Wali Nanggroe Institution: The Role, Function, and Strategy for Resolving Conflicts in Aceh after the Peace
Wali Nanggroe Institution is an institution of cultural
authority as the unifier of the people that is independent,
authoritative, and has the authority to develop and oversee the
implementation of the life, adat (custom), language, the award
of titles and honors, and adat rites. This research was
conducted in Banda Aceh city using a qualitative method. The
concept used was Wali Nanggroe, the theories of strategy,
conflict resolution, and political communication theories to
resolve local conflicts and analyze Wali Nanggroe neutrality in
resolving conflicts in Aceh. The data were obtained by
observation technique and interview (questionnaires and voice
records). The results found that the Wali Nanggroe Institution
does not implement a strategy in resolving conflicts both local
conflicts and other conflicts in local institutions. Also, Wali
Nanggroe does not hold political communication to resolve the
conflicts. Besides, as a mediator, Wali Nanggroe is unfair to
resolve the conflicts among local institutions due to some
causes; emotional attachment between Wali Nanggroe and
Members of Parliament at Aceh Provincial House of
Representatives (DPRA) from Aceh Party Faction, tend to
maintain the reign of Wali Nanggroe, and procedural problems
in Wali Nanggroe election

Region Expansion through Base Sector Expansion: An Evidence from Location Quotient Approach
The objective of this research is to acknowledge which sectors can become a strategy in region expansion through base sector expension in Aceh Province. Research model used in this research isLocation Quotient (LQ) model
and Klassen Typology. Research result by using Klassen Typology shows that during 2003–2005 there was one district in Aceh province that can be categorized as high growth and high income region.There was one district in Aceh province that can be categorized as high income but low growth region. There were 10 (ten) regencies in Aceh province that can be categorized as high growth but low income regions and eleven regencies in Aceh province that can be categorized as low growth and low-income regions. In 2006-2008 there were 10 regencies/municipalities in Aceh province that can be categorized ashigh growth and high income regions and 4 (four) regencies in Aceh province that can be categorized as low growth and low income regions. In 2006-2008 there were thirteen regencies/municipalities in Aceh province that can be categorized ashigh growth and high income regions and ten regencies in Aceh province that can be categorized as low growth and low income regions.

Classen Typology and Elasticity Against Economic Growth (Case Study: Aceh)
The main objective of this research is to find out the results of classification typology and elasticity in the sector
contribution to economic growth. The type of research method is development research, namely research aimed at developing research findings or previous theories, both for the purposes of pure science and applied science and so on. The data used in this study are secondary data in the form of quantitative data which includes economic growth and sectoral contributions. The data in this study were obtained through agencies or related agencies, namely the Aceh Province Central Bureau of Statistics, the Revenue Service and Regional Financial Management of the Aceh Province. The results of the study show that 1). The typology of the class shows five areas of the economic sector, one of which is chosen as a mainstay consisting of agriculture, forestry and fisheries; construction; wholesale and retail trade: car and motorcycle
repair; transportation and warehousing; government administration, land and social security is mandatory;2).
Regression shows that the biggest elasticity in the mainstay is agriculture, forestry and fisheries. This indicates that
the district/city government is expected to pay special attention to the development of the superior potential of each
region
