    Analisis bibliometrik merupakan alat penting dalam penilaian dan pemetaan hasil penyelidikan dan penerbitan teks ilmiah, terutamanya dalam mengenal pasti pola penulisan, metrik petikan, perkembangan bidang tujahan dan impak penerbitan. Dalam aspek penerbitan, dapatan ini berupaya membantu penulis, penilai dan pentadbir jurnal dalam menentukan kerelevanan makalah yang diterbitkan dengan keperluan semasa. Bagi tujuan ini, analisis bibliometrik yang merangkumi tiga domain jurnal RENTAS: Jurnal Bahasa, Sastera dan Budaya, iaitu bahasa, sastera dan budaya dijalankan. Berteraskan statistik penerbitan makalah berindeks Scopus, analisis yang dikemukakan membahaskan dua petunjuk utama bibliometrik, iaitu pemetaan domain kajian dan analisis trend temporal bagi menilai trend penerbitan makalah semasa dan impak penerbitan makalah ketiga-tiga domain. Amnya, dapatan kajian menunjukkan bahawa trend penerbitan RENTAS: Jurnal Bahasa, Sastera dan Budaya adalah seiring dengan perkembangan penerbitan di peringkat antarabangsa, khususnya berasaskan petunjuk jaringan bidang-subbidang dan kata kunci. Makalah ini turut menghuraikan implikasi analisis bibliometrik terhadap dasar penerbitan dan pengurusan jurnal yang lebih sistematik dan saintifik. Penulisan ini diharapkan berupaya menjadi panduan kepada sidang editorial jurnal untuk meningkatkan keterlihatan jurnal, sekali gus membantu merancang penerbitan makalah yang berimpak tinggi

    USER KNOWLEDGE AND EXPERIENCE ON THE EXISTING BATIK FABRIC LAYOUT FOR WOMEN’S CLOTHING

    Batik fabric holds a significant cultural and historical place in Malaysia, and its incorporation into women\u27s clothing has evolved over time. The research investigates the user knowledge and experience among individuals who are not in the fashion, batik, or tailoring fields with regard to current batik fabric layouts for women\u27s clothes. A quantitative survey was conducted involving 50 respondents with no professional background in fashion, batik, or tailoring. The questionnaire consisted of five sections covering general knowledge, layout understanding, clothing preferences, and user experiences. Data were analyzed using descriptive statistics, including mean scores, via SPSS software. The findings indicate that a majority of respondents lacked knowledge of batik fabric measurements and layout placement, with 44 out of 50 respondents unaware of the two main layout types (general placement and full-pattern layout). Mean score analysis revealed moderate understanding of motif positioning on garments (M = 3.44), but lower comprehension of bodice and skirt arrangement (M = 3.14). Respondents showed a higher preference for baju kurung moden (M = 3.86) and reported frequent issues related to motif cut-off and inaccurate placement during garment construction. The results highlight the need for clearer and more structured batik fabric layouts, including improved motif placement, sizing guidance, and cutting references. Such improvements could enhance user understanding, reduce fabric wastage, and support better garment construction practices. This study contributes novel insights by focusing on non-industry users’ perspectives, an area that remains underexplored in batik research. The findings offer practical value for designers, batik producers, and educators by informing the development of more user-friendly and sustainable batik fabric layout designs for women’s clothing in Malaysia

    PERCEPTION OF POLYTECHNIC STUDENTS TOWARDS THE SMARTPHONE APPLICATION ISLAMIC STUDIES MADE EASY (ISME)

    Malaysia is ranked 10th globally for the highest number of smartphone users, with around 24 million users. Every student in higher education institutions owns a self-purchased or government-provided smartphone. The advancement in facilities necessitates a comprehensive transformation, especially in education. Traditional teaching methods using thick, costly notebooks are burdensome and outdated. Therefore, researchers and colleagues have developed an Islamic Studies Made Easy (IsMe) smartphone application for students taking Islamic Studies courses. To determine the effectiveness of this application, a study was conducted on polytechnic students enrolled in Islamic Studies courses using quantitative methods by distributing questionnaires to 67 respondents. The study\u27s findings indicate that students are more interested in learning Islamic Studies because it is easier to refer to, discuss with lecturers, and save costs using the developed IsMe application. For improvement, the researchers must address non-Android users\u27 inability to download the application. In conclusion, these findings indicate the need for 21st-century learning that leans towards using information technology in teaching and learning, aligning with the IR 4.0 education revolution

