over the years, due to changes in the political system, related to the establishment of counties, the local government of Kalisz has received new operating opportunities, implementing projects at the level of both districts and counties. The political transformation was complemented by the changes in the election principles of the executive, which has significantly improved the efficiency and effectiveness of the President of Kalisz. The activities of local government have been concentrated on the increasing of social integration by means of taking maximum advantage of local assets and potential. In order to achieve these goals promotional instruments have been employed to encourage foreign investors to investment in Kalisz. A significant part of the local government’s activities concern its longstanding international cooperation with towns in Western, as well as Central and Eastern Europe

Idealny wzór partii politycznej a dzisiejsza rzeczywistość w Polsce
The paper attempts to formulate an answer to the question of what an ideal party should look like at present, and what contemporary reality in Poland is like. In his attempt to create an ideal model for a political party, the author adopts the concept of the ‘good state’, as developed in the paper Wyznaczniki dobrego pañstwa, as a point of reference. He goes on to compare the way in which contemporary parties fulfill their functions to the objectives of a good state (egoistic objectives: to retain power and maintain social and political security; altruistic objectives: social order and reforms). He adopts six fundamental functions of a national party: intermediary, electoral, ruling, shaping public opinion, educational and organizational function. The author concludes by saying that there is no ideal political party in Poland that performs its functions in relation to the ‘good state’ well. Instead of convincing society about themselves, contemporary (2007) Polish parties have created conflicts and created sharp social divisions that continue to exist
How long can the term of office of the Polish parliament last? A legal-constitutional analysis
The main research aim of this article is an analysis of the length of the parliamentary term of office in Poland based on the analysis of legal rules. According to the art. 98 para. 1 of the Constitution, the parliamentary term of office starts on the day on which the Sejm assembles for its first sitting and ends on the day preceding the first assembly of the newly elected Sejm. Although the mentioned rule also expressly states that parliamentary term of office lasts 4 years, the length of the particular terms of office could be very different. If the parliamentary term of office is shortened, it could last even less than two months. If it is prolongated because of the introduction of the extraordinary measure, it could last approx. 5 years (in case of emergency state), or it maximal length can not be defined. Moreover, even in case of the “normal” terms of office they could have different length – slightly less than 4 years or longer than 4 years by even a few weeks. The presented considerations lead to the conclusion that there is need to make certain amendments of the rules of law concerning this area, which would ensure minimal 4 years length of the “normal” parliamentary term and regulate the organisation of the parliamentary elections after the termination of the extraordinary measure. Instytucja prawyborów w Polsce. Prawybory prezydenckie (1995–2005)
This paper is devoted to the presidential pre-elections in Poland. It is the second part of a study concerning the parliamentary pre-elections held in Poland. The timeframe of this pa- per covers the period between 1995 and 2005. The paper begins with an overall analysis of pre-elections organized by political parties in Poland, following American patterns, where a candidate for the presidency is to represent a certain group. Next, the pre-elections held in the town of Wrzeœnia in 1995 and 2005, in Nysa in 2000 and Szczecin in 2005 are explored. An assessment of the accuracy of these pre-elections’ results is carried out. The paper also discusses other initiatives similar to pre-elections, addressed at young peo- ple in high schools and universities.This paper is devoted to the presidential pre-elections in Poland. Polityka energetyczna Unii Europejskiej w kontekście problematyki bezpieczeństwa gospodarczego
The article is an analysis of energy policy in the context of the economic security of the European Union. One of the key challenges facing the EU is to ensure the economic security both of its members, as well as of the entire organization. The energy sector and energy policy are an integral part of the European Union’s development strategy. They may contribute to improved effectiveness of the integration process or to the failure of the European project. The aim of this article is to examine the challenges and problems that are associated with the formation of European energy policy. For the integration project to succeed, it is imperative for this policy to be properly planned and managed. Failing to implement appropriate mechanisms and actions to ensure energy security (taken at Community level), poses threats of strengthened national particularities in the EU, economic slowdown and, consequently, a slow erosion of the European political system
Deterministic chaos theory and forecasting in Social Sciences. Contribution to the discussion
Forecasting social phenomena may be hampered in many ways. This is because in nature of these phenomena lies strong and multilateral connection with other social phenomena; but not only – also physical and biological (natural) ones. The content of this publication constitutes presentation of chosen problems of forecasting in social sciences. The attention in the article was focused among others on deterministic chaos theory, on the attempt of its implementation to phenomena from the scope (or from borderline) of social sciences: economy, logistics, science about safety etc. Moreover, one of the threads of ponderation was the attempt to consider whether it’s possible to create so-called final theory. The aim of the publication is to signalize possibilities of taking advantage of seemingly exotic for “political scientists” methodology of modeling and explaining phenomena, having its source in exact sciences (in chaos theory) to study social phenomena and processes
Towards the Transatlantic Trade and Investment Partnership (TTIP) between the European Union and United States
In this research work, the author focuses on the analysis of the activity towards the Transatlantic Trade and Investment Partnership (TTIP) between the European Union and United States. It has been emphasized that the talks will reduce regulatory barriers. New agreements to remove trade barriers aim at reducing dead-weight costs and at increasing net social gains from international trade. The article examines the impact of free trade agreements like TTIP and, in particular, investor-state dispute resolution mechanisms in reducing the power of national governments to regulate and eliminate market inequality. The article offers examples of successful regulatory cooperation efforts in the hope that it will shed light on possible approaches to addressing regulatory divergences. Ideally, the best way to address problems arising from regulatory divergence would be on a multilateral basis, while taking into account the relations of the EU and the US with other countries. The main aim of the article is the presentation of the challenges for TTIP negotiations. The particular objective of the research task is the regulatory trade barriers in US-EU foreign trade policy, the nature and the promoters of TTIP, the interrelationship between regulatory standards and international cooperation in TTIP. The general theoretical approach will be of broad interest to economists interested in international questions, especially transatlantic cooperation, as well as to political scientists. The main methods applied in this research were the institutional method, comparative method, documentation method and statistical methods. Additionally, the methods of deductive and inductive forecasting were applied
