    Partycypacja kobiet w systemie politycznym Afganistanu w XXI wieku

    The aim of the article is to present and evaluate the participation of women in the political system of Afghanistan in the 21st century. This applies, therefore, to the period after the overthrow of Taliban rule by the international coalition under the American leadership. The main research problem lies in the question of whether the political rights guaranteed to Afghan women are actually respected, and whether women are free, equally with men, to participate in the political system of the state? During researches the method of analysis of the source text was used. In addition, based on surveys conducted in Afghanistan by the Asian Foundation. The article analyzes three main issues, ie the activity of wom- en-politicians, the barriers of women’s activity in the political sphere, and the perception of this issue by Afghans. Although significant progress has been made in the formal and practical empowerment of women in the political system of Afghanistan in the 21st century, there are still many barriers, mainly of socio-cultural and economic nature, which limit the possibility of involvement of Afghan women in political processes.Celem artykułu jest przedstawienie i ocena partycypacji kobiet w systemie politycznym Afganistanu w XXI wieku. Dotyczy to więc okresu po obaleniu władzy talibów przez międzynarodową koalicję pod amerykańskim przywództwem. Główny problem badawczy zawiera się w pytaniu czy zagwarantowane Afgankom prawa polityczne faktycznie są respektowane oraz czy kobiety mogą swobodnie, na równi z mężczyznami, partycypować w systemie politycznym państwa? Podczas pisania artykułu wykorzystano metodę analizy źródeł tekstowych. Ponadto oparto się na badaniach ankietowych przeprowadzonych w Afganistanie przez Fundację Azjatycką. W artykule przeanalizowano trzy główne zagadnienia, tj. aktywność kobiet-polityków, bariery działalności kobiet w przestrzeni politycznej oraz postrzeganie tej kwestii przez Afgańczyków. Mimo, że w XXI wieku osiągnięto znaczący postęp w formalnym i praktycznym upodmiotowieniu kobiet w systemie politycznym Afganistanu, to nadal istnieje wiele barier, głównie natury społeczno-kulturowej i ekonomicznej, które ograniczają możliwość większego zaangażowania Afganek w procesy polityczne

    Rola kompetencji poznawczych w demokratycznych systemach politycznych

    Taking as the starting the normative ideal of democracy, grounded in an inclusive understanding of the subject point of democracy, the author argues that various concepts of democracy assign particularly important role to cognitive competences and see it as an exclusive entitlement to participate in the exercise of political power in democratic systems. The case in point is contemporary debate on the proper understanding of democracy which focuses on the dilemma between, on the one hand, the idea of broad participation of the people in the democratic governance, and, on the other, the deliberative ideal which presupposes that power in these systems should be entrusted only to people with appropriate cognitive competences. The author analyzes the main elements of “cognitocratic” or “epistocratic” conceptions and points out to potential perils resulting from the attribution of a prominent role in the theory of democracy to cognitive competences. In opposition to cognitocratic approaches, both in their universalist and elite versions, the author argues that a more adequate understanding of governance in democratic systems should instead be based on the wider category of political ability. He also claims that a novel definition of this category should be informed by the normative ideal of democracy which is based on the recognition of potentially universal capabilities to develop the political ability and that this potential may in fact be activated through the actual participation in democratic politics.Wychodząc od normatywnego ideału demokracji, ugruntowanego w inkluzywnym rozumieniu podmiotu demokracji, autor twierdzi, że w większości koncepcji demokracji kompetencje poznawcze są postrzegane jako podstawowy wymóg upoważniający do udziału w sprawowaniu władzy politycznej. Współczesna debata nad właściwym rozumieniem demokracji koncentruje się na próbach rozstrzygnięcia dylematu między ideą szerokiego uczestnictwa ludu w sprawowaniu władzy a ideałem deliberacyjnym, który zakłada, że władza w tych systemach winna być powierzona wyłącznie osobom o odpowiednich kompetencjach poznawczych. Autor analizuje główne elementy stanowisk kognitokratycznych i wskazuje na potencjalne zagrożenia wynikające z przypisywania kompetencjom poznawczym wyróżnionej roli. Stanowiska tego typu, zarówno w wersji uniwersalistycznej, jak i elitarnej, są według autora obciążone błędem kognitokratycznym. W opozycji do nich autor argumentuje na rzecz tezy o podstawowej roli umiejętności politycznej w systemach demokratycznych. Wskazuje również, że punktem wyjścia do rozważań nad znaczeniem tego pojęcia winien być normatywny ideał demokracji inkluzywnej, zakładający powszechność zdolności do kształtowania umiejętności politycznej oraz przekonanie, że owa zdolność może ulegać aktualizacji w samym procesie aktywności politycznej