    DEVELOPMENT AND EVALUATION OF MY MONEY MANAGER: AN INTELLIGENT MOBILE APP FOR PERSONALIZED FINANCIAL INSIGHT

    Personal finance management has become increasingly critical in today\u27s digital economy, yet existing mobile applications often lack the intelligence to provide personalised financial guidance. This article presents the development of "My Money Manager Mobile App," an Android-based personal finance management system that addresses current limitations through intelligent expense categorisation and personalised financial insights. The application distinguishes between fixed and variable expenses using algorithmic analysis and provides tailored savings recommendations based on user spending patterns over 90 days. Unlike existing solutions that offer generic financial advice, this system analyses individual spending behaviour to detect anomalies and provide dynamic, evolving financial guidance. The app employs an iterative and incremental development methodology, ensuring continuous improvement based on user feedback. Key features include automated expense categorisation, visual representation of financial flows, balance tracking, and personalised savings advice. The system addresses significant gaps in current personal finance applications by providing intelligent analysis rather than simple expense tracking, ultimately empowering users to make more informed financial decisions and develop healthier spending habits. A usability evaluation involving 35 participants was conducted. The results demonstrate that 71.4% of respondents agreed that the financial insights helped guide their financial decision-making. In terms of personal finance habits, 74.3% of users reported that the app encouraged them to manage their finances more effectively, pointing to the usefulness of budget planning and savings recommendations. The strongest validation was observed in income and expense tracking, where 82.8% of respondents confirmed that the feature was efficient and reliable in monitoring their daily financial activities

    TRENDS AND DEVELOPMENTS IN MILITARY SAFETY PERFORMANCE: A COMBINED SCIENTOMETRIC AND SCOPING STUDY

    Safety performance is extremely important in a military context as it directly affects the protection of soldiers and the successful completion of missions. This study aims to examine military safety performance through a combination of scientometric and scoping review methods. The research emphasizes the crucial roles played by safety leadership, culture, and technological advancements. To analyze the data, bibliographic databases such as Scopus and WoS were examined, and advanced data analysis tools like ScientoPy and VOSviewer were used for data processing and visualization. The analysis produced a list of the top ten keywords including safety, safety standards, safety performance, safety culture, software safety, military, flood risk, risk assessment, laser safety, and safety measures. These keywords highlight the impact of effective safety leadership on soldiers\u27 perception of risk and operational success, as well as the importance of technologies like smart wearables for monitoring health and location. The study also identifies various stressors that affect safety such as job burnout and PTSD and emphasizes the need for targeted interventions. The scientometric analysis shows a growing interest in academic research on military safety performance, while the scoping review identifies gaps in current studies and suggests areas for future research. By integrating continuous training, technological advancements, and adaptive leadership, the study proposes a comprehensive approach to improve military safety and operational effectiveness. The findings underscore the importance of cultivating a strong safety culture and the need for ongoing research to address the evolving challenges in military environments

    FARMER RIGHTS IN MALAYSIA: REVISITING THE IMPLEMENTATION OF THE PROTECTION OF NEW PLANT VARIETIES ACT 2004

    Agriculture is crucial in guaranteeing food security all over the world. Essentially, farmers play a significant role in food security. Producing improved crop varieties is one of the ways to increase sustainable crop productivity. Farmers in Malaysia, in particular small-scale farmers, are still practicing and relying on some traditional agricultural practices. In order to protect new varieties of crops and plants, there exists some legislation vis-a-vis intellectual property rights (IPRs) in the field of agriculture. Patents and plant breeders’ rights, for instance, bring with them some legal implications towards farmers. This paper aims to examine the existing legislation governing farmer rights in Malaysia, focusing on the relevant provisions of the Protection of New Plant Variety Act 2004 (PNPVA). The research also dwells on current issues pertaining to PNPVA’s implementation and the ongoing proposed amendment. The research has employed doctrinal analysis in its investigation and analysis, which has been based on the available data and materials, supported with input collected from an interview with the Department of Agriculture (DOA). The study has found that the concept of farmer rights should not be jeopardized amidst the Government’s commitment in harmonizing the law with the International Convention for the Protection of New Varieties of Plants (UPOV), while optimizing the access of Malaysian farmers to new crop varieties and plant technologies. The present study has also come to the conclusion that the Government must balance the protection afforded to plant breeders with that granted to the local farming community in Malaysia.

    EMPIRICAL STUDY OF LAND ACQUISITION IN PENINSULAR MALAYSIA: ACHIEVING EQUILIBRIUM ON COMPETING PUBLIC AND PRIVATE INTERESTS

    The right to own property is an intrinsic human right that grants ownership and enjoyment to owners. The property right, however,is not absolute because it is subject to the state’s authority to compulsorily acquire land that is in private hands, which is referredto as land acquisition. Land acquisition refers to the power granted to the state government to obtain privately owned land for a publicpurpose, in exchange for fair compensation (Keith et al., 2008). Land acquisition is an essential strategy for the state to address the limited availability of land when it is necessary to create railways, airports, or any other infrastructure for the benefit of the public (Jonathan, 2012). Nevertheless, the process of acquiring land is a lengthy procedure that has a significant influence on the local community. This is because it involves conflicting interests between the government that is seemingly acting on behalf of the general public, and the very public who are affected by the acquisition itself. Therefore, the land acquisition system is supposed to be designed as a method of reconciling these conflicting interests. Despite this ideal purpose, numerous countries, particularly in emerging nations like Malaysia, face challenges in achieving a harmonious equilibrium between the conflicting public and private interests. These challenges arise from inadequate legislative safeguards and a conventional hierarchical approach adopted by the government branches of the state (Ghimire et al., 2017). The public aspect is usually legally defined, but private perspectives may not always be apparent. In order to achieve the right balance between conflicting public and private interests, this study aims to examine the perspectives of the individuals, i.e., the landowners who are directly affected by the land acquisition. This study examines their perceptions and attitudes towards the whole process and procedures of the land acquisition to which they were subjected, as well as their corresponding responses and willingness to make sacrifices in pursuit of the higher objectives of the state. To achieve this goal, a questionnaire survey has been used as the methodology of collecting data from the landowners and the results are presented using descriptive analysis. The outcome demonstrated that whenever the state exercises the power of land acquisition, the balance tends to side with the interest of the public rather than the private interests of the affected individuals, both in law and in practice. In addition, Malaysia became a member of the United Nations on 17 September 1957. Hence, it is crucial to examine the principles of compulsory land acquisition as delineated by the United Nations study (Keith et al., 2008). The final section of this article provides an analysis of the findings and then make recommendations by referring to Australia’s best practices for adoption in Peninsular Malaysia. The methodologies employed in this study are the data collection method and comparative legal analysis.

    SPECIAL BORDER ECONOMIC ZONES BETWEEN MALAYSIA AND THAILAND

    The evolving landscape of global trade and economic cooperation has spurred the establishment of Special Border Economic Zones (SBEZs) as a comprehensive strategy to catalyse economic growth and enhance collaboration between neighbouring countries. These zones have developed as a distinctive economic strategy to harness the potential of cross-border collaboration, while addressing the particular socio- economic difficulties of border regions as globalisation continues to change the dynamics of global commerce and investment. However, the main challenge to such an effort is understanding how to fully tap the potential of the SBEZs to facilitate cross-border trade, drive economic development, and advance regional integration while simultaneously minimising potential hazards and unfavourable effects. This article provides an in-depth analysis of the relationship between Malaysia and Thailand and the relevance of a SBEZ between the two neighbors. It aims to pursue these objectives: (1) To delve into the historical trajectory of economic progress in the relationship between Malaysia and Thailand, (2) To critically examine the importance of the SBEZs in the Malaysia-Thailand context from various aspects, and (3) To critically evaluate the SBEZs by comparing the economic development of Malaysia and Thailand and by analysing the factors that led to the Thailand-Malaysian SBEZ. Content analysis was used to analyse the secondary data obtained from journals, publications, and official reports. The findings are as follows: 1) There have historically been several economic periods in the relationship between Malaysia and Thailand; 2) In the Malaysia-Thailand region, Special Border Economic Zones are significant in terms of their role in trade facilitation, economic growth, investment, industrialisation, and regional economic balance; and 3)Three factors had an effect on the development of the SBEZs