    Dyskurs nad językiem w stosunkach międzynarodowych

    Little has changed since Stanley Hoffman declared International Relations (IR) an American Social Science and John Hobson highlighted the “lack of value-free and universalist theories of inter-state relations.” Since the 1970s in particular, with the end of the Cold War and developments in Information and Communication Technologies (ICT), the discipline of IR has faced major challenges to its core conceptual and theoretical framework. Despite several systemic changes and the emergence of a new environment in international relations, the field is still heavily reliant on the old, inadequate and/or value-laden concepts of the early twentieth century. Moreover, the discipline has been overloaded by a set of Eurocentric and ethnocentric concepts which lead IR students to question its international character. It is debatable whether this is due to incompetence or misuse of language. This article aims to deconstruct mainstream and hegemonic concepts in IR in a constructive manner. This paper utilizes a qualitative method of discourse analysis to re-examine the relationship between the use of language and context, often taken for granted, which limits the understanding of the concepts used in the discipline of IR to promote innovation and progress in the field.Niewiele się zmieniło od czasu, gdy Stanley Hoffman ogłosił, że stosunki międzynarodowe (IR) są amerykańską nauką społeczną, a John Hobson podkreślił „brak bezwartościowych i uniwersalistycznych teorii relacji międzypaństwowych.” W szczególności od 1970 r., wraz z końcem zimnej wojny oraz rozwojem technologii informacyjnych i komunikacyjnych (ICT), dyscyplina IR stanęła przed poważnymi wyzwaniami w stosunku do swoich podstawowych ram koncepcyjnych i teoretycznych. Pomimo szeregu zmian systemowych i pojawienia się nowego środowiska w stosunkach międzynarodowych, dziedzina ta nadal jest silnie uzależniona od starych, nieodpowiednich i/lub obciążonych wartością koncepcji z początku XX wieku. Co więcej, dyscyplina została przeciążona przez zestaw eurocentrycznych i etnocentrycznych koncepcji, które prowadzą studentów IR do kwestionowania jej międzynarodowego charakteru. Można dyskutować, czy wynika to z niekompetencji czy niewłaściwego używania języka. Artykuł ten ma na celu konstruktywną dekonstrukcję głównych i hegemonicznych koncepcji w IR. W pracy wykorzystano jakościową metodę analizy dyskursu, aby ponownie zbadać związek między użyciem języka i kontekstu, często uważaną za pewnik, co ogranicza rozumienie pojęć stosowanych w dyscyplinie IR w celu promowania innowacji i postępu w tej dziedzinie

    Kierunki rozwoju nowej chińskiej inicjatywy Pasa i Drogi

    In this research work, the author focuses on the analysis of the directions of development of the new Chinese ‘Belt and Road Initiative’ (BRI) or ‘One Belt, One Road’ (OBOR) as a project launched by China to develop countries and improve global connectivity. First unveiled in 2013 by Chinese President Xi Jinping, the initiative continues to grow in scale and popularity. The initiative is focused on creating networks that will allow for a more efficient and productive free flow of trade as well as further integration of international markets both physically and digitally. BRI is comprised of the ‘21st Century Maritime Silk Road’ and the ‘Silk Road Economic Belt;’ together they will connect more than 65 countries making up over 62% of the world’s population, around 35% of the world’s trade and over 31% of the world’s GDP. It will take the form of a series of highways, railways and ports as well as facilities for energy, telecommunications, healthcare and education. It must be emphasized that the initiative merges both the land-based Silk Road (from China via Central Asia to Turkey and the EU) with the Maritime Route (via the Indian Ocean and Africa to Europe). Both routes were created with the intention of developing transportation infrastructure, facilitating economic development and increasing trade. This 21st-century initiative is not merely for China to romanticize its historical legacies: it carries major strategic economic and geopolitical calculations. The EU must decide now if and how to engage in these emerging processes. Chiny zapowiedziały w roku 2013 rewitalizację tego szlaku dla intensywnego wsparcia swojej gospodarki. Zamierzają one przeznaczyć ok. 113 miliardów euro na infrastrukturę nowych tras handlowych do Europy, Azji i Afryki. Pojawiają się jednak obawy, że Chiny będą chciały w ten sposób rozszerzyć przede wszystkim swój wpływ na gospodarkę światową. Podkreśla się, że nikt nie chce Chinom zabronić budowy infrastruktury, lecz chodzi raczej o współpracę, która byłaby ekonomicznym sukcesem dla wszystkich stron. Z tego względu plany Australii, Stanów Zjednoczonych, Indii i Japonii w kierunku zachowania określonej równowagi, należy postrzegać raczej jako alternatywę niż jako konkurencję do nowego jedwabnego szlaku