    INNOVATION-ENHANCING HIGH-PERFORMANCE WORK PRACTICES IN MALAYSIAN R&D ORGANIZATIONS: MYTH OR REALITY?

    Numerous Malaysia policies underscore the need to build exceptional R&D capabilities as the key economic driver. This study acknowledges the influence of high-performance work practices (HPWP) on R&D innovativeness. Underpinned by social exchange theory, this study investigates the implementation of innovation-enhancing HPWP in Malaysian R&D organisations and their relationship with project performance. Survey data on R&D project performance and six dimensions of innovation-enhancing HPWP were collected from 210 project leaders and members. Results suggested that innovation-enhancing HPWP implementation is still low as HPWP might be a relatively unknown practice in the R&D sector. Nevertheless, four HPWP dimensions were significant predictors of R&D project performance: employee recruitment, performance appraisal, reward and compensation, and employee participation. These findings will guide managers in developing relevant HPWPs to foster innovativeness. This includes a comprehensive audit of existing R&D people, processes, and products, and how these three `Ps’ can be streamlined into an innovation-enhancing HPWP

    Peningkatan pembelian secara dalam talian merupakan salah satu kesan daripada penularan wabak Covid-19 di Malaysia. Walaupun ia memudahkan urusan kehidupan harian, namun ramai yang beranggapan bahawa pembelian secara dalam talian merupakan suatu aktiviti yang berisiko. Oleh itu, kajian ini dijalankan bagi melihat hubungan antara persepsi risiko dengan tingkah laku pengguna terhadap pembelian secara dalam talian. Responden kajian ini seramai 392 orang dan kesemua responden telah menjawab soal selidik secara dalam talian. Namun, hanya 373 borang soal selidik yang lengkap diterima dan boleh digunakan. Data daripada soal selidik ini dianalisis menggunakan kaedah analisis regresi berganda. Hasil analisis mendapati bahawa risiko kewangan mempunyai hubungan negatif yang signifikan dengan tingkah laku pengguna terhadap pembelian secara dalam talian di Lembah Klang. Risiko produk dan risiko penghantaran pula mempunyai hubungan positif, manakala risiko masa tidak signifikan. Hasil kajian memberikan input kepada syarikat e-dagang dan penjual dalam talian untuk menambah baik perkhidmatan mereka. Ia juga dapat membantu untuk mengenal pasti risiko yang mungkin menjadi ancaman kepada perniagaan mereka dan mengambil tindakan mitigasi bagi mengurangkan kemungkinan dan impak, sekiranya risiko yang dikenal pasti itu berlaku. ABSTRACT The increase in online purchases was one of the effects of the Covid-19 outbreak in Malaysia. Although it simplifies our daily life, many still think that buying online is a risky activity. Therefore, this study was conducted to examine the relationship between risk perceptions and consumer behavior towards online purchases in the Klang Valley. A total of 392 respondents answered an online questionnaire, but only 373 questionnaires were completed and could be used. Data from the questionnaire were analyzed using the multiple regression analysis method. The results of the analysis found that financial risk perception has a significant and negative relationship with consumer behavior towards online purchases in the Klang Valley, while product risk and delivery risk perception have a positive relationship. The results of the study provide input for e-commerce and online sellers to enhance their services. It also helps identify risks that may harm their business and to take action to mitigate the likelihood and impact should the identified risks occur.