    This article addresses relations between Europe and the countries of the Middle East and the implications of these relationships over the past two decades, through an examination of the events of the ‘Arab Spring.’ The Arab Spring refers to a chain of events that swept through the Arab countries from late 2010, characterized by demonstrations, violence, and civil war. This was sparked by resistance to tyrannical regimes and led to the fall of the rulers of Egypt, Tunisia, and Libya. However, Islamists were able to utilize the protesters, who sought democracy, an equal economy, and the elimination of governmental corruption, to further their ambitions. At that time, it was not clear what the new regimes would look like, but it was widely expected that Islamist elements would gain power. Europe responded positively to these events, in terms of declarations, policy, and physical involvement, from the fear that Islamist forces would take advantage of the outcomes of the protests, despite the fact that, for decades, there had been collaboration and friendly relations between Western nations and many of the overthrown tyrants. This policy of turning a blind eye to the lack of democracy and human rights violations in these countries, however, had been perceived by many as contrary to European values. On May 25, 2011, the European Union published a document admitting their failure to achieve political reforms in the neighboring Arab countries. Following the events of the Arab Spring, a new approach to strengthening the partnership between Europe and the Arab world was needed. The objectives of European policy towards the Muslim world include halting massive Muslim migration, reducing the influence of fundamentalist and radical Islam in the Middle East and among Muslims in Europe, and ensuring a supply of energy resources obtained from these countries. Meeting these challenges will be a significant step in the right direction.Artykuł omawia stosunki między Europą i krajami Bliskiego Wschodu oraz konsekwencje tych relacji w ciągu ostatnich dwóch dekad, poprzez analizę „arabskiej wiosny”. Określenie „arabska wiosna” odnosi się do serii wydarzeń obejmujących demonstracje, przemoc i wojnę domową, które przetoczyły się przez kraje arabskie od końca 2010 r. Wywołane przez siły oporu wobec autorytarnych reżimów doprowadziły do upadku przywódców Egiptu, Tunezji i Libii. Protesty zwolenników demokracji, zrównoważonej gospodarki i likwidacji korupcji rządowej udało się jednak wykorzystać do swoich celów islamistom. Wprawdzie nie było wówczas jasne, jakie nowe reżimy przejmą władzę, ale powszechnie oczekiwano, że będą to siły islamistyczne. W kategoriach deklaracji, polityki i zaangażowania fizycznego Europa zareagowała na wydarzenia arabskiej wiosny pozytywnie w obawie, że wyniki protestów mogą zostać wykorzystane przez siły islamistyczne, mimo że przez dziesięciolecia państwa Zachodu łączyła z wieloma obalonymi tyranami współpraca i przyjazne stosunki. Polityka przymykania oka na brak demokracji i łamanie praw człowieka w tych krajach była jednak często postrzegana jako sprzeczna z wartościami europejskimi. W dniu 25 maja 2011 r. Unia Europejska opublikowała dokument przyznający, że nie udało jej się przeprowadzić reform politycznych w sąsiednich krajach arabskich. Po wydarzeniach arabskiej wiosny konieczne było wypracowanie nowego podejścia do wzmocnienia partnerstwa między Europą a światem arabskim. Cele europejskiej polityki wobec świata muzułmańskiego obejmują powstrzymanie masowej migracji muzułmańskiej, zmniejszenie wpływu fundamentalistycznego i radykalnego islamu na Bliskim Wschodzie, a także wśród muzułmanów w Europie, oraz zapewnienie dostaw surowców energetycznych z tych krajów. Sprostanie tym wyzwaniom będzie znaczącym krokiem we właściwym kierunku
